Kazakhstan

Effective January 21, 2019, poultry products originating from the U.S. can transit through the territory of the Russian Federation only if the following two conditions are met:

  1. The importer must use the Mercury Notification system for the transit of poultry products through the Russian Federation.
  2. Any re-loading and transit of poultry products should only take place through EU establishments accredited for the storage of products of animal origin. Importers should verify establishment accreditation prior to shipment.

Effective August 16, 2018, poultry products and hatching eggs originating from the U.S. can transit through the territory of the Russian Federation.

    1. Egg products originating from the States of California and Texas that are shipped on or after February 23, 2023 are ineligible. Poultry products that are heat-treated to a temperature of 70˚C or above are exempt from this restriction. 

    2. Egg products originating from the State of Mississippi that are shipped on or after November 25, 2022 are ineligible. Poultry products that are heat-treated to a temperature of 70˚C or above are exempt from this restriction. 

    3. Egg products originating from the States of Alaska, Florida and Tennessee that are shipped on or after November 14, 2022 are ineligible. Poultry products that are heat-treated to a temperature of 70˚C or above are exempt from this restriction. 

    4. Egg products originating from the States of Colorado and Pennsylvania that are shipped on or after April 29, 2022 are ineligible. Poultry products that are heat-treated to a temperature of 70°C or above are exempt from this restriction. 

    5. Egg products originating from the State of Nebraska that are shipped on or after April 20, 2022 are ineligible. Poultry products that are heat-treated to a temperature of 70°C or above are exempt from this restriction. *

    6. Egg products derived from eggs originating from the States of Kansas that are shipped on or after March 30, 2022 are ineligible. Eggs products that are heat-treated to a temperature of 70°C or above are exempt from this restriction.

    7. Egg products derived from eggs originating from the States of South Dakota and Iowa that are shipped on or after March 11, 2022 are ineligible. Eggs products that are heat-treated to a temperature of 70°C or above are exempt from this restriction. 

    8. Egg products derived from eggs not meeting the processing requirements for inactivation of avian influenza virus as indicated below:
      • States of Missouri, Arkansas, Kansas, Minnesota, Wyoming, Montana, South Dakota, North Dakota, California, Indiana, Iowa, Kentucky and Nebraska on or after June 11, 2015 but prior to December 15, 2015 are ineligible.

Documentation Requirements.

  1. The attached FSIS Letterhead Certificate, along with FSIS Form 9060-5EP, must accompany egg products exported to Kazakhstan. These certificates will remain valid for entry into Kazakhstan after January 1, 2013.

  1. Fresh/frozen poultry and poultry products (other than as indicated in Section B), pork and pork products, beef and beef products, and sheep and goat meat and sheep and goat meat products.

    1. Poultry originating from the States of California and Texas that are shipped on or after February 23, 2023 are ineligible. Poultry products that are heat-treated to a temperature of 70˚C or above are exempt from this restriction. 

    2. Poultry originating from the State of Mississippi that are shipped on or after November 25, 2022 are ineligible. Poultry products that are heat-treated to a temperature of 70˚C or above are exempt from this restriction. 

    3. Poultry originating from the States of Alaska, Florida and Tennessee  that are shipped on or after November 14, 2022 are ineligible. Poultry products that are heat-treated to a temperature of 70˚C or above are exempt from this restriction.

Poultry originating from Washington, Missouri, Kansas, Minnesota, Montana, South Dakota, North Dakota, California, Indiana, Iowa, and Nebraska that were slaughtered on or after December 15, 2015 are eligible (except for county specific restrictions as noted in other bullets).

        2. State of Indiana on or after February 8, 2022 but prior to July 28, 2023 are ineligible. 
      • Iowa:
        1. Poultry originating from Buena Vista County, Iowa that were slaughtered on or after March 6, 2022 is ineligible.  Poultry products that are heat-treated to a temperature according to the table below are exempt from this restriction.
        2. Poultry originating from the State of Indiana slaughtered on or after February 8, 2022, but prior to July 28, 2023, are ineligible.  Poultry originating from the State of Indiana slaughtered prior to February 8, 2022, or on or after July 28, 2023, are eligible.  Poultry products that are heat-treated to a temperature of 70˚C or above are exempt from this restriction.  

      • Kansas:
        1. Poultry originating from McPherson County, Kansas that were slaughtered on or after April 13, 2022 are ineligible. Poultry originating from McPherson County, Kansas that were slaughtered prior to April 13, 2022 are eligible, unless otherwise noted above. Poultry products that are heat-treated according to the table below are exempt from these restrictions. 
      • Kentucky:
        1. Poultry originating from Christian County, Kentucky that were slaughtered on or after March 17, 2017 but prior to August 24, 2017 are ineligible. Poultry originating from Christian County, Kentucky that were slaughtered after July 15, 2015 but prior to March 17, 2017, or on or after August 24, 2017 are eligible.       • Montana:

Poultry originating from the State of Montana slaughtered on or after April 29, 2022, but prior to July 28, 2023, are ineligible.  Poultry originating from the State of Montana slaughtered prior to April 29, 2022, or on or after July 28, 2023, are eligible.  Poultry products that are heat-treated to a temperature of 70˚C or above are exempt from this restriction. 
      • Nebraska:
        1. Poultry originating from Butler County, Nebraska that were slaughtered on or after March 22, 2022 is ineligible.  Poultry products that are heat-treated according to the table below are exempt from this restriction.
        2. Poultry originating from Dixon County, Nebraska that were slaughtered on or after April 12, 2022 are ineligible. Poultry originating from Dixon County, Nebraska that were slaughtered prior to April 12, 2022 are eligible, unless otherwise noted above. Poultry products that are heat-treated according to the table below are exempt from these restrictions. 

      • North Dakota:
        1. Poultry originating from the State of North Dakota slaughtered on or after April 1, 2022, but prior to May 18, 2023, are ineligible.  Poultry originating from the State of Indiana slaughtered prior to April 1, 2022, or on or after May 18, 2023, are eligible.  Poultry products that are heat-treated to a temperature of 70˚C or above are exempt from this restriction. *
      • New York:
        1. Poultry originating from the State of New York slaughtered on or after March 23, 2022, but prior to April 26, 2023, are ineligible.  Poultry originating from the State of New York slaughtered prior to April 20, 2022, or on or after April 26, 2023, are eligible.  Poultry products that are heat-treated to a temperature of 70˚C or above are exempt from this restriction. 
      • North Carolina:
        1. Poultry originating from Anson County, North Carolina that were slaughtered on or after March 12, 2020 but prior to September 18, 2020 are ineligible.  Poultry originating from Anson County, North Carolina that were slaughtered prior to March 12, 2020 or on or after September 18, 2020 are eligible.  Poultry products that are heat-treated according to the table below are exempt from these restrictions.
        2. Poultry originating from Union County, North Carolina that were slaughtered on or after March 12, 2020 but prior to October 14, 2020 are ineligible.  Poultry originating from Union County, North Carolina that were slaughtered prior to March 12, 2020 or on or after October 14, 2020 are eligible.  Poultry products that are heat-treated according to the table below are exempt from these restrictions.
        3. Poultry originating from the State of North Carolina slaughtered on or after March 29, 2022, but prior to Jan. 9, 2023, are ineligible.  Poultry originating from the State of North Carolina slaughtered prior to March 29, 2022, or on or after Jan. 9, 2023, are eligible.  Poultry products that are heat-treated to a temperature of 70˚C or above are exempt from this restriction.
      • Ohio:
        1. Poultry originating from the State of Ohio slaughtered on or after November 25, 2022, but prior to July 28, 2023, are ineligible.  Poultry originating from the State of Ohio slaughtered prior to November 25, 2022, or on or after July 28, 2023, are eligible.  Poultry products that are heat-treated to a temperature of 70˚C or above are exempt from this restriction. 
      • Oklahoma:
        1. Poultry originating from Sequoyah County, Oklahoma that were slaughtered on or after April 30, 2022 but prior to August 11, 2022 are ineligible. Poultry originating from Sequoyah County, Oklahoma that were slaughtered prior to April 30, 2022, or on or after August 11, 2022 are eligible, unless otherwise noted above. Poultry products that are heat-treated according to the table below are exempt from these restrictions. 
      • Oregon

        1. Poultry originating from the State of Oregon slaughtered on or after August 11, 2022, but prior to April 26, 2023, are ineligible.  Poultry originating from the State of Oregon slaughtered prior to August 11, 2022, or on or after April 26, 2023, are eligible.  Poultry products that are heat-treated to a temperature of 70˚C or above are exempt from this restriction.

      • Pennsylvania
        1. Poultry originating from Lancaster County, Pennsylvania that were slaughtered on or after April 15, 2022 are ineligible. Poultry originating from Lancaster County, Pennsylvania that were slaughtered prior to April 15, 2022 are eligible, unless otherwise noted above. Poultry products that are heat-treated according to the table below are exempt from these restrictions. 
      • South Carolina
        1. Poultry originating from Chesterfield County, South Carolina that were slaughtered on or after March 17, 2020 but prior to August 5, 2020 are ineligible.  Poultry originating from Chesterfield County, South Carolina that were slaughtered prior to March 17, 2020 or on or after August 5, 2020 are eligible.  Poultry products that are heat-treated according to the table below are exempt from these restrictions.
      • South Dakota:
        1.  Poultry originating from Charles Mix County that were slaughtered on or after March 5, 2022 is ineligible. Poultry products that are heat-treated to a temperature according to the table below are exempt from these restrictions.
      • Tennessee:
        1. Poultry originating from Lincoln County, Tennessee that were slaughtered on or after March 4, 2017 but prior to August 11, 2017 are ineligible.  Poultry originating from Lincoln County, Tennessee that were slaughtered prior to March 4, 2017, or on or after August 11, 2017 are eligible.  Poultry products that are heat-treated according to the table below are exempt from these restrictions.
        2. Poultry originating from Giles County, Tennessee that were slaughtered on or after March 8, 2017 but prior to July 2, 2017 are ineligible.  Poultry originating from Giles County, Tennessee that were slaughtered prior to March 8, 2017, or on or after July 2, 2017 are eligible.  Poultry products that are heat-treated according to the table below are exempt from these restrictions.
      • Texas:
        1. Poultry originating from Hopkins County, Texas that were slaughtered on or after March 7, 2018 but prior to June 21, 2018 is ineligible. Poultry originating from Hopkins County, Texas that were slaughtered prior to March 7, 2018, or on or after June 21, 2018, are eligible. Poultry products that are heat-treated to a temperature according to the table below are exempt from these restrictions.
        2. Poultry originating from the State of Texas that were slaughtered on or after April 2, 2022 but prior to August 16, 2022 are ineligible.  Poultry originating from the State of Texas that were slaughtered prior to April 2, 2022, or on or after August 16, 2022 are eligible.  Poultry products that are heat-treated according to the table below are exempt from these restrictions.  
      • Utah:
        1. Poultry originating from the State of Utah slaughtered on or after April 25, 2022, but prior to April 26, 2023, are ineligible.  Poultry originating from the State of Utah slaughtered prior to April 25, 2022, or on or after April 26, 2023, are eligible.  Poultry products that are heat-treated to a temperature of 70˚C or above are exempt from this restriction. 
      • Virginia:
        1. Poultry originating from the State of Virginia slaughtered on or after January 19, 2023, but prior to July 28, 2023, are ineligible.  Poultry originating from the State of Virginia slaughtered prior to January 19, 2023, or on or after July 28, 2023, are eligible.  Poultry products that are heat-treated to a temperature of 70˚C or above are exempt from this restriction. 
      • Washington:
        1. Poultry originating from Washington State that were slaughtered on or after February 2, 2015 but prior to May 4, 2015 or on or after June 11, 2015 but prior to December 15, 2015 is ineligible.  Poultry products that are heat-treated to a minimum temperature of 70⁰ C for a minimum of 30 minutes are exempt from this restriction.  Poultry slaughtered on or after May 4, 2015 but prior to June 11, 2015 or on or after December 15, 2015 is eligible.
        2. Poultry originating from the State of Washington slaughtered on or after August 11, 2022, but prior to July 28, 2023, are ineligible.  Poultry originating from the State of Washington slaughtered prior to August 11, 2022, or on or after July 28, 2023, are eligible.  Poultry products that are heat-treated to a temperature of 70˚C or above are exempt from this restriction. 
      • Wisconsin:
        1. Poultry originating from the State of Wisconsin slaughtered on or after March 14, 2022, but prior to April 26, 2023, are ineligible.  Poultry originating from the State of Wisconsin slaughtered prior to March 30, 2022, or on or after April 26, 2023, are eligible.  Poultry products that are heat-treated to a temperature of 70˚C or above are exempt from this restriction.

        1. Poultry originating from Riverside County, California that were slaughtered on or after December 14, 2018 but prior to January 21, 2019 that are heat-treated to a temperature according to the table below are exempt from this restriction. Poultry originating from Riverside County, California that were slaughtered on or after January 21, 2019 that are heat-treated to at least 70°C for 30 minutes are exempt from this restriction.

  1. For poultry and poultry products
    1. Obtain FSIS Form 9060-5, Export Certificate of Wholesomeness and FSIS Letterhead Certificate, Veterinary Certificate for poultry Meat and Meat Products from Poultry Exported to Kazakhstan.
  2. For beef and beef products
    1. Obtain FSIS Form 9060-5, Export Certificate of Wholesomeness and FSIS Letterhead Certificate, Veterinary Certificate for Bovine Meat and Meat Products from Bovine Meat Exported to Kazakhstan.
  3. For pork and pork products
    1. Obtain FSIS Form 9060-5, Export Certificate of Wholesomeness and FSIS Letterhead Certificate, Veterinary Certificate for Pork Meat and Meat Products from Pork Exported to Kazakhstan.
  4. For sheep and goat meat and sheep and goat meat products
    1. Obtain FSIS Form 9060-5, Export Certificate of Wholesomeness and FSIS Letterhead Certificate, Veterinary Certificate for Ovine and Caprine Meat and Meat Products from Ovine and Caprine Meat Exported to Kazakhstan.
  5. The Letterhead Certificates for poultry, beef, pork, and sheep and goat meat indicated above will remain valid for entry into Kazakhstan after January 1, 2013.
  6. Pork Casings. Kazakhstan has agreed to accept FSIS Form 9060-7 (8/26/2011), Animal Casings Export Certificate for Countries Requiring Ante-mortem, Post-mortem, and Fit-For-Human-Food Statements and FSIS Form 9450-6 (7/95) - Veterinary Certificate for Pork Intestine Raw Material Exported into the Russian Federation for export of casings to Kazakhstan during the negotiation of a new casing certificate.

    Kazakhstan has not informed FSIS that natural pork casings must originate from Russian approved U.S. slaughter establishments and be processed/selected only in the United States. Exporters are advised to work closely with the importer for information regarding eligibility of the product.
  7. Signature on certificates. All certificates must be signed by an FSIS veterinarian: name and degree (DVM or equivalent) must be typed or printed after the signature.

All federally inspected establishments are eligible to export to Kazakhstan.
