Export Requirements

All export applications for meat and poultry exports must be entered and processed through PHIS beginning Monday, September 26, 2022.
Effective for all meat and poultry export certificates approved, signed, and issued on or after September 26, 2022, the below FSIS Letterhead Certificates will no longer be signed and issued by FSIS IPP. Instead, the export applicant will select the equivalent statements via the PHIS statements module when completing the export application in PHIS. The selected statements will be added by PHIS in the remarks continuation page, FSIS Form 9060-5B. *
A. For beef and beef products. FSIS Form 9060-5, Meat and Poultry Export Certificate of Wholesomeness is required and will be generated through PHIS.*
NOTE: For exports certified on or after September 26, 2022, the statements below must be added to the export certificate via the statements module when completing the export application in PHIS. The selected statements will be added by PHIS in the remarks continuation page, FSIS Form 9060-5B.
1. The United States meets or exceeds the OIE guidelines pertaining to bovine meat and meat products as it relates to BSE.
2. The feeding of ruminants with meat and bone meal or greaves from ruminant origin has been prohibited since 1997 and has been effectively enforced.
3. All cattle are humanely stunned by a method that does not inject air into the cranial cavity.
4. The meat or meat products were not derived from the following specified risk materials: the brain, skull, eyes, trigeminal ganglia, spinal cord, vertebral column (excluding the vertebrae of the tail, the transverse processes of the lumbar and thoracic vertebrae and the wings of the sacrum) and dorsal root ganglia of cattle 30 months of age and older; and the tonsils and distal ileum of the small intestine of any cattle, regardless of age.
5. United States regulation prohibits the use of mechanically separated beef for use as human food.
6. The United States is free from Foot and Mouth Disease.
B. For pork, pork products, and pork offals. FSIS Form 9060-5, Meat and Poultry Export Certificate of Wholesomeness is required and will be generated through PHIS.*
NOTE: For exports certified on or after September 26, 2022, the statements below must be added to the export certificate via the statements module when completing the export application in PHIS. The selected statements will be added by PHIS in the remarks continuation page, FSIS Form 9060-5B.
1. The pork, pork products, or pork offals were derived from swine that were born, raised, or legally imported, and slaughtered in the United States, or were derived from pork meat products that were legally imported into the United States from a country with an equivalent food safety system.
2. The United States is free of foot-and-mouth disease without vaccination, classical swine fever, African swine fever, and swine vesicular disease.
3. The pork and pork products bear the official USDA Mark of Inspection:
i. That identifies the producing FSIS establishment number and provides assurances that;
ii. The product was produced under FSIS inspection in compliance with all Federal statutes and regulations for food safety and sanitation;
iii. The product passed FSIS ante-mortem and post mortem inspection with no signs of systemic disease or infection; and
iv. The product is fit for human consumption, is freely sold in the United States, and is eligible for export.
4. The pork, pork products, and pork offals were hygienically handled while under FSIS jurisdiction.
C. For fresh, cured, or smoked meat products.
NOTE: For exports certified on or after September 26, 2022, the statement below must be added to the export certificate via the statements module when completing the export application in PHIS. The selected statements will be added by PHIS in the remarks continuation page, FSIS Form 9060-5B.
"The United States is free of Foot and Mouth Disease."
Note: *St. Vincent and the Grenadines officials require that USDA export stamps be applied to any waxed boxes used to ship products certified for export by FSIS by applying the rubber export stamp to a non-waxed box surface, by the use of a computer-generated export mark (pressure-sensitive one-time use stickers), or the application of an export mark by direct printing (i.e., inkjet application) to a non-waxed box surface to insure the export consignment can be identified with the FSIS Form 9060-5 and corresponding letterhead certificate(s).
This means that the export mark should be applied to waxed box containers by a method other than the rubber export stamp.*
All Federally inspected establishments are eligible to export.
