NOTE: USDA Export Mark: Exporters may apply the FSIS-issued USDA export mark (e.g. hand stamp or computer-generated sticker) to 1) each outside container within a consignment, 2) a securely enclosed pallet or pallets within the consignment (e.g. shrink-wrapped or other effective means), or 3) the closed means of conveyance transporting the consignment (e.g. rail car, air, ocean container, truck). The USDA export mark bears the export certificate number, and links a consignment to its corresponding export certificate.

Plants Eligible for Export
- All FSIS inspected egg products plants are eligible to export to Guatemala.
- Fresh/Frozen poultry and poultry products, except as indicated in B. Ineligible..
- Thermally Processed - Commercially Sterile Processed Poultry meat and poultry meat products (products that are fully cooked in accordance with World Organization for Animal Health (WOAH) Guidelines* (currently 10.4.26) to inactivate the avian influenza virus and with World Organization for Animal Health (WOAH) Guidelines* (Article 10.9.21, 2017 manual) to inactivate the Newcastle Disease virus).
- Red meat and red meat products, including beef and beef products, beef trim, and tallow.
- Ovine (sheep/lamb) Fresh/Frozen and processed products.
- Fresh or Frozen poultry meat and poultry meat products derived from birds originating from, slaughtered or processed within the following regions on or after the effective date and before the release date are ineligible for export to Guatemala: (unless heat treated in accordance with World Organization for Animal Health (WOAH) Guidelines (currently 10.4.26) to inactivate the avian influenza virus and World Organization for Animal Health (WOAH) Guidelines (Article 10.9.21, 2017 manual) to inactivate the Newcastle disease virus as stated in A. 2.) *

All FSIS export certificates accompanying the product must be signed electronically by an FSIS veterinarian in PHIS. PHIS will add DVM after the digital signature.
All export applications for meat and poultry exports must be entered and processed through PHIS beginning Monday, March 6, 2023.
Effective for all meat and poultry export certificates approved, signed, and issued on or after March 6, 2023, all FSIS Letterhead Certificates or statements required on FSIS form 9060-5 will no longer be signed and issued by FSIS IPP. Instead, the export applicant will select the equivalent statements via the PHIS statements module when completing the export application in PHIS. The selected statements will be added by PHIS in the remarks continuation page, FSIS Form 9060-5B: Meat, Poultry and Egg Products Certification of Wholesomeness Continuation Sheet.
- Red meat and red meat products - FSIS Form 9060-5: Meat and Poultry Certificate of Wholesomeness is required and will be generated through PHIS.
- The following are required to be included on the 9060-5, Meat and Poultry Certificate of Wholesomeness:
- Provide the lot number in the 9060-5 Shipping Marks column 15.
- Provide the lot number in the 9060-5 Shipping Marks column 15.
- Beef and beef products - FSIS Form 9060-5: Meat and Poultry Export Certificate of Wholesomeness is required and will be generated through PHIS. Provide the lot number in the 9060-5 Shipping Marks column 15.
NOTE: For exports certified on or after March 6, 2023, the statements below must be added to the export certificate via the statements module when completing the export application in PHIS. The selected statements will be added by PHIS in the remarks continuation page, FSIS Form 9060-5B.- The beef and beef products were derived from animals that were born and raised in the United States or were legally imported in accordance with U.S. import regulations.
- The beef and beef products were not derived from the following specified risk materials: the brain, skull, eyes, trigeminal ganglia, spinal cord, vertebral column (excluding the vertebrae of the tail, the transverse processes of the thoracic and lumbar vertebrae, and the wings of the sacrum) and dorsal root ganglia of cattle 30 months of age and older, and the tonsils and distal ileum of the small intestine of any cattle regardless of age.
- The feeding of ruminants with ruminant origin meat-and-bone meal and greaves is prohibited in the United States.
- The cattle from which the beef and beef products were obtained were not subjected to a stunning process with a device injecting compressed air or gas into the cranial cavity, or to a pithing process.
- The following are also required to be included on the 9060-5, Meat and Poultry Certificate of Wholesomeness:
- Provide the lot number in the 9060-5 Shipping Marks column 15.
- Beef tallow for human consumption - FSIS Form 9060-5: Meat and Poultry Export Certificate of Wholesomeness is required and will be generate through PHIS.
NOTE: For exports certified on or after March 6, 2023, the statements below must be added to the export certificate via the statements module when completing the export application in PHIS. The selected statements will be added by PHIS in the remarks continuation page, FSIS Form 9060-5B.
"That the maximum content of insoluble impurities of the tallow does not exceed 0.15 percent of its weight." - Ovine (sheep/lamb) Fresh/Frozen and processed products – FSIS Form 9060-5; Meat and Poultry Certificate of Wholesomeness is required and will be generated through PHIS.
- Provide the lot number in 9060-5 Shipping Marks column 15.
- Provide the Establishment name and address in the PRODUCT EXPORTED FROM City block of FSIS Form 9060-5 as identified in the MPI Directory:

- Poultry and Poultry products - FSIS Form 9060-5, Meat and Poultry Export Certificate of Wholesomeness is required and will be generated through PHIS.

All Federally inspected establishments are eligible to export to Guatemala.
