  5. Poultry and poultry meat products originating from Delaware that were slaughtered on or after February 22, 2022 but prior to November 27, 2022, and on or after January 4, 2025, are ineligible. Poultry and poultry meat products derived from birds originating in the State of Oklahoma that were slaughtered prior to April 30, 2022 or after November 11, 2022, or before December 3, 2024, are eligible. 
  26. Poultry and poultry meat products originating from Washington that were slaughtered on or after May 5, 2022 are ineligible. Poultry and poultry meat products derived from birds originating in the State of Washington that were slaughtered prior to May 5, 2022 are eligible.
  27. Poultry and poultry meat products originating from Oregon that were slaughtered on or after October 20, 2023, but prior to September 19, 2024, and on or after October 24, 2024, are ineligible. Poultry and poultry meat products derived from birds originating in the State of Oregon that were slaughtered prior to October 20, 2023, or after September 19, 2024, or before October 24, 2024, are eligible.

  29. Poultry and poultry meat products originating from Ohio that were slaughtered on or after November 21, 2023, but prior to September 1, 2024, and on or after December 19, 2024, are ineligible. Poultry and poultry meat products derived from birds originating in the State of Ohio that were slaughtered prior to November 21, 2023 or after September 1, 2024, or before December 19, 2024, are eligible.
  30. Poultry and poultry meat products originating from Tennessee that were slaughtered on or after September 15, 2022, but prior to November 13, 2023, and on or after November 29, 2024, are ineligible. Poultry and poultry meat products derived from birds originating in the State of Tennessee that were slaughtered prior to September 15, 2022, or after November 13, 2023, or before November 29, 2024, are eligible.
  31. Poultry and poultry meat products originating from New Hampshire that were slaughtered on or after September 23, 2022, but prior to September 1, 2023, are ineligible. Poultry and poultry meat products derived from birds originating in the State of New Hampshire that were slaughtered prior to September 23, 2022, or after September 1, 2023, are eligible. 
  32. Poultry and poultry meat products originating from Alaska that were slaughtered on or after October 5, 2022, but prior to September 13, 2023, are ineligible. Poultry and poultry meat products derived from birds originating in the State of Alaska that were slaughtered prior to October 5, 2022, or after September 13, 2023, are eligible. 
  33. Poultry and poultry meat products originating from Arkansas that were slaughtered on or after October 31, 2023, but prior to August 22, 2024, and on or after December 30, 2024, are ineligible. Poultry and poultry meat products derived from birds originating in the State of Arkansas that were slaughtered prior to October 31, 2023, or after August 22, 2024, or before December 30, 2024, are eligible. 
  34. Poultry and poultry meat products originating from Florida that were slaughtered on or after February 8, 2024, are ineligible. Poultry and poultry meat products derived from birds originating in the State of Florida that were slaughtered prior to February 8, 2024, are eligible. 
  35. Poultry and poultry meat products originating from Nevada that were slaughtered on or after October 17, 2022, but prior to January 14, 2024, are ineligible. Poultry and poultry meat products derived from birds originating in the State of Nevada that were slaughtered prior to October 17, 2022, or after January 14, 2024, are eligible. 
  36. Poultry and poultry meat products originating from Mississippi that were slaughtered on or after November 4, 2022, but prior to October 18, 2023, and on or after December 20, 2024, are ineligible. Poultry and poultry meat products derived from birds originating in the State of Mississippi that were slaughtered prior to November 4, 2022, or after October 18, 2023, or before December 20, 2024, are eligible. 
  37. Poultry and poultry meat products originating from Illinois that were slaughtered on or after November 30, 2022, but prior to October 6, 2023, and on or after November 19, 2024, are ineligible. Poultry and poultry meat products derived from birds originating in the State of Illinois that were slaughtered prior to November 30, 2022, or after October 6, 2023, or before November 19, 2024, are eligible. 
  38. Poultry and poultry meat products originating from Virginia that were slaughtered on or after January 19, 2023, but prior to October 10, 2023, and on or after January 21, 2025, are ineligible. Poultry and poultry meat products derived from birds originating in the State of Virginia that were slaughtered prior to January 19, 2023, or after October 10, 2023, or before January 21, 2025, are eligible.
  39. Poultry and poultry meat products originating from Alabama that were slaughtered on or after October 27, 2023, but prior to June 19, 2024, and on or after December 19, 2024, are ineligible. Poultry and poultry meat products derived from birds originating in the State of Alabama that were slaughtered prior to October 27, 2023, or after June 19, 2024, or before December 19, 2024, are eligible.
  40. Poultry and poultry meat products originating from New Jersey that were slaughtered on or after September 15, 2023, but before March 18, 2024, and on or after February 22, 2025, are ineligible. Poultry and poultry meat products derived from birds originating in the State of New Jersey that were slaughtered prior to September 15, 2023, or after March 18, 2024, or before February 22, 2025 are eligible.
  41. Poultry and poultry meat products originating from Georgia that were slaughtered on or after November 21, 2023, but before May 29, 2024, and on or after January 17, 2025, are ineligible. Poultry and poultry meat products derived from birds originating in the State of Georgia that were slaughtered prior to November 21, 2023, or after May 29, 2024, or before January 17, 2025, are eligible.
  42. Poultry and poultry meat products originating from Massachusetts that were slaughtered on or after March 7, 2024, but before January 5, 2025, are ineligible. Poultry and poultry meat products derived from birds originating in the State of Massachusetts that were slaughtered prior to March 7, 2024, or after January 5, 2025, are eligible.
  43. Poultry and poultry meat products originating from New Mexico that were slaughtered on or after April 12, 2024, but before January 31, 2025, and on or after April 8, 2025, are ineligible. Poultry and poultry meat products derived from birds originating in the State of New Mexico that were slaughtered prior to April 12, 2024, or after January 31, 2025, or before April 8, 2025, are eligible*
  44. Poultry and poultry meat products originating from Arizona that were slaughtered on or after November 13, 2024 are ineligible. Poultry and poultry meat products derived from birds originating in the State of Arizona that were slaughtered prior to November 13, 2024 are eligible. 

  45. Poultry and poultry meat products originating from South Carolina that were slaughtered on or after December 31, 2024 are ineligible. Poultry and poultry meat products derived from birds originating in the State of South Carolina that were slaughtered prior to December 31, 2024 are eligible. 

  46. Poultry and poultry meat products originating from West Virginia that were slaughtered on or after January 3, 2025, are ineligible. Poultry and poultry meat products derived from birds originating in the State of West Virginia that were slaughtered prior to January 3, 2025, are eligible.

  47. Poultry and poultry meat products originating from Puerto Rico that were slaughtered on or after January 13, 2025, are ineligible. Poultry and poultry meat products derived from birds originating in the Territory of West Puerto Rico that were slaughtered prior to January 13, 2025, are eligible.

A. Fresh/Frozen Poultry and Poultry Products

  1. Obtain FSIS Form 9060-5, Meat and Poultry Export Certificate of Wholesomeness.

   2. Obtain FSIS Form 9460-1 (03/27/03), Veterinary Certificate for Poultry            Meat Exported to Ukraine.

  1. Pork Casings
    1. Obtain FSIS Form 9060-7 (08/26/2011), Animal Casings Export Certificate for Countries Requiring Ante-mortem, Post-mortem, and Fit for Human Food Statements.
    2. Obtain FSIS Form 9460-2 (8/3/2005), Veterinary Certificate for Natural Casings for Export of Pork Casing to Ukraine.
  2. Beef and beef products
    1. Obtain FSIS Form 9060-5, Meat and Poultry Export Certificate of Wholesomeness. Include slaughter dates in the "Remarks" section in day/month/year format. Date ranges are acceptable.
    2. For beef and beef products, including EV pipeline product, shipped on or after January 7, 2016, obtain FSIS Form 9460-3 (01/07/2016), Veterinary Certificate for Beef, and Beef Products Exported to Ukraine. Note: FSIS Form 9460-3 (01/18/2012 edition), Veterinary Certificate for Beef, and Beef Products Exported to Ukraine is obsolete.
  3. Pork and pork products
    1. Obtain FSIS Form 9060-5, Meat and Poultry Export Certificate of Wholesomeness. Include slaughter dates in the "Remarks" section in day/month/year format. Date ranges are acceptable.
    2. Obtain FSIS Form 9460-4 (01/18/2012), Veterinary Certificate for Pork, and Pork Products Exported to Ukraine. These certification statements are included on FSIS 9460-4.

A. In order for FSIS to issue FSIS 9460-1 (03/27/03), plant management must provide certification to FSIS issued by an APHIS accredited industry veterinarian that states that the poultry meat was derived from birds that were not treated with antibiotics for the purpose of accelerating growth and increasing productivity.

B. Poultry must be labeled to indicate a 12 month shelf life.

C. Poultry flock health certification. As of July 1, 2008 plant management must present, on a weekly basis, a Flock Health Certification document (example of flock health certificate) from an APHIS Accredited Veterinarian.

For all beef and pork products, all federally inspected establishments are eligible to export to Ukraine.

All poultry products must be slaughtered, processed, packaged and exported from federally inspected establishments that are approved by Ukraine and listed on the Ukraine eligible plant list, which is provided by Ukraine.
