
Federal Employee Viewpoint Survey
The Office of Personnel Management (OPM) Federal Employee Viewpoint Survey (FEVS) is a government-wide survey conducted annually by OPM to measure employee perceptions of whether, and to what extent, conditions characterizing successful organizations are present in their agencies. The OPM FEVS serves as a tool for employees to share their perceptions regarding critical topics, including their work experiences, their agency and their leadership.
The 2022 OPM FEVS report is designed to provide an overview of survey results, enabling agencies to easily identify issues and strive for improvement. The FSIS Summary Report highlights important agency successes and challenges.
The results for the 2022 Federal Employee Viewpoint Survey were released on October 20, 2022. The responses are used to calculate indices, such as the Performance Confidence Index and Employee Engagement Index, which remained high. Furthermore, OPM introduced a new index — Diversity, Equity, Inclusion and Accessibility — for which the FSIS positive responses were 70%.
Overall, our results are encouraging. FSIS’ Employee Engagement Index score increased from 69% to 71%, with 47% of employees completing the survey. In response to feedback received from employees, we are sharing topics of interest with employees monthly during the Town Hall meetings and continuously changing the format of the Town Hall meetings to address the feedback received. Also, in response to feedback, we are starting the Continuous Development Initiative and expanding tuition reimbursement to apply to ALL permanent FSIS employees in fiscal year 2023. We were also successful in increasing the flexibility to use the “early release” leave to be used over a two pay-period timeline, if an employee could not take it on the same day. FSIS Leadership is hopeful that the percentage of employees who complete the survey will increase in the future, as they continue to see Agency-wide initiatives in response to their feedback.
The categories that scored the highest in terms of satisfaction questions were My Work Experience, My Work Unit, My Supervisor and Employee Experience. The survey results also highlighted some areas that FSIS could improve upon, and we intend to take steps to address those areas that you identified as needing improvements through action planning.
