Note: Egg products that have been pasteurized or heat treated according to USDA regulations are eligible, with the exception of pan dried albumen.  Pan dried albumen must be derived from shell eggs from birds that were kept in a county free of Highly Pathogenic Avian Influenza (HPAI) and Newcastle Disease, because the USDA regulations for heat treatment of pan dried albumen are not sufficient to inactivate the avian influenza viruses and Newcastle disease.

Labeling Requirements

  1. In addition to meeting all U.S. labeling requirements, products exported to Tunisia must bear all additional Tunisian labeling requirements and exporters are to follow the specific requirements presented in the attached guideline document [GAIN Report on Food Labeling March 2019].  It is noted that Tunisia mandatory labeling requirements include the date of manufacture and the expiry date. In the case of imports, only products which have not exceeded half of their expiry date may enter Tunisia.   

    Note: U.S. exporter should work with their importer to ensure all Tunisian labeling requirements have been met.
  2. The use of a single additional affixed foreign language sticker to declare Tunisia-specific label elements is permitted in the principal display area. The product name on both the foreign language sticker and the FSIS label must match exactly.
     

Documentation Requirements

  1. Egg and Egg Products: Obtain FSIS Form 9060-5EP, Egg Products Export Certificate of Wholesomeness. In addition, the FSIS Letterhead Certificate for Egg Products must accompany FSIS Form 9060-5EP or the following statements must be placed in the “Remarks” section:

  1. In addition to meeting all U.S. labeling requirements, products exported to Tunisia must bear all additional Tunisian labeling requirements and exporters are to follow the specific requirements presented in the attached guideline document [GAIN Report on Food Labeling March 2019]. It is noted that Tunisia mandatory labeling requirements include the date of manufacture and the expiry date. In the case of imports, only products which have not exceeded half of their expiry date may enter Tunisia.

    Note: U.S. exporter should work with their importer to ensure all Tunisian labeling requirements have been met.
  2. The use of a single additional affixed foreign language sticker to declare Tunisia-specific label elements is permitted in the principal display area. The product name on both the foreign language sticker and the FSIS label must match exactly.

Note: All certificates require the gross and net weights to be listed in metric units (e.g., kilograms).

A. Certification Requirements

1. Exporters are required to obtain a hard copy of the signed official radiation letter issued through the USDA Foreign Agricultural Service (FAS), which is to accompany all shipments exported to Tunisia.

a. To request this document, the exporter must contact FAS/Processed Products and Technical Regulations Division (PPTRD) via email at: pptrd@fas.usda.gov

b. Exporters, please be advised of the following:

i. More than one agricultural commodity can be included in one radiation letter.

ii. The name of the agricultural commodity must exactly match the other documents within the package of documents that will accompany the shipments (e.g., If FSIS Form 9060-5 and the bill of lading state, “Frozen Chicken Leg Quarters”, then the radiation letter should match exactly, “Frozen Chicken Leg Quarters”).

c. Please note that this process can take approximately 3 business days to complete, including the shipping of the official hard copy radiation letter.

d. The official hard copy signed letter issued by FAS must be presented by the exporter as part of the export certification package to the FSIS certifying official at the time of export certification and prior to FSIS signature on FSIS Form 9060-5 and FSIS letterhead certificate.

2. Poultry and Poultry-based Meat Products: Obtain FSIS Form 9060-5, Meat and Poultry Export Certificate of Wholesomeness.  In addition,  the FSIS Letterhead Certificate for Poultry Meat must accompany FSIS Form 9060-5 or the following statements must be placed in the “Remarks” section:

7. Were packed under FSIS inspection and marked with the USDA Mark of Inspection declaring that this meat was inspected and passed and from an establishment accredited by the central competent authority. / Ont été emballés sous contrôle du FSIS et marqués avec la marque d'inspection de l'USDA déclarant que ces viandes sont inspectées, admises et provenant d'un établissement accrédité par l'autorité centrale compétente. 

8. Transport equipment fulfills the health requirements required in regard to the transport of perishable goods. / Les engins de transport satisfont aux exigences sanitaires requises en matière de transport des denrées périssables.

Note: Tunisia requires the production code (date) on the FSIS Form 9060-5.  Per the instructions for completing Form 9060-5, this should be entered in the Box titled, “Shipping Mark/Lot Numbers.”

3. Bovine Meat and Bovine-based Meat Products: Obtain FSIS Form 9060-5, Meat and Poultry Export Certificate of Wholesomeness.  In addition,  the FSIS Letterhead Certificate for Bovine Meat must accompany FSIS Form 9060-5 or the following statements must be placed in the “Remarks” section:

A. The United States : / Les États-Unis d'Amérique : 

1) Has been recognized by the World Organization for Animal Health (OIE) as a country free of footand-mouth disease and meets the recommendations of the OIE to be considered free of Rift Valley Fever. / Ont été reconnus par l'Organisation mondiale de la santé animale (OIE) comme pays indemne de fièvre aphteuse et répond aux recommandations de l'OIE pour être considéré indemne de la fièvre de la vallée du Rift. 

2) Is classified by the OIE as a country with negligible risk status for bovine spongiform encephalopathy (BSE). / Est classé par l'OIE comme pays à risque négligeable pour l'encéphalopathie spongiforme bovine (ESB). 

B. The cattle from which bovine meat or bovine meat-based products were derived were : / Les bovins dont sont issus les viandes et les produits à base de ces viandes sont: 

1)  i. Born and raised in the United States / Nés et élevés aux États-Unis,

 Or/Ou

 ii. Legally imported into the United States and inspected by an authorized veterinary official of the United States upon importation and found to be in compliance with U.S. sanitary import requirements for live cattle. / Légalement importés aux États-Unis et ont été inspectés par un vétérinaire officiel autorisé des États-Unis et ont été trouvés conformes aux exigences sanitaires des USA en matière d'importation de bovins vivants. 

2) Not slaughtered as part of an official disease eradication program in the United States, and do not come from holdings under official restriction in the United States due to an outbreak of diseases to which cattle are susceptible. / N'ont pas été abattus dans le cadre d'un programme d'éradication des maladies officielles aux États-Unis, et ne proviennent pas d'exploitations soumises à des restrictions officielles aux États-Unis en raison de l'apparition d'une maladie à laquelle les bovins sont sensibles. 

3) Identified in compliance with U.S. traceability system requirements. / Les bovins sont identifiés conformément aux exigences du système de traçabilité américaine. 

4) Born after the effective application of the regulatory ban on feeding of ruminants with meat and bone meal and greaves derived from ruminants. / Sont nés après l'application effective de l'interdiction réglementaire d'alimentation des ruminants avec des farines de viande et d'os et des cretons provenant de ruminants. 

C. The bovine meat and bovine meat-based products satisfy the following requirements : / La viande bovine et les produits à base de viande bovine satisfont les exigences suivantes : 

1) The slaughter and processing establishments where the bovine meat and bovine meat-based-products were prepared have established and implemented a Hazard Analysis and Critical Control Points (HACCP) Plan, which has been designed based on the principles adopted by the Codex Alimentarius Commission. / Les établissements d'abattage et de transformation où sont préparés les viandes et les produits à base de viande bovine disposent et appliquent un plan d'analyse des risques et de maîtrise des points critiques (HACCP) conçu sur la base des principes adoptés par la Commission du Codex Alimentarius. 

2) Were handled in a hygienic manner in accordance with the requirements of the United States, including the necessary precautions to avoid product contamination. / Ont été manipulés de manière hygiénique conformément aux exigences des États-Unis, y compris les précautions nécessaires pour éviter la contamination du produit. 

3) Were produced from cattle that underwent ante-mortem and post-mortem inspections and showed no visible signs of any infectious disease and were determined to be safe for human consumption. / Ont été produits à partir de bovins qui ont subi des inspections ante mortem et post mortem et qui n'ont montré aucun signe visible de maladie infectieuse et qui ont été reconnues propres pour la consommation humaine. 

4) Were produced from cattle that were slaughtered, prepared, packaged and stored in FSIS inspected establishments which are accredited by the central competent authority. / Ont été produits à partir des bovins abattus, préparés, conditionnés, emballés et entreposés dans des établissements inspectés par FSIS et accrédités par l'autorité centrale compétente. 

5) Contain no unauthorized preservatives or other additives or food coloring. It contains no harmful residues of antibiotics, coccidiostatic substances, hormones, pesticides, or medications according to the national residue program (*). The bovine and bovine meat-based-products are produced in accordance with U.S. regulations for antiseptics and environmental contaminants. / Ne contiennent ni conservateurs non autorisés ni d'autres additifs ou colorants alimentaires. Ils ne contiennent pas de résidus nocifs d'antibiotiques, de substances coccidiostatiques, d'hormones, de pesticides ni de médicament conformément au programme national des résidus (*). La viande bovine et les produits à base de viande bovine sont produits en conformité a la réglementation américaine pour les antiseptiques et les contaminants environnementaux.
