Article 10.4.26. 
Procedures for the inactivation of avian influenza viruses in poultry meat:
The following times for industry standard temperatures are suitable for the inactivation of avian influenza viruses present in meat.

The listed temperatures are indicative of a range that achieves a 7-log kill. Where scientifically documented, variances from these times and temperatures may also be suitable when they achieve the inactivation of the virus.
 

Article 10.9.21. 
Procedures for the inactivation of Newcastle disease virus in poultry meat:
The following times for industry standard temperatures are suitable for the inactivation of ND virus present in meat.

The listed temperatures are indicative of a range that achieves a 7-log kill. Where scientifically documented, variances from these times and temperatures may also be suitable when they achieve the inactivation of the virus.

All FSIS export certificates accompanying the product must be signed electronically by an FSIS veterinarian in PHIS. PHIS will add DVM after the digital signature. 

All export applications for meat and poultry exports must be entered and processed through PHIS beginning Monday, March 6, 2023.

Effective for all meat and poultry export certificates approved, signed, and issued on or after March 6, 2023, all FSIS Letterhead Certificates or statements required on FSIS form 9060-5 will no longer be signed and issued by FSIS IPP. Instead, the export applicant will select the equivalent statements via the PHIS statements module when completing the export application in PHIS. The selected statements will be added by PHIS in the remarks continuation page, FSIS Form 9060-5B: Meat, Poultry and Egg Products Certification of Wholesomeness Continuation Sheet. 

1. Red meat and red meat products - FSIS Form 9060-5: Meat and Poultry Certificate of Wholesomeness is required and will be generated through PHIS. 
   • The following are required to be included on the 9060-5, Meat and Poultry Certificate of Wholesomeness:
     • Provide the lot number in the 9060-5 Shipping Marks column 15.
        
   1. Beef and beef products - FSIS Form 9060-5: Meat and Poultry Export Certificate of Wholesomeness is required and will be generated through PHIS. Provide the lot number in the 9060-5 Shipping Marks column 15. 
      
      NOTE: For exports certified on or after March 6, 2023, the statements below must be added to the export certificate via the statements module when completing the export application in PHIS. The selected statements will be added by PHIS in the remarks continuation page, FSIS Form 9060-5B. 
      1. The beef and beef products were derived from animals that were born and raised in the United States or were legally imported in accordance with U.S. import regulations.
      2. The beef and beef products were not derived from the following specified risk materials: the brain, skull, eyes, trigeminal ganglia, spinal cord, vertebral column (excluding the vertebrae of the tail, the transverse processes of the thoracic and lumbar vertebrae, and the wings of the sacrum) and dorsal root ganglia of cattle 30 months of age and older, and the tonsils and distal ileum of the small intestine of any cattle regardless of age.
      3. The feeding of ruminants with ruminant origin meat-and-bone meal and greaves is prohibited in the United States.
      4. The cattle from which the beef and beef products were obtained were not subjected to a stunning process with a device injecting compressed air or gas into the cranial cavity, or to a pithing process.
      • The following are also required to be included on the 9060-5, Meat and Poultry Certificate of Wholesomeness:
        • Provide the lot number in the 9060-5 Shipping Marks column 15.
   2. Beef tallow for human consumption - FSIS Form 9060-5: Meat and Poultry Export Certificate of Wholesomeness is required and will be generate through PHIS. 
      
      NOTE: For exports certified on or after March 6, 2023, the statements below must be added to the export certificate via the statements module when completing the export application in PHIS. The selected statements will be added by PHIS in the remarks continuation page, FSIS Form 9060-5B. 
      
      "That the maximum content of insoluble impurities of the tallow does not exceed 0.15 percent of its weight."
   3. Ovine (sheep/lamb) Fresh/Frozen and processed products – FSIS Form 9060-5; Meat and Poultry Certificate of Wholesomeness is required and will be generated through PHIS. 
      1. Provide the lot number in 9060-5 Shipping Marks column 15.
      2. Provide the Establishment name and address in the PRODUCT EXPORTED FROM City block of FSIS Form 9060-5  as identified in the MPI Directory:

All Federally inspected establishments are eligible to export to Guatemala.
