Documentation Requirements
- Obtain the FSIS Form 9060-5EP and see Requirements for Exporting Processed Egg Products for all countries in the middle of the page. The certification statement, which can be requested by the exporter, must be included in the remarks section of the 9060-5EP for egg product exported to Barbados.*
Plants Eligible for Export
All FSIS inspected egg products plants are eligible to export.
-
- All fresh, frozen or chilled beef and beef products (beef products include offal, variety meats and processed beef).
- Imported meat or poultry products, not further processed in the U.S., may be exported to Barbados.
- Fresh/frozen and cooked poultry meat products.
- Fresh/frozen and Cooked Pork and Pork Products - Fresh/frozen and cooked pork and pork products exported to Barbados must have either undergone a Trichinae mitigation processes in accordance with the FSIS Compliance Guideline for the Prevention and Control of Trichinella and Other Parasitic Hazards in Pork and Products Containing Pork, or another process that guarantees the destruction of the parasite Trichinella spiralis, be derived from carcasses that have tested negative for trichinosis, or derived from swine and swine enterprise that are certified participants in the National Pork Board's Pork Quality Assurance (PQAPlus) program. Establishments presenting pork or pork products for export certification under a PQAPlus program must produce the product under the AMS PQAPlus Pork EV program for Barbados.

The unique product identification system can be accessed by authorized FSIS inspection personnel from SharePoint. Details of the Export Verification program can be accessed from the Export Verification (EV) Programs Additional Requirements page on the AMS' Web site.
If FSIS inspection personnel become aware of concerns that an AMS approved EV establishment is not properly executing its EV program, export certification should not be issued for the product in question and AMS should be notified at QAD.AuditService@usda.gov. Inspection personnel should include their immediate supervisor on messages to AMS. The following information should be included in the message:- Establishment name, address, and establishment number
- Product type, product code, and quantity of product
- Date of production, lot number, and shift
- Date and nature of observation
- Name of country product is intended for export
- Export certificate number (if applicable)
- Any other information to verify claim
- Name of inspection official

All export applications for meat and poultry exports must be entered and processed through PHIS beginning Monday, May 20, 2024. All FSIS export certificates must be signed by an FSIS veterinarian. *
Effective for all meat and poultry export certificates approved, signed, and issued on or after May 20, 2024, the export applicant will select the applicable statements when completing the export application in PHIS. The selected statements will be added by PHIS in the "Remarks" continuation page, FSIS Form 9060-5B. *
- Beef and Beef Products - FSIS Form 9060-5: Meat and Poultry Export Certificate of Wholesomeness is required and will be generated through PHIS. The export applicant must select the following statements when completing the export application in PHIS, and enter the slaughter and processing establishment number, name, and address. This information will appear in the "Remarks" continuation page, FSIS Form 9060-5B. *
- The United States is recognized by the World Organization of Animal Health (OIE) as a country free from Foot and Mouth Disease and Rinderpest.
- The United States is recognized by the World Animal Health Organization (OIE) as having a Negligible Risk for Bovine Spongiform Encephalopathy in accordance with the pertinent chapter of the Terrestrial Animal Health Code.
- The product was obtained from animals of U.S. origin or from animals and/or products that were legally imported in accordance with U.S. import requirements.
- The cattle from which the fresh meat products destined for export were derived were not subjected to a stunning process, prior to slaughter, with a device injecting compressed air or gas into the cranial cavity, or to a pithing process.
- Poultry Meat and Poultry Meat Products (fresh/frozen and cooked) - FSIS Form 9060-5: Meat and Poultry Export Certificate of Wholesomeness is required and will be generated through PHIS. The following statements must be selected by the export applicant when completing the export application in PHIS, and will appear in the "Remarks" continuation page, FSIS Form 9060-5B. *
- For fresh/frozen poultry meat
"There have been no outbreaks of highly pathogenic avian influenza virus (fowl plague) for at least 90 days in the region where the birds were produced or slaughtered. Further, in the region where the birds were produced or slaughtered (such an region being within a minimum radius of 50 kilometers from the production farm), neither Newcastle disease, fowl cholera nor any other serious infectious fowl disease as recognized by the government of the United States, has occurred for at least 90 days." - For cooked poultry meat
- The poultry meat was not derived from birds slaughtered in the context of an avian influenza or other disease control or eradication program;
- The poultry meat has been subjected to a heat treatment such that the middle of the product reached a temperature of at least 72 degrees Celsius; and
- The poultry meat product was handled in such a manner that any possibility of contamination of the product by unprocessed poultry material after the heat process, either directly or indirectly, was prevented.
- For fresh/frozen poultry meat
- Pork and Pork Products (Fresh/Frozen and Cooked) - FSIS Form 9060-5: Meat and Poultry Export Certificate of Wholesomeness is required and will be generated through PHIS. The following statements must be selected by the export applicant when completing the export application in PHIS, and will appear in the "Remarks" continuation page, FSIS Form 9060-5B. *
- For fresh/frozen pork and pork meat products
- African swine fever, foot and mouth disease, classical swine fever, and swine vesicular disease have not occurred in the United States of America during the last twelve (12) months.
- The pork and pork products were not derived from swine slaughtered in the context of any disease control or eradication program.
- The pork and pork products were derived from swine of U.S. origin and/or the swine or pork products were legally imported in accordance with U.S. import requirements.
- Either:
- The products originated from swine tested at slaughter for trichinae in an official laboratory with negative results; or,
- the pork was subjected to a freezing process or other process that guarantees the destruction of the parasite (Trichinella spiralis); or
- The pork was derived from swine and swine enterprises that are subject to surveillance conducted in the United States, have a minimal risk for infection from Trichinella spp, and comply with pork quality assurance programs (PQAPlus) that address product wholesomeness and biosecurity as verified by the U.S. Department of Agriculture (USDA).
Note: The establishment must have an acceptable control program to identify and segregate pork found to be trichinae-free by testing, treatment, or eligible by participation in the PQAPlus program through the supply chain to export.
Note: Laboratories used to conduct the analysis must participate in the Agricultural Marketing Service (AMS) Laboratory Approval Program (LAP) for Exports for Trichinae Analysis. Information about the program can be obtained from AMS' website.
- For cooked pork and pork products
- The pork and pork products were not derived from swine slaughtered in the context of any disease control or eradication program.
- The pork and pork products were derived from swine of U.S. origin and/or the swine or pork products that were legally imported in accordance with U.S. import requirements.
- The pork and pork products have been subjected to a heat treatment process to eliminate salmonella.
- The pork and pork product was handled in such a manner that any possibility of contamination of the product by unprocessed pork material after the heat process, either directly or indirectly, was prevented.
- For fresh/frozen pork and pork meat products
- Wild Boar - FSIS Form 9060-5: Meat and Poultry Export Certificate of Wholesomeness is required and will be generated through PHIS. The following statements must be selected by the export applicant when completing the export application in PHIS, and will appear in the "Remarks" continuation page, FSIS Form 9060-5B. *
- African Swine Fever, Foot and Mouth Disease, Hog Cholera, Rinderpest and Swine Vesicular Disease have not occurred in the United States of America during the last twelve (12) months.
- The products were derived from animals that passed veterinary ante-mortem and post-mortem inspection at the time of slaughter.
- The products originate from a USDA inspected slaughter establishment that slaughters animals for human consumption.
- The products are sound and fit for human consumption.
- The products originated from pigs tested at slaughter for trichinae in an official laboratory with negative results or, alternatively, the meat underwent treatment to destroy trichina according to one of the methods described in 9 CFR 318.10.
- Imported meat or poultry meat or their products, not further processed in the U.S. - FSIS Form 9060-5: Meat and Poultry Export Certificate of Wholesomeness is required and will be generated through PHIS. The export applicant should enter the U.S. export establishment number in the "Est. No. on Product" field of the PHIS application. *
The foreign establishment number(s) on the immediate label(s) of the product must be entered by the export applicant by selecting the applicable statement when completing the export application in PHIS. This foreign establishment number(s) will then appear in the "Remarks" continuation page, FSIS Form 9060-5B. A copy of the original foreign health certificate that was presented upon import into the U.S. must accompany the exported consignment, and is not to be uploaded in PHIS. In addition, the following statement must be selected by the export applicant when completing the export application in PHIS, and will appear in the "Remarks" continuation page, FSIS Form 9060-5B. *
"The meat or poultry or their products were legally imported into the United States in accordance with U.S. import procedures for meat and poultry products."
Note to exporter: Barbados requires importers to obtain a valid permit prior to import. Products to be imported must be approved by the Barbados Ministry of Agriculture. Exporters should work with importers in Barbados to ensure a valid import permit has been obtained prior to all shipments.
For fresh/frozen poultry meat. If the poultry product transits a third country between leaving the United States and entering Barbados, pre-approval must be obtained by the importer of the product from the Veterinary Services/Barbados. In addition, the container must be sealed with an official USDA seal and the seal number must be entered by the export applicant by selecting the applicable statement when completing the export application in PHIS. The seal number will then appear in the “Remarks” continuation page, FSIS Form 9060-5B. *
All USDA federally inspected plants are eligible to export to Barbados.
