Export Requirements

  1. Poultry Products - Fully cooked poultry products, canned poultry products, and raw frozen or chilled poultry meat are eligible for export to Chile, except products indicated in the Ineligible section.
  2. Pork and Pork Products - Fresh/frozen pork products exported to Chile must have either undergone a Trichinae mitigation processes in accordance with the FSIS Compliance Guideline for the Prevention and Control of Trichinella and Other Parasitic Hazards in Pork and Products Containing Pork, or another process that guarantees the destruction of the parasite Trichinella spiralis, be derived from carcasses that have tested negative for trichinosis, or derived from swine and swine enterprise that are certified participants in the National Pork Board’s Pork Quality Assurance (PQAPlus) program. Establishment’s presenting pork or pork products for export certification under a PQAPlus program must produce the product under either the AMS PQAPlus Pork EV program for Chile or the Animal and Plant Health Inspection Service (APHIS) PQAPlus Pork Sourcing Verification Program (APHIS PSVP).
    1. AMS PQAPlus Pork EV Program:
      1. Information about the AMS PQAPlus Pork EV program for Chile and a list of EV approved establishments can be obtained from AMS' Web site.
      2. The unique product identification system can be accessed by authorized FSIS inspection personnel from SharePoint. Details of the Export Verification program can be accessed from the Export Verification (EV) Programs Additional Requirements page on the AMS' Web site.
      3. If FSIS inspection personnel become aware of concerns that an AMS approved EV establishment is not properly executing its EV program, export certification should not be issued for the product in question and AMS should be notified at QAD.AuditService@usda.gov. Inspection personnel should include their immediate supervisor on messages to AMS. The following information should be included in the message:
        1. Establishment name, address, and establishment number
        2. Product type, product code, and quantity of product
        3. Date of production, lot number, and shift
        4. Date and nature of observation
        5. Name of country product is intended for export
        6. Export certificate number (if applicable)
        7. Any other information to verify claim
        8. Name of inspection official
    2. APHIS PQAPlus Pork Sourcing Verification Program (APHIS PSVP):
      1. Information about the APHIS PSVP and a list of Participating FSIS Establishments is available on the APHIS website. FSIS inspection program personnel are to verify that each consignment presented for export under this verification program was produced in compliance with the establishment’s APHIS PSVP approval and the establishment, and source establishment if purchased from another supplier, is listed on the Participating FSIS Establishments list. The establishment must provide supporting documentation to verify the product was produced in compliance with the APHIS PSVP program, was properly segregated throughout production and storage, and the producing and exporting establishment are on the Participating FSIS Establishments list.
      2. FSIS inspection program personnel must have access to the APHIS PSVP written program and records at all times upon request. If FSIS inspection personnel become aware that an establishment is not properly following the written APHIS PSVP, export certification should not be issued for the consignment(s) in question and the inspector will follow Dir. 9000.1 and document their observations with an MOI issued to the establishment and copy their supervisory chain. The District Office will notify the local APHIS Veterinary Center and the Import/Export Policy Development Staff (IEPDS) at import/export programs@usda.gov. The following information should be included in the message:
        1. Establishment name, address, and establishment number
        2. Product type, product code, and quantity of product
        3. Date of production, lot number, and shift
        4. Date and nature of observation
        5. Name of country product is intended for export
        6. Export certificate number (if applicable)
        7. Any other information to verify claim
        8. Name of inspection official
  3. Pork casings
  4. Beef and beef by-products and beef offals:
    1. Beef which has been USDA AMS graded that are listed in the Guidance document "CUTS LISTED IN THE FTA" table (Spanish equivalent name required on label) with the exception of items listed in the Ineligible products below.
    2. Beef by-products and variety meats derived from USDA AMS graded carcasses that are listed in the Guidance  document "U.S. Cuts not listed on the FTA" table (preferred Spanish name on the label) with the exception of items listed in the Ineligible products below.
    3. Ground beef and trimmings are eligible; and
    4. The following beef offals by-products listed on the Guidance document Eligible Offals table are considered eligible when derived from inspected and passed beef carcasses: Kidneys, heart, liver, intestines, stomachs, beef cheek meat (masseter muscle), tongue, thymus (sweetbreads), and brains (see Eligible Offals (not Included in FTA table in the resource Guidance document that contains names in English and Spanish for other cuts not mentioned in the beef nomenclature chart found in the FTA text).
  5. Protein-free fats originating from beef.
  6. Processed (raw, dried, fermented/acidified, cooked) beef and pork products.

  1. Beef or beef products derived in-whole or in-part from imported beef.
  2. The following beef by-products are considered inedible by Chilean Food Health Regulations - urinary bladder, spleen, lips, penis. FSIS does not provide export certification of inedible products, other than technical animal fat (9 CFR 351) and certified pet food (9 CFR 355). Exporters should contact APHIS field offices to obtain information about certification of inedible products. A list of APHIS offices is available at APHIS' Website.
  3. Sheep and goat meat products are not permitted entry from countries with scrapie. Scrapie is present in the U.S.
  4. Sheep, lamb, and goat casings are not permitted entry from the U.S. due to the presence of Scrapie.
  5. Eligibility of equine products, including horsemeat, has not been determined at this time. Information will be provided as it becomes available. Until eligibility information is provided, export certification cannot be issued for equine products intended for export to Chile.
  6. Fresh/Frozen Poultry and Poultry Products derived from birds originating from, slaughtered or processed in, or shipped from:
    1. Alabama 
      1. Chilton County on or after October 27, 2023; 

      2. Coosa County on or after October 27, 2023; 

      3. Dekalb County on or after November 2, 2023; and 

      4. Marshall County on or after November 2, 2023 are ineligible for export to Chile.* 

    2. Alaska
      1. Anchorage County on or after October 5, 2022 and before March 31, 2023; and  

      2. Matanuska-Susitna County on or after October 5, 2022 and before April 10, 2023 are ineligible for export to Chile.  

    3. Arkansas
      1. Boone County on or after November 29, 2023;*

  1. Fully Cooked Poultry Products
    1. The birds from which these fully cooked products are produced must be slaughtered in a federally inspected slaughter establishment.
    2. Fully cooked poultry products must be heated to the following minimum internal temperatures and cooking time(s):
      • 70° C for 82 seconds
      • 74° C for 40 seconds
      • 80° C for 29 seconds

  1. In addition to U.S. labeling requirements, shipping container labels for all meat and poultry products must indicate a net weight statement in metric units.
  2. Additional Requirements for Beef labeling 
    1. Cartons must have the following labeling information:
      1. Name of cut in English and Spanish. Equivalent Chilean beef cut nomenclature must be provided on carton and product labels; a comparative beef nomenclature chart can be obtained from the FTA text. See page 28 to 33 and please read point 4 of Annex 3.17. The USDA, in collaboration with Chilean officials, developed an additional resource Guidance document that contains names in English and Spanish for other cuts not mentioned in the beef nomenclature chart found in the FTA text. Chilean regulations only allow cuts listed in the FTA or on the additional resource Guidance document developed between USDA and Chilean authorities. Cuts not listed in these documents will be refused entry.
      2. Establishment number, name, and address of the establishment where the product was packed.
      3. Product certified for export on or after February 1, 2012, must include gross weight, net weight, and number of cuts in the carton. Product weights must be stated in metric units.
      4. Day, month, and year of slaughter or packing.
      5. USDA quality grade designation (cartons must contain only cuts of the same grade). According to the FTA text, only beef that has been graded by AMS may be exported to Chile. See page 28 to 33 and please read point 6 of Annex 3.17.
      6. Equivalent Chilean grade designation must be provided on carton and product labels; grade designation comparison tables can be obtained from the FTA text. See page 28 to 33 and please read point 6 of Annex 3.17.
      7. Equivalent Chilean grade designation is not required for ground beef and trimmings.
    2. The protective covering of the individual beef cuts inside the box must have the following labeling information. Ground beef, offal, and trimmings are exempt from individual package labeling requirements.
      1. Name of the cut.
      2. Establishment number, name, and address where the product was packed.
      3. Day, month, and year of slaughter or packing.
      4. Product certified for export on or after February 1, 2012, must include USDA quality grade designation (the protective covering in which the cuts are placed must have the grade or grade shield on it). (See Note)

        Note: Applying labeling features to inner bags either requires inclusion of all required features in accordance with 9 CFR 317.2 or sketch approval for the deviation (absence of some features) according to 9 CFR 317.7 if all required features are not included. Labeling of inner bags can be done by using pressure sensitive labels which adhere to the inner bags. If pressure sensitive labels are used, they should stick well to the inner bag and not fall off when attached to vacuum-packaged or bagged products. An insert with the label information and AMS grade inside of each cryovac sealed package is acceptable in lieu of embossing the same information and grade on each closed bag. This grade label insert must comply with FSIS and AMS requirements and cannot be placed in a carton with multiple unlabeled and graded product. Each grade must be separate and identifiable.
  3. Nutritional Labeling
    1. Chilean requires that all packaged food ready for delivery to the final consumer must include in its labeling the nutritional information required on Title II, Article 115 of Chile's Food Law. Exporters should consult with their importer to determine the conditions for such exports. Exporters requesting export certification of packaged products without the required labeling are responsible for assuring correct labeling of the product in Chile.

  1. All FSIS export certificates accompanying the export consignment must be signed by an FSIS veterinarian.
  2. All products certified for export to Chile must include the Spanish translation after the English, in the "Description of Product (Name of product)" block 10 on the FSIS 9060-5, and in both of the "Name of the Product" and "Type of Product" blocks on the corresponding FSIS Letterhead Certificate, if present.
    1. Beef and beef by-products - Obtain FSIS Form 9060-5, Export Certificate of Wholesomeness and the following FSIS Letterhead Certificate to Export Beef and Beef Products to Chile. *
      1. Product certified for export must have the USDA grade designation as well as the
      2. name of cut in Spanish and its equivalent Chilean grade designation included in the Description of Product (Name of product) block 10 entry on the FSIS 9060-5 
      3. the Name of the Product entry on the FSIS Letterhead Certificate.
      4. On the FSIS Letterhead Certificate * for beef and beef products in Section I: Origin;
        1. In the Name, No, and Address of Slaughter Plant block; Enter the name, number, and address of the slaughter plant.
        2. In the Name, No, and Address of Processing Plant block; Enter the name, number, and address of the processing plant. If processing is performed at the slaughter plant, this block is not used, and "Not Applicable" should be entered in this block.
        3. In the Name, No, and Address of Cold Storage block: Enter the name, number, and address of the cold storage plant. If the product is shipped directly from the slaughter or processing establishment, enter "Not Applicable" in this block.
    2. Pork and pork products
      1. Shipments of fresh or frozen pork must be accompanied by FSIS Form 9060-5, Export Certificate of Wholesomeness, and the following FSIS Letterhead Certificate.
      2. Fresh/frozen pork and pork products exported to Chile must be derived from carcasses that tested negative for trichinosis OR was subject to a freezing process or other process that guarantees the destruction of the parasite Trichinella spiralis OR  be derived from swine and swine enterprises with certified participation in the National Pork Board’s PQAPlus program as verified by establishment participation in the AMS PQAPlus Pork EV program or the APHIS PSVP.
      3. Establishment’s exporting under the PQA Plus portion of the certification statement must produce the product under an AMS EV program or the APHIS PSVP program.  Please see details of program eligibility requirements above.
      4. On the FSIS Letterhead Certificate  for pork and pork products in Section I: Origin;
        1. In the Name, No, and Address of Slaughter Plant block; Enter the name, number, and address of the slaughter plant.
        2. In the Name, No, and Address of Processing Plant block; Enter the name, number, and address of the processing plant. If processing is performed at the slaughter plant, this block is not used, and "Not Applicable" should be entered in this block.
        3. In the Name, No, and Address of Cold Storage block: Enter the name, number, and address of the cold storage plant. If the product is shipped directly from the slaughter or processing establishment, enter "Not Applicable" in this block.

          Note: On the FSIS Letterhead Certificate, the non-applicable trichinae treatment(s) and PQAPlus program must be struck through and signed with the full name of the FSIS certifying official beside the strike through, in blue ink.

          Note: The establishment must have an acceptable control program to identify and segregate pork found to be trichinae-free. Laboratories used to conduct the analysis must participate in the Agricultural Marketing Service (AMS) Laboratory Approval Program (LAP) for Exports for Trichinae Analysis. Information about the program can be obtained from AMS' website.
    3. Raw Frozen/Chilled Poultry and Processed poultry products.
      1. Obtain FSIS Form 9060-5 and
      2. The bilingual "FSIS Letterhead Certificate to Export Frozen or Chilled Poultry Meat to Chile" must accompany FSIS Form 9060-5.
        Note: A guideline (PDF Only) has been developed to assist with the preparation of this letterhead certificate.
        Note: See guideline when product originates from more than one county or state.
      3. For poultry that have been vaccinated with a killed AI virus vaccine, an additional USDA letterhead certificate must be completed. A signed statement by the APHIS accredited industry veterinarian responsible for the flock of origin allows this addendum letterhead to be certified by the FSIS signing veterinarian. A guideline (PDF Only) has been developed to assist with the preparation of this letterhead certificate.
      4. For processed poultry products, an additional bilingual FSIS Letterhead Certificate to export processed poultry products to Chile must be completed. For cooked poultry products, the required internal temperature and times that need to be included on the bilingual FSIS Letterhead Certificate are listed under the processing requirements A.2 (a, b, or c) section.
    4. Canned Meat and Poultry Products
      1. Obtain FSIS form 9060-5; and
      2. The bilingual FSIS Letterhead Certificate (PDF Only) to Export Canned Meat and Poultry Products to Chile must accompany FSIS Form 9060-5.
    5. Processed (raw, dried, fermented/acidified, cooked) beef and pork products, including products made with beef and/or pork from an establishment approved to export to Chile by their Servicio Agricola y Ganadero (SAG) from a third country. SAG maintains listings of approved establishments on their website (content is available only in Spanish).
      1. Obtain FSIS form 9060-5; and 
      2. The bilingual FSIS Letterhead Certificate to Export Processed Red Meat and Cooked Red Meat Products to Chile must accompany FSIS Form 9060-5.
        Note: A guideline (PDF Only) has been developed to assist with the preparation of this letterhead certificate.
    6. Food preparations (including items such as pizzas amenable to inspection with meat and poultry toppings).
      1. Obtain and complete FSIS Form 9060-5; and
        1. If the food preparation contains beef or pork ingredients, complete the bilingual FSIS Letterhead Certificate to Export Processed Red Meat and Cooked Red Meat Products to Chile must accompany FSIS Form 9060-5. Note: A guideline has been developed to assist with the preparation of this letterhead certificate.
        2. If the food preparation contains poultry ingredients, complete the FSIS Letterhead Certificate to Export Frozen or Chilled Poultry Meat to Chile (PDF Only) must accompany FSIS Form 9060-5.

          Note: A guideline has been developed to assist with the preparation of this letterhead certificate.
        3. If the food preparation contains processed or cooked poultry ingredients, an additional bilingual FSIS Letterhead Certificate to export processed or cooked poultry products to Chile must be completed. The required internal temperature and times that need to be included on the bilingual FSIS Letterhead Certificate are listed under the processing requirements A.2 (a, b, or c) section.
    7. Casings
      1. Obtain FSIS Form 9060-7 (08/26/2011) - Animal Casings Export Certificate for Countries Requiring Ante-mortem, Post-mortem, and Fit for Human Food Statements. In addition, effective November 11, 2011, FSIS Letterhead Certificate for Pork Casings exported to Chile must accompany FSIS Form 9060-7.
      2. Sheep casings are not permitted entry into Chile due to the presence of scrapie in the U.S.

Note: Chilean authorities will accept continuation sheets when necessary. The FSIS-Form-9060-5A-Export-Certificate (Continuation Sheet) should be used if needed. The 9060-5A continuation sheet will provide the information required by Chile, such as slaughterhouse and processing facility names and addresses for products included in the shipment exceed the space available on the face of the letterhead certificate. The continuation sheet is to be prepared in quadruplicate and includes:

  1. Title (e.g., Continuation Sheet for FSIS Letterhead Certificate to Export Beef and Beef Products to Chile);
  2. Date Issued
  3. Certificate Number;
  4. Additional information being provided;
  5. The certifying official’s name and signature followed by the district number. The name and code number must be the same as that on the face of the certificate.

All federally inspected red meat and poultry establishments are eligible to export to Chile.

Additional Import Information

The products identified in the table above are eligible for export from Chile to the United States as determined by the United States Department of Agriculture (USDA), Food Safety and Inspection Service (FSIS) Equivalence Process. 

Source materials used to produce product intended for export to the United States must originate from a certified establishment in an eligible country that has an equivalent raw or processed products inspection system.

The above are the Process Categories, Product Categories, and Product Groups as listed in the FSIS Product Categorization document and defined in the Public Health Information System (PHIS).

APHIS Animal Disease Requirements for Chile:

The USDA, Animal and Plant Health Inspection Service (APHIS) restricts certain animal products from entering the United States because of animal disease conditions in the country of origin. Applicable APHIS animal disease requirements that may have an impact on Chile’s eligibility to export product to the United States are listed below:

Beef imported from Chile is subjected to Foot-and-Mouth Disease (FMD) requirements specified in 9 CFR 94.11, and the Bovine Spongiform Encephalopathy (BSE) requirements specified in 9 CFR 94.18 or 9 CFR 94.19.

Pork imported from Chile is subjected to Classical Swine Fever (CSF) requirements specified in 9 CFR 94.32, Swine Vesicular Disease (SVD) requirements specified in 9 CFR 94.13, and Foot-and-Mouth Disease (FMD) requirements specified in 9 CFR 94.11.

Lamb and Mutton imported from Chile is subjected to Foot-and-Mouth Disease (FMD) requirements specified in 9 CFR 94.11.
