All export applications for meat and poultry exports must be entered and processed through PHIS beginning Monday, March 6, 2023.

Effective for all meat and poultry export certificates approved, signed, and issued on or after March 6, 2023, all FSIS Letterhead Certificates or statements will no longer be signed and issued by FSIS IPP. Instead, the export applicant will select the equivalent statements via the PHIS statements module when completing the export application in PHIS. The selected statements will be added by PHIS in the remarks continuation page, FSIS Form 9060-5B: Meat, Poultry and Egg Products Export Certificate of Wholesomeness Continuation Sheet.

  1. Meat and poultry products: FSIS Form 9060-5 Meat and Poultry Export Certificate of Wholesomeness is required and will be generated through PHIS.
    1. Further, exporters are advised that importers must have a valid import permit to allow entry of meat and poultry products. 
  2. Frozen, cured, and/or smoked meat products: FSIS Form 9060-5:Meat and Poultry Export Certificate of Wholesomeness is required and will be generated through PHIS. 

    NOTE: For exports certified on or after March 6, 2023, the statements below must be added to the export certificate via the statements module when completing the export application in PHIS. The selected statements will be added by PHIS in the remarks continuation page, FSIS Form 9060-5B. 

    The United States is free from foot and mouth disease.
  3. Poultry and Poultry products - FSIS Form 9060-5: Meat and Poultry Export Certificate of Wholesomeness is required and will be generated through PHIS. 

    NOTE: For exports certified on or after March 6, 2023, the statements below must be added to the export certificate via the statements module when completing the export application in PHIS. The selected statements will be added by PHIS in the remarks continuation page, FSIS Form 9060-5B. 

    The poultry meat and poultry meat products are derived from poultry which have been kept or slaughtered in a county which is not located whole or in part within the 10km radius area surrounding a premises affected by low pathogenicity avian influenza subtypes H5 and H7, high pathogenicity avian influenza, or virulent Newcastle virus in poultry as defined by the World Organization for Animal Health since they were hatched or for at least 21 days prior to slaughter.

    Note:  This statement is not required for cooked poultry products.
     
  4. Beef and beef products – FSIS Form 9060-5: Meat and Poultry Export Certificate of Wholesomeness is required and will be generated through PHIS.

    NOTE: For exports certified on or after March 6, 2023, the statements below must be added to the export certificate via the statements module when completing the export application in PHIS for beef and beef products meat products exported into Jamaica. The selected statements will be added by PHIS in the remarks continuation page, FSIS Form 9060-5B.
    1. The beef/beef products covered by the Veterinary Health Certificate were derived from cattle slaughtered in the United States.
    2. The beef, beef products/by-products specified were derived from cattle which received ante-mortem and post-mortem veterinary inspection at the time of slaughter in plants certified for export of such products from the United States. The products must not be adulterated or misbranded as defined by regulations governing meat inspection of the United States Department of Agriculture (USDA).
    3. The beef and beef products (bone-in or boneless) were derived from cattle that were slaughtered after March 12, 2004 in accordance with USDA/FSIS regulations.
    4. The beef and beef products were not derived from cattle in which air-injection stunning devices were used during slaughtering.
    5. The beef and beef products (bone-in or boneless) were not derived from and do not contain any of the following Specified Risk Materials: brain, skull, eyes, trigeminal ganglia, spinal cord, vertebral column (excluding the vertebrae of the tail, the transverse processes of thoracic and lumber vertebrae and the wings of the sacrum) and the dorsal root ganglia, from animals over 30 months of age at the time of slaughter and the tonsils and intestines from pylorus to anus, for all animals regardless of age.
    6. The beef and beef products (bone-in or boneless) were not produced using the Mechanically Separated Meat or Advanced Recovery Meat methods.
    7. The cattle from which the beef/beef products were derived have not been in contact with or transported through a port in any country considered to be affected with Foot-and-Mouth Disease (FMD).
    8. The beef/beef products/by-products were not derived from cattle that were fed with meat meal, bone meal, meat and bone meal or greaves of ruminant origin.
    9. The beef/beef products were produced in accordance with the U.S. National Residue and Analytic Programme for residues (antibiotics, hormones, growth promoters, anabolic steroids, additives, etc.) in meat, poultry and egg products. Acronized meat (meat containing antibiotics during processing) is not allowed entry into Jamaica.
    10. The beef/beef products have been processed, stored and transported in a manner to preclude contact with meat/animal products that do not comply with the conditions contained in the certificate.
    11. The beef/beef products were prepared, packaged and handled under hygienic and sanitary conditions and are fit for human consumption.
       

Note: Because St. Lucia no longer requires that beef be produced under an approved AMS Export Verification (EV) Less Than 30 (LT30) months of age program, the previously included procedures for re-exporting beef from Jamaica to St. Lucia are obsolete and have been removed.

Note: Permit - The importer must obtain an import permit issued by the Veterinary Services Division (VSD), Jamaica for entry of all meat and poultry products. The import permit number must be reflected on the front page of the commercial documents, preferably the invoice accompanying the shipment.

Note to exporter: Jamaica’s VSD also requires that the certificate number of the FSIS Form 9060-5 that will accompany the shipment be reflected on the front page of the commercial documents, preferably the invoice accompanying the shipment.

All Federally inspected establishments are eligible to export.
