Full Notice
- PURPOSE
This notice provides instruction to FSIS Program Offices regarding transactions in systems that interface with the Financial Management Modernization Initiative (FMMI) system during an upcoming upgrade. The upgrade will begin Thursday February 13th at 6:00PM Central Time (CT) and is scheduled to go-live on Wednesday, February 19, 2025. During this period, FMMI will be offline and certain interfacing systems will be unavailable, while others will remain on-line but may experience delays in transmitting transactions to FMMI. - TO PREPARE
- While impacted systems such as WebTA, the Integrated Acquisition System (IAS), and SmartPay (see Attachment) will remain operational, transactions submitted will not feed into FMMI until it is back online. Employees are to continue to enter transactions as usual in these systems but be aware that processing delays may occur. Once FMMI is restored, transactions will be transmitted and processed.
- All Administrative Officers, Resource Managers, Program and Management Analyst, purchase card holders, accounting and budget personnel are to review the list of systems impacted by the upgrade (see Attachment). This is necessary to understand the shutdown and startup date of each system, what the system's status will be during the shutdown period (i.e., offline or delayed), and understand which end user will be impacted.
- All Administrative Officers, Resource Managers, Program and Management Analyst, purchase card holders, accounting and budget personnel are to plan accordingly to minimize disruptions to operations by:
- Communicating potential delays in processing to staffs in your area of responsibility;
- Reviewing and approving pending transactions in systems that interface with FMMI (e.g., Integrated Acquisition System (ISA), Concur, SmartPay) before the system shutdown;
- Ensuring that all transactions requiring submission before the FMMI goes offline are processed by the designated due date; and
- Tracking delayed transactions and verify their successful posting once FMMI becomes fully operational after the upgrade.
