Halal certification is not required for pork and pork products. However, general labeling requirements, including production and expiration dates, apply (see Labeling Requirements below).
Note: Exporters are advised to consult with their importer to confirm the approval status of the producing establishment to export to Indonesia.
All export applications for meat and poultry exports must be entered and processed through PHIS beginning Monday, March 6, 2023. *
Effective for all meat and poultry export certificates approved, signed, and issued on or after March 6, 2023, the below FSIS Letterhead Certificates will no longer be signed and issued by FSIS IPP. Instead, the export applicant will select the equivalent statements via the PHIS statements module when completing the export application in PHIS. The selected statements will be added by PHIS in the remarks continuation page, FSIS Form 9060-5B.
- For all meat and poultry products the import recommendation number, import permit number and the date of issuance of the import permit issued by Indonesian officials must be entered in the "Remarks" section of FSIS Form 9060-5.
The format should be as follows: The import recommendation number, the permit number followed by the month and last two digits of the year issued.
- The name and official number of the slaughter and processing establishment(s) must be typed in the “Remarks” section of FSIS Form 9060-5.
- Fresh/frozen poultry products
- PHIS will generate FSIS Form 9060-5--Export Certificate of Wholesomeness. *
- Correct production and expiration dates should be typed in the "Remarks" Section.
- The certificate must be signed and dated by an FSIS veterinarian. PHIS will add DVM after the digital signature. *
- PHIS will generate FSIS Form 9060-5--Export Certificate of Wholesomeness. *
- Fresh/Frozen Beef and Beef Products
- PHIS will generate FSIS Form 9060-5--Export Certificate of Wholesomeness. *
- The certificate must be signed and dated by an FSIS veterinarian. PHIS will add DVM after the digital signature. *

The selected statements will be added by PHIS in the remarks continuation page, FSIS Form 9060-5B.- The United States is free of foot-and-mouth disease (FMD), Rift Valley fever (RVF), rinderpest (RP), and contagious bovine pleuropneumonia (CBPP).
- The United States meets the World Organization for Animal Health (OIE)Terrestrial Animal Health Code conditions as a country that presents a negligible risk for bovine spongiform encephalopathy (BSE).
- The meat or meat products were not derived from the following specified risk materials: the brain, skull, eyes, trigeminal ganglia, spinal cord, vertebral column (excluding the vertebrae of the tail, the transverse processes of the thoracic and lumbar vertebrae, and the wings of the sacrum), and dorsal root ganglia of cattle 30 months of age and older, and the tonsils and distal ileum of the small intestine of any cattle regardless of age.
- The meat and meat products were derived from animals 1) either born and raised in the United States or legally imported upon meeting all U.S. animal health requirements for entry; and 2) not under official veterinary quarantine for animal diseases at the time of slaughter.
- The meat shall originate from approved slaughterhouses and is derived from animals which passed ante mortem and post mortem inspection and have been processed in accordance with sanitary and hygienic requirements so that the meat is safe and fit for human consumption.
- The meat does not contain preservatives, additives and other substances which are injurious to human health.

Meat and poultry exported to the Republic of Indonesia must have an Indonesian language (bahasa) label containing the following basic information:

The Government of Indonesia requires that the bilingual label be attached to the carton as additional/supplementary information in the country of origin prior to shipment.
Sample shipments: Shipments weighing less than 10 kg (22 lb) do not require an import permit.

- The cartons of meat must be labeled with the official FSIS establishment number, processing date and name of the product.
- The storage of meat and poultry, frozen to -18° Celsius, may not exceed 6 months from the date of slaughter to the port of entry in Indonesia.

The following is presented as information for the exporter. FSIS is not responsible for certifying that products intended for export to Muslim countries meet appropriate requirements for religious slaughter. Procedures for export certification do not include Agency oversight of the Halal process or review of the authenticity of the Halal certificate.
A halal certificate issued by a recognized halal certification agency is required in order to receive an Import Recommendation from the Ministry of Agriculture.*
The exporter must obtain a Certificate of Islamic Slaughter from an approved U.S. Islamic Center. A Certificate of Islamic Slaughter is a certificate issued by a member of an Islamic organization recognized by the importing country to provide this service; the certificate states that animals were slaughtered according to Islamic religious requirements. This certificate must accompany products labeled "Halal".
- The Indonesian Council of Ulama (MUI) no longer oversees the recognition of halal certifying authorities that provide certificates stating that the animals were slaughtered according to Islamic religious requirements for slaughter (cattle only). *
- Halal labeling is an exporter and Halal organization responsibility.
- Exporters of meat and poultry processed products are advised to confirm halal requirements with their importers.
- Shipment for U.S. military personnel - The Certificate of Islamic Slaughter may be waived if products are shipped for consumption by U.S. personnel.
