Export Requirements

  • Salted Natural Swine Casings 
  • Pork and pork products.
  • Fresh and frozen poultry meat and non heat treated (raw) poultry meat products except as indicated in the Ineligible Section B below.
  • Thermally Processed - Commercially Sterile Processed Poultry meat and poultry meat products (fully cooked heat treated products in accordance with OIE guidelines (Article 10.9.21, 2017 manual) for inactivation of Newcastle Disease virus).
  • Beef and beef products, including offal, must be derived from animals that are born and raised in the U.S.; or legally imported from Mexico. Cattle which are legally imported from Canada must reside in the U.S. for at least 60 days prior to slaughter.


Eligible offal products include:  heart, liver, stomachs, rumen, reticulum, omasum, abomasum, brain, head, head meat, cheek meat, lips, spleen, aorta, salivary glands, trachea, tongue, sweetbreads ( thymus), kidneys, pancreas glands, large and small intestine, testicles, penis, tail, Achilles tendon, posterior band, woven tunic, skirt nerve, flexor tendon, bone marrow and feet).

Additional information about the EV program and a list of EV approved establishments can be obtained from AMS' Web site.

If FSIS inspection personnel become aware of concerns that an AMS approved EV establishment is not properly executing its EV program, AMS should be notified at QAD.AuditService@ams.usda.gov. Inspection personnel should include their immediate supervisor on messages to AMS. The following information should be included in the message:

  1. Product type, product code, and quantity of product
  2. Date of production, lot number, and shift
  3. Date and nature of observation
  4. Name of country product is intended for export
  5. Export certificate number (if applicable)
  6. Any other information to verify claim
  7. Name of inspection official

  1. Fresh /frozen poultry and poultry meat products derived from birds originating from, slaughtered or processed in the following locations within the specified dates:
    1. California
      1. San Bernardino County on or after January 24, 2019 and on or before March 17, 2020; 
      2. San Diego County on or after August 31, 2019 and on or before March 17, 2020; and 
      3. Riverside County on or after December 14, 2018 and on or before March 17, 2020 are ineligible for export to Ecuador. 
    2. Colorado 
      1. La Plata County on or after April 19, 2022; 
      2. Montrose County on or after April 19, 2022;
      3. Pitkin County on or after April 8, 2022: and
      4. Weld County on or after April 29, 2022 are ineligible for export to Ecuador.
    3. Delaware  
      1. Kent County on or after March 17, 2022 and before May 26, 2022; and 
      2. New Castle County on or after February 22, 2022 and before June 24, 2022 are ineligible for export to Ecuador. 
    4. Idaho 
      1. Ada County on or after May 10, 2022;

    The listed temperatures are indicative of a range that achieves a 7-log kill. Where scientifically documented, variances from these times and temperatures may also be suitable when they achieve the inactivation of the virus.

  1. Salted Natural Swine Casings
    1. Obtain and complete FSIS Form 9060-7: Animal Casing Export Certificate for Countries requiring Ante-mortem, Post-mortem and Fit for Human Consumption Statements and the FSIS Letterhead certificate: FSIS Letterhead Certificate for the Export of Salted Natural Swine Casings From the United States to Ecuador. *
  2. Pork and pork products: Fresh or Frozen Pork and Pork Products, and Thermally Processed/Commercially Sterile Pork Products *
    1. Obtain FSIS Form 9060-5, Meat and Poultry Export Certificate of Wholesomeness and the FSIS Letterhead Certificate for the Export of Fresh and Frozen Pork and Pork Products and Thermally Processed/Commercially Sterile Pork Products. *
  3. Fresh and frozen poultry meat and non heat treated poultry meat products
    1. Obtain and complete FSIS Form 9060-5, Meat and Poultry Export Certificate of Wholesomeness and the FSIS Letterhead Certificate for the Export of Fresh and Frozen Poultry Meat and Poultry Products from the United States to Ecuador.
  4. Thermally Processed - Commercially Sterile (heat treated) poultry meat and poultry meat products
    1. Obtain FSIS Form 9060-5, Meat and Poultry Export Certificate of Wholesomeness.
  5. Beef and beef  products
    1. For beef and beef products - obtain FSIS Form 9060-5, Meat and Poultry Export Certificate of Wholesomeness and an FSIS Letterhead Certificate for the Import of Beef and Beef Products into Ecuador.
    2. For beef offals - obtain FSIS Form 9060-5, Meat and Poultry Export Certificate of Wholesomeness and an FSIS Letterhead Certificate for the Import of Fresh, Chilled or Frozen Bovine By-Products or Offals from the United States of America to Ecuador.

It is the responsibility of the exporter to seal containers (transportation containers, cartons, boxes, or barrels) in such a manner as to be tamper-proof prior to removal by the animal health authority in Ecuador. Also, containers must be washed and disinfected and maintained at the appropriate temperature to transport the product.
 

All U.S. federally inspected establishments are eligible to export to Ecuador. However, beef and beef products must originate from an AMS EV approved establishment. Ecuador requires facilities and product registration.
