NOTE:
Starting November 4, 2024, all export certificates for meat and poultry products (FSIS Form 9060-5 series), excluding casings and egg products, exported to Mexico will be generated through FSIS' Public Health Information System (PHIS) and will be digitally signed.
A printed version of the digitally signed FSIS Form 9060-5 series certificate, including the PHIS-generated watermark ("Approved Certificate - Available for Validation in PHIS"), must be printed by establishment personnel with PHIS access, and accompany the shipment.
Effective for all meat and poultry export certificates approved, signed, and issued on or after November 4, 2024, the export applicant will select the applicable statements when completing the export application in PHIS. The selected statements will be added by PHIS in the "Remarks" continuation page, FSIS Form 9060-5B.

The Shipping Marks/Lot Number box on the 9060-5EP must contain the lot number.
The "Remarks" section also needs to include the following information for each lot listed on the 9060-5EP. The dates should be entered in the "Remarks" section of FSIS Form 9060-5EP. The date should be in the day/month/year (dd/mm/yyyy) format. For example, "Packing dates 18-04-2001 to 23-04-2001" would include a packing date range from April 18, 2001 to April 23, 2001. - The bilingual FSIS Letterhead Certificate for Processed Egg Products exported to Mexico must accompany the FSIS Form 9060-5EP.
Notes:
- Mexico requires importers to secure permits identifying the intended use of egg products for human consumption. Exporters should verify that their importer has secured a permit for the shipment.
- The following is provided for information: To convert degrees Fahrenheit to degrees Celsius, subtract 32, multiply the result by 5, and then divide that product by 9. For example, ° C = [(°F-32) x 5] /9. Express degrees Celsius to the nearest 0.1 of a degree, i.e., 142° F = 61.1° C.
- Poultry and poultry products except as indicated in B. ineligible.
- Pork and pork products, except as indicated in B. Ineligible.
- Beef and beef products, except as indicated in B. Ineligible. Effective April 30, 2014, the requirement for beef and beef products to be derived from animals 30 months or younger has been removed. An EV program is no longer necessary to be eligible to export these products to Mexico. The beef and beef products must be derived from cattle slaughtered after May 28, 2013. Revised statements are available in the Documentation section.
Bone-in and boneless beef trimmings, tongue, and tripe imported from establishments in Canada, and beef and beef products imported from New Zealand are eligible for export. - Sheep and goat meat and carcasses can originate from animals of any age.
- Sheep and goat offals, including but not limited to heads and feet, must be derived from animals less than 12 months of age and be produced under an AMS EV program.
Information about the EV program and a list of EV approved establishments can be obtained from AMS' Web site. FSIS inspection personnel will verify the eligibility of the establishment and product. The unique product identification system can be accessed by authorized FSIS inspection personnel from SharePoint. Details of the Export Verification program can be accessed from the Export Verification (EV) Programs Additional Requirements page on the AMS' Web site.
If FSIS inspection personnel become aware of concerns that an AMS approved EV establishment is not properly executing its EV program, AMS should be notified at ARCBranch@usda.gov. Inspection personnel should include their immediate supervisor on messages to AMS. The following information should be included in the message:- Establishment name, address, and establishment number
- Product type, product code, and quantity of product
- Date of production, lot number, and shift
- Date and nature of observation
- Name of country for which is intended (for export)
- Export certificate number (if applicable)
- Any other information to verify claim
- Name of inspection official (IPP) documenting concerns
- Bison meat.
- Bison offals.
- Sheep and goat meat imported from New Zealand.
- Pork carcasses (whole or split) with feet attached will be rejected.
- Raw poultry imported from Canada.
- Beef meat products containing advanced meat recovery, and mechanically separated meat.
- Beef meat products originating from Australia.
- Ovine and caprine meat products originating from Australia.
- Ovine and caprine meat products containing advanced meat recovery, mechanically separated meat and ground meat.
- Eligibility of wild game and equine products, including horsemeat, has not been determined at this time. Information will be provided as it becomes available. Until eligibility information is provided, export certification cannot be issued for wild game and equine products intended for export to Mexico.
- Poultry and poultry products slaughtered or processed in the States below must be produced and shipped in accordance with the effective dates below due to findings of Highly Pathogenic Avian Influenza in the United States. Poultry and poultry products, including cooked poultry products, may not depart a restricted area (county or state) currently under restriction unless a commercial seal is applied at the point of departure before leaving. Poultry and poultry products, including cooked poultry products, may not transit through a restricted area unless a commercial seal is applied prior to entering a restricted area. The exporter must select the Commercial seal number statement (MEX-PoultryCommercialSeal) and enter the commercial seal number in the PHIS application and it will appear in the "Remarks" section of FSIS Form 9060-5B. See specifications below.
Note: The state and county restrictions listed below do not apply for raw whole poultry or poultry parts/cuts, including mechanically separated poultry meat intended for immediate thermal processing/heat treatment at a Federal Inspection Type (or TIF as per its name in Spanish) in Mexico. These products must be certified for export at the plant of origin/point of departure and must be transported directly to Mexico under a commercial seal. The exporter must select and enter the commercial seal number in the PHIS application and it will appear in the "Remarks" section of FSIS Form 9060-5B.
Note: The state restrictions do not apply to cooked poultry products. These products must be under commercial seal if transiting a county or State currently under restriction.
Note: Product for which the requirements in this section do not apply, must transit under commercial seal through counties or States currently under restriction. After export certification, the new commercial seal number under which the shipment will be exported to Mexico must be selected and entered in the PHIS application and will appear in the "Remarks" section of FSIS Form 9060-5B.
Note: The phrase "originating from" refers to birds shipped from the restricted State during the restricted period for immediate slaughter. It does not refer to birds raised during the restricted period in the restricted States as long as they are slaughtered after the end of the restriction.- Alabama:

- Alabama:
- Poultry and poultry products, including multi-species products that contain poultry, slaughtered or processed in the areas specified below are ineligible in accordance with the effective dates below due to detection of Velogenic Newcastle Disease in the United States. Poultry and poultry products may not transit the area currently under restriction unless in a sealed transport medium with the seal intact upon arrival at the destination point. Poultry and poultry products may not transit a state(s) currently under restrictions unless a commercial seal is applied at the point of departure before entering a restricted zone. The exporter must select the Commercial seal number statement (MEX-PoultryCommercialSeal) and enter the commercial seal number in the PHIS application and it will appear in the "Remarks" section of FSIS Form 9060-5B. WOAH guidelines for the inactivation of Newcastle disease virus are: 65°C (149°F) for 39.8 seconds or 70.0°C (158°F) for 3.6 seconds or 74.0°C (165.2°F) for 0.5 seconds or 80.0°C (176°F) for 0.03 seconds

- Prepackaged Products
The following mandatory information must appear on the labels of prepackaged products:- Name of the products.
- List of ingredients.
- Net content.
- Name and address of the manufacturer or company responsible for its manufacture. Imported products must show the importer's name and address. This information may be applied on prepackaged products in Mexico after Custom's clearance, but prior to marketing the product.
- Country of origin.
- Batch or lot number.
- Expiration Date - Any special conditions required for preservation must also be indicated if the validity of the date depends on these conditions. For example, "Keep Frozen", "Keep refrigerated", etc.
- Nutritional Information - Nutritional information is only mandatory when a qualitative statement is made regarding a nutritional property.
The information listed above must be in Spanish. If other languages are also used, Spanish must be at least of the same size and typographic proportions and in an equally obvious manner.
Under certain conditions, prepackaged product may be allowed entry into Mexico without the required labeling. Exporters should consult with their importer to determine the conditions for such exports. Exporters requesting export certification of prepackaged products without the required labeling are responsible for assuring correct labeling of the product in Mexico.
- Unscalded beef stomachs. Shipping containers must be prominently marked: "Unscalded Beef Stomachs for Export to Mexico Only".
- Fresh Pork ham should be labeled "uncured pork ham" or "uncured pork leg" on labeling for export to Mexico to avoid confusion over the type of ham (fresh, cured, or cured-and-smoked) being exported.
- General Requirements
- All export certificates for meat or poultry product (excluding egg products and casings) to Mexico are digitally signed by either an FSIS veterinarian or a Consumer Safety Inspector.
- The digitally signed FSIS Form 9060-5 - Export Certificate of Wholesomeness, generated by PHIS, is accepted by the Mexican Department of Health as a certificate of free sale for U.S. processed meat and poultry products.
Please see instructions for completion of FSIS Form 9060-6, Application for Export Certificate.- For multi-species products certified with the digitally signed FSIS Form 9060-5, in addition to selecting the primary species in column 12, the applicant must manually enter all species in parentheses immediately preceding the name of the product in column 10.
- Mexico requires that the "PRODUCT EXPORTED FROM:" field of FSIS Form 9060-5 identify the name, establishment number, and address of the exporting establishment. The information must correspond to the exporting establishment information appearing on the FSIS Eligible Plants List for Mexico. The address must appear in the following format:

- The importer must obtain a license/permit from the Mexican Department of Commerce for importation of meat and poultry products. Appropriate labeling and processing requirements will be included with this permit. The license/permit is not required to be uploaded into PHIS.
- For importers with a US address, enter the U.S. street address in the "Address" field(s) in the PHIS application; then enter U.S. city, US state abbreviation, and USA in "City" field on the "Importer" page of PHIS export application (e.g. Miami, FL, USA) in addition to other required information.
- Export applicants must select and add any additional statements required for the eligible meat or poultry product, as indicated in Sections C-H below.
- Exporters must select the Lot numbers statement (MEX-All Species Lot Number(s)) in the PHIS application and enter the lot number(s). The number(s) will be included in the digitally signed FSIS Form 9060-5B, remarks continuation page. For example, "Lot no(s). 25" would indicate a single lot; "Lot no(s). 14-25" would indicate sequential lot numbers 14 through 25; and "Lot no(s). 14,22,17" would indicate non-sequential lot numbers, 14, 22, and 17. Lot numbers are designated by the shipper and can be any unique identifier for the lot.
- If the beef used in processing was imported from Mexico, for the following products, exporters must select the TIF number statement (MEX-TIF Establishment Number) in the PHIS application and enter the TIF number(s): US Beef (Bone-in and bone-in beef products, boneless and boneless products; prepared products (marinated or others); prepared dried beef; sliced beef; Bovine Organs (raw and cooked) - Tongue, reticulum, rumen, omasum, abomasum, heart, kidney, liver, and thymus (sweetbread), pancreas, bladder; Bovine Offals (raw and cooked) - Lips, diaphragm (skirt steak), cheek meat, feet, oxtail. The TIF number(s) will appear in the FSIS Form 9060-5B, remarks continuation sheet. The TIF number must also appear on the shipping container label. If no beef imported from Mexico was used, the TIF number is not required on the certificate.
- Slaughter, Packing, Processing, and Expiration Dates: The exporter is required for all fresh/frozen meat and poultry, to enter slaughter and packing dates; for all cooked or processed meat and poultry products packing and processing dates are required and for all cooked products, expiration dates are also required. The exporter must select the appropriate date statement (MEX-SlaughterDate; MEX-PackingDate; MEX-ProcessingDate; and/or MEX-ExpirationDate) in the PHIS application and enter the required date, which will appear in the "Remarks" section of FSIS Form 9060-5B. The date should be in the day/month/year (dd/mm/yyyy) format. For example, "Slaughter dates 15-03-2024 to 15-04-2024" would indicate a slaughter date range of March 15, 2024 to April 15, 2024. "Packing dates 18-04-2024 to 23-04-2024" would include a packing date range from April 18, 2024 to April 23, 2024. Date ranges are acceptable.
- Mexican Port Restrictions
Entry into Mexico of some FSIS inspected products may be restricted to specific ports of entry. Exporters can obtain information about what ports of entry are authorized to handle the products being exported by consulting the Mexican authorities. Mexico's requirements can be reviewed online at the following website: https://sistemasssl.senasica.gob.mx/mcrz/moduloConsulta.jsf. The requirements listed by Mexico on this system are only available in Spanish. The USDA's Foreign Agricultural Service (FAS) recommends use of an experienced freight forwarder and Mexican customs broker that can assist the exporter in meeting the above criteria to avoid border entry problems. The following product-specific statements must be selected by the export applicant when completing the export application in PHIS and will appear in the "Remarks" continuation page, FSIS Form 9060-5B:
- Bison meat and offals, which includes lips, diaphragm, cheek meat, feet, tail, tongue, reticulum, rumen, omasum, abomasum, heart, kidney, liver, thymus, pancreas, bladder (MEX-Bison Meat & Offals):
Bison Meat and Offals (Lips, diaphragm, cheek meat, feet, tail, tongue, reticulum, rumen, omasum, abomasum, heart, kidney, liver, thymus, pancreas, bladder) to Mexico- The product and/or raw materials originated in the United States of America. /Que el producto y/o los insumos son originarios de los Estados Unidos de América.
- The product was derived from healthy animals subjected to ante-mortem and post-mortem inspection, slaughtered and processed in plants approved by SENASICA to export to Mexico, Specifying name, number and address of the plant. /Que el producto procede de animales sanos inspeccionados ante y postmortem, sacrificados y procesados en plantas aprobadas por el Servicio Nacional de Sanidad, Inocuidad y Calidad Agroalimentaria (SENASICA) para su exportación a México, especificando nombre, número y dirección.
- The United States has in place a ban on the feeding of ruminants with ruminant origin meat-and-bone meals and greaves, and this ban has been effectively enforced. /En Estados Unidos existe reglamentación zoosanitaria vigente que prohíbe alimentar a los rumiantes con harinas de carne y hueso o con chicharrones de origen rumiante, y esta prohibición se ha realizado de manera efectiva.

- Bison meat and offals, which includes lips, diaphragm, cheek meat, feet, tail, tongue, reticulum, rumen, omasum, abomasum, heart, kidney, liver, thymus, pancreas, bladder (MEX-Bison Meat & Offals):
NOTE: Sample certificates have been prepared here for beef, pork, poultry, sheep and goat, bison, and multi-species products. These sample certificates are examples only and do not represent all certificates for product intended for export to Mexico.
For pork casings, obtain FSIS Form 9060-7 (08/26/2011), Animal Casings Export Certificate for countries requiring Ante-mortem, Post-Mortem, and Fit for Human Food statements. For pork casings, a bilingual FSIS Letterhead Certificate for Pork Casings must accompany FSIS Form 9060-7. Pork casing certificates are not issued in PHIS.
- The dates should be entered in the "Remarks" section of FSIS Form 9060-7. The date should be in the day/month/year (dd/mm/yyyy) format. For example, "Slaughter dates 15-03-2001 to 15-04-2001" would indicate a slaughter date range of March 15, 2001 to April 15, 2001. "Packing dates 18-04-2001 to 23-04-2001" would include a packing date range from April 18, 2001 to April 23, 2001. Date ranges are acceptable.
- The name, establishment number, and address of the exporting establishment must be provided in the "Remarks" section of FSIS Form 9060-7. The information must correspond to the exporting establishment information appearing on the FSIS Eligible Plants List for Mexico. The address must appear in the following format:
- Establishment Number
- Establishment Name

- City, State, Zip Code
- The "Remarks" section also needs to include the following information for each casing lot listed on the 9060-7.

- The name, establishment number, and address of the exporting establishment must be provided in the "Remarks" section of FSIS Form 9060-7. The information must correspond to the exporting establishment information appearing on the FSIS Eligible Plants List for Mexico. The address must appear in the following format:
- Special sanitation emphasis - Establishments that produce meat and poultry and meat and poultry products for export to Mexico must comply with the following sanitation requirements. Effective immediately, documented controls should be present in each establishment, assuring that these requirements are met during production for export to Mexico.
- Personnel must wear appropriate outer clothing (e.g., smocks, coveralls, uniforms, etc.) covering any portion of street clothes which might be exposed to product or product-contact areas.
- Footwear used in the establishment must be clean. This could be accomplished in a number of different ways, such as:
- dedicating a pair of washable boots solely for use at the plant;
- cleaning and sanitizing footwear before entering the plant; and/or
- other means of assuring clean footwear that is acceptable to the IIC.
- To avoid product contamination, personnel entering any processing area:
- must follow necessary washing and sanitization procedures for hands and footwear; and
- necessary equipment must be available to personnel to accomplish this.
- Wooden pallets and other wooden implements in the plant must be clean and in good condition.
- Sanitizers are required for instruments, e.g., knives, scissors, and other instruments, that are used:
- at trim stations on the evisceration line; and
- in boning rooms.
- Import Inspection Procedures--Port of Entry
- Shipments must arrive at a port of entry with available cold storage facilities. Product consigned to TIF plants (federally inspected plants in Mexico) will have the physical inspection of the product at the TIF plant by the Mexican official stationed there, rather than at the border.
- Product subject to inspection (either under random checks or 100% checks) will be handled at the discretion of the customs broker or exporter as follows:
- Carcasses
- In the cases where carcasses are transferred from U.S. to Mexican trailers, the sample will be pulled as the carcasses are being moved.
- 100% of the carcasses can be transferred to U.S. or Mexican cold storage and samples taken.
- Carcass inspection can be performed in the truck, provided there is adequate space. Space requirements indicate the shipment needs to be 30 percent less than a full load to permit inspection in the truck.
- Boxed Product
- The product will be "staged" for import inspection and samples taken.
- In the cases where the boxes are transferred from the U.S. trailers to Mexican trailers, the sample will be pulled as the product is being moved.
- Carcasses
- Import Inspection Procedures--Rate of Inspection
- 100 percent of all lots will be inspected for documentation, certification of plant approval, and product authorization.
- Rate of product inspection will be phased in. If a shipment is rejected during any of these phases, sampling rate returns to Phase 1.
- Phase 1: 100 percent of the first 50 shipments from an approved plant and/or Custom Broker will be inspected. If no rejections occur, move into phase 2.
- Phase 2: 50 percent of the next 50 shipments will be inspected. If no rejections occur, move into phase 3.
- Phase 3: 24 percent of the next 50 shipments will be inspected. If no rejections occur, move into phase 4.
- Phase 4: 25 percent of subsequent shipments will be inspected on a random basis.
Import inspection records have been maintained by the Mexican authorities for the past 5 months, on a port by port basis. Establishments and/or customs brokers that have accounted for 2% or more of the shipments into Mexico from January to May, 1994, will receive random inspection immediately (Phase 4.) Product from any other establishment/customs broker will be subjected to Phase 1 of the new inspection system. This data is maintained by the port of entry, so the status of the plant or broker can vary from port to port.
Any exporter using a customs broker with a proven track record will automatically receive random inspection (Phase 4), even if it is the plant's first shipment. However, if a customs broker brings a shipment in that is rejected, the customs broker, as well as the supplying plant, loses its "good standing" and returns to Phase 1 of the inspection system. All product that exports through this customs broker will be subjected to 100% inspection (Phase 1.) Exporters should be prepared to work with other custom brokers in the case that their current broker loses its "good standing".
Any federally inspected U.S. establishment (i.e., slaughter, processing, cold storage), that intends to export product to Mexico must submit FSIS Form 9080-3 through PHIS. U.S. establishments approved by FSIS for export to Mexico must be listed on the FSIS Eligible Plant List for Mexico before slaughtering, processing, or storing eligible meat and poultry products for export to Mexico. FSIS will certify these establishments to Mexican Officials. U.S. establishments can only export to Mexico meat and poultry that are slaughtered, further processed, or stored, after the establishment has been added to the FSIS Eligible Plant List, i.e. product should not be shipped until confirmation of certification is received from Mexico through FSIS. Upon FSIS receipt of notification from the Mexican officials of their approval, these establishments will be added to the current FSIS Eligible Plant List for Mexico.
IPP will not accept paper forms for review on or after June 29, 2018. Establishments that are not using PHIS must submit a fully completed (not including FSIS signatures) 9080-3 Form to the FSIS Proxy for entry into PHIS. Information on sending completed 9080-3 Forms to the FSIS Proxy is available on the FSIS Website Export Guidance page, General Information section, Export Certification Checklist tab or by clicking here. Sheep and goat offals must also originate from AMS EV approved establishments.
- The application (FSIS Form 9080-3) should have the following information:
- Establishment Number
- Establishment Name and/or DBA
- Physical Location of Establishment
- Type of Facility (slaughter, processing, boning, cold storage)
- Slaughter: Carcasses
- Boning/Cut-up: Poultry parts (i.e. leg quarters, wings, etc), Pork parts (i.e. hams), Beef cuts
- Grinding: Ground product, mechanically separated product
- Processing: Cooked product, marinated product, multi-ingredient product, relabeling, repackaging
- Cold Storage: If the facility exports products that originates from other eligible facilities and/or stores product that will be exported by other eligible facilities
- Other: Plan to export beef weasand meat, beef head meat, beef small intestine, ground beef, beef tallow, pork lard (check this box in addition to any other applicable process categories)
- Species (beef, poultry, pork, lamb, etc.)
- Contact Name, telephone number and fax number.
Issuance of an updated Grant of Inspection does not automatically change the establishment information on the Mexico approved plant list. When an updated Grant is issued that indicates an administrative change (name, dba, address, type of operation, or species changes), the establishment must submit a 9080-3 through PHIS. IPP will not accept paper forms for review on or after June 29, 2018. Establishments that are not using PHIS must submit a fully completed (not including FSIS signatures) 9080-3 Form to the FSIS Proxy for entry into PHIS. Information on sending completed 9080-3 Forms to the FSIS Proxy is available on the FSIS Export Library Requirements by Country page or by clicking here. NOTE: When completing FSIS Form 9080-3 in PHIS, the information submitted on the form is what will be sent to Mexico. For example, if the establishment is currently eligible to ship poultry, and now wishes to export both pork and poultry, they should check both poultry and pork. If only pork is checked, the update will remove eligibility for chicken.
If the name plus DBA in the request exceeds 150 characters (including spaces and punctuation), products will experience setbacks at the border due to technical database issues in the Mexican Foreign Trade Digital Window (VDMCE). Therefore limit the name plus DBA in all requests to less than 150 characters.
Establishments that wish to produce for export the following beef and pork products will need to submit a written request indicating which of these products they are seeking approval for. The request can be uploaded as a separate PDF attachment directly into PHIS along with the 9080-3 submission or, if using the FSIS Proxy, submitted along with the 9080-3 Form. In PHIS or on the 9080-3 form, "Other" needs to be checked for the "Type of Operation" for the request to process properly.- Beef Weasand meat

- Products intended for personal consumption. Small quantities (10-15 lbs) of hand-carried meat and poultry products are allowed into Mexico without export certification, provided the product is in its original packaging and is properly labeled with the USDA inspection legend.

The products identified in the table above are eligible for export from Mexico to the United States as determined by the United States Department of Agriculture (USDA), Food Safety and Inspection Service (FSIS) Equivalence Process.
Source materials used to produce product intended for export to the United States must originate from a certified establishment in an eligible country that has an equivalent raw or processed products inspection system.
The above are the Process Categories, Product Categories, and Product Groups as listed in the FSIS Product Categorization document and defined in the Public Health Information System (PHIS).
APHIS Animal Disease Requirements for Mexico
The USDA, Animal and Plant Health Inspection Service (APHIS) restricts certain animal products from entering the United States because of animal disease conditions in the country of origin. Applicable APHIS animal disease requirements that may have an impact on Mexico’s eligibility to export product to the United States are listed below:
Beef imported from Mexico is subject to the Bovine Spongiform Encephalopathy (BSE) requirements specified in 9 CFR 94.18 or 9 CFR 94.19.
Pork imported from Mexico is subject to the Classical Swine Fever (CSF) requirements specified in 9 CFR 94.32 or 94.9.*
Poultry imported from Mexico is currently under temporary prohibitions with regard to Highly Pathogenic Avian Influenza (HPAI). Imported poultry from all states in Mexico are subject to animal health requirements in 9 CFR 94.6. Imported raw poultry products are eligible and permitted only from APHIS-approved poultry processing establishments.

A certified establishment is an establishment that the Central Competent Authority (CCA) of the foreign country has certified as meeting the requirements of the inspection system that FSIS has determined equivalent to the United States inspection system and, therefore, eligible to export meat, poultry, or egg products to the United States.
