  1. Eligible Products
    1. Salted Natural Swine Casings 
    2. Pork and pork products.
    3. Fresh and frozen poultry meat and non heat treated (raw) poultry meat products except as indicated in the Ineligible Section B below.
    4. Thermally Processed - Commercially Sterile Processed Poultry meat and poultry meat products (fully cooked heat treated products in accordance with World Organization for Animal Health (WOAH) Guidelines (Article 10.9.21, 2017 manual) for inactivation of Newcastle Disease virus).
    5. Beef and beef products, including offal, must be derived from animals that are born and raised in the U.S.; or legally imported from Mexico. Cattle which are legally imported from Canada must reside in the U.S. for at least 60 days prior to slaughter.
      1. Eligible offal products include:  heart, liver, stomachs, rumen, reticulum, omasum, abomasum, brain, head, head meat, cheek meat, lips, spleen, aorta, salivary glands, trachea, tongue, sweetbreads ( thymus), kidneys, pancreas glands, large and small intestine, testicles, penis, tail, Achilles tendon, posterior band, woven tunic, skirt nerve, flexor tendon, bone marrow and feet).
      2. Beef and beef products must originate from an AMS EV approved establishment participating in the EV Program Ecuador. See Plants Eligible to Export tab for a link to participating establishments. 
      3. Additional information about the EV program and a list of EV approved establishments can be obtained from AMS' Web site.

        If FSIS inspection personnel become aware of concerns that an AMS approved EV establishment is not properly executing its EV program, AMS should be notified at QAD.AuditService@ams.usda.gov. Inspection personnel should include their immediate supervisor on messages to AMS. The following information should be included in the message:
        1. Product type, product code, and quantity of product
        2. Date of production, lot number, and shift
        3. Date and nature of observation
        4. Name of country product is intended for export
        5. Export certificate number (if applicable)
        6. Any other information to verify claim
        7. Name of inspection official

    The following times for industry standard temperatures are suitable for the inactivation of ND virus present in meat.

    The listed temperatures are indicative of a range that achieves a 7-log kill. Where scientifically documented, variances from these times and temperatures may also be suitable when they achieve the inactivation of the virus.

All export applications for meat and poultry exports must be entered and processed through PHIS beginning Monday, March 6, 2023.

Effective for all meat and poultry export certificates approved, signed, and issued on or after March 6, 2023, all FSIS Letterhead Certificates or statements required on FSIS form 9060-5 will no longer be signed and issued by FSIS IPP. Instead, the export applicant will select the equivalent statements via the PHIS statements module when completing the export application in PHIS. The selected statements will be added by PHIS in the remarks continuation page, FSIS Form 9060-5B: Meat, Poultry and Egg Products Certification of Wholesomeness Continuation Sheet. 

  1. Salted Natural Swine Casings:
    1. Obtain and complete FSIS Form 9060-7: Animal Casing Export Certificate for Countries requiring Ante-mortem, Post-mortem and Fit for Human Consumption Statements and the FSIS Letterhead certificate: FSIS Letterhead Certificate for the Export of Salted Natural Swine Casings From the United States to Ecuador. 

  2. Pork and pork products: Fresh or Frozen Pork and Pork Products, and Thermally Processed/Commercially Sterile Pork Products. 
    1. FSIS Form 9060-5: Meat and Poultry Export Certificate of Wholesomeness will be generated through PHIS for the Export of Fresh and Frozen Pork and Pork Products and Thermally Processed/Commercially Sterile Pork Products.
    NOTE: For exports certified on or after March 6, 2023, the statements below must be added to the export certificate via the statements module when completing the export application in PHIS. The selected statements will be added by PHIS in the remarks continuation page, FSIS Form 9060-5B.  
    1. The pork and pork products were derived from swine that were slaughtered in the United States or they were derived from pork, pork products, or pork offals legally imported upon meeting the import requirements of the United States. / La carne de cerdo y los productos cárnicos de cerdo se obtuvieron de cerdos sacrificados en los Estados Unidos de América o fueron obtenidos de carne de cerdo, productos cárnicos de cerdo, o de vísceras y despojos importados legalmente después de haber cumplido con los requisitos de importación de los Estados Unidos.
    2. The pork and pork products were not from a zone restricted due to foot-and-mouth disease, Rinderpest, classical swine fever, or African swine fever, or the product was treated in a manner consistent with the recommendations of the OIE Terrestrial Animal Health Code to inactivate the mentioned pathogens./ La carne de cerdo y los productos cárnicos de cerdo no son de una zona restringida por Fiebre Aftosa, Peste bovina, Peste porcina clásica, y Peste porcina africana, o el producto recibió un tratamiento consistente con las recomendaciones del Código Sanitario para los Animales Terrestres de la OIE para inactivar los patógenos mencionados.
    3. The pork and pork products were derived from swine that originated in areas which are not under quarantine or restricted conditions due to a disease control and no epidemic outbreak has occurred at the slaughter plant from any infectious diseases that may affect swine. / La carne de cerdo y los productos cárnicos de cerdo se obtuvieron de cerdos que originan en áreas que no se encuentran bajo cuarentena o bajo condiciones restringidas debido a control de enfermedades y no ha ocurrido un brote de enfermedades infecciosas que afectan a los cerdos en la planta de sacrificio.
    4. The pork and pork products were derived from federally certified slaughter and processing facilities operating under permanent supervision of the Food Safety and Inspection Service (FSIS) with a HACCP system in place or were legally imported from a country with an equivalent food safety system. / La carne de cerdo y los productos cárnicos de cerdo proceden de establecimientos de sacrificio y proceso certificados federalmente que operan bajo la supervisión permanente del Servicio de Inocuidad e Inspección de los Alimentos (FSIS) y que cuentan con un sistema HACCP o que fueron importados legalmente de un país con un sistema de inocuidad alimentaria equivalente.
    5. The pork and pork products were derived from swine that were officially given an antemortem and post-mortem inspection by FSIS inspection officials or were legally imported from a country with an equivalent food safety system. / La carne de cerdo y los productos cárnicos de cerdo se obtuvieron de cerdos que fueron inspeccionados antemortem y post-mortem por un inspector oficial del Servicio de Inspección e Inocuidad Alimentaria (FSIS) o fueron importados legalmente de un país con un sistema de inocuidad alimentaria equivalente.
    6. The pork and pork products were derived from swine carcasses that tested negative for trichinosis; or was subject to a freezing process or other process that guarantees the destruction of the parasite Trichinella spiralis or derives from swine and swine enterprises with certified participation in the National Pork Boards Pork Quality Assurance Plus (PQAPlus) as verified by establishment participation in the AMS PQAPlus Pork EV program or the APHIS PSVP program that addresses product wholesomeness and biosecurity, are subject to surveillance conducted in the United States, and have a minimal risk for infection from Trichinella spp. / La carne de cerdo y los productos cárnicos de cerdo se derivaron de canales de cerdo que dieron negativo para la triquinosis; o se sometieron a un proceso de congelación u otro proceso que garantiza la destrucción del parásito Trichinella spiralis o se deriva de cerdos y de empresas porcinas cuya participación esta certificada en el National Pork Boards Pork Quality Assurance Plus (PQAPlus) según verificado por la participación del establecimiento en el programa AMS PQAPlus Pork EV o el programa APHIS PSVP que aborda la salud y la bioseguridad del producto, y que están sujetos a la vigilancia realizada en los Estados Unidos y tiene un riesgo mínimo de infección por Trichinella spp.
    7. The product carries the official mark of inspection and information identifying the manufacturer, packer or distributor. / El producto lleva el sello de inspección oficial e información que identifica al fabricante, empacador, o distribuidor.
    8. The pork and pork products were hygienically handled and transported while under FSIS control. / La carne de cerdo y los productos cárnicos de cerdo fueron manipulados y transportados higiénicamente mientras estuvieron bajo el control del FSIS.
    9. Trucks and containers have been properly washed and disinfected in accordance with State and Federal laws and regulations. / Los camiones y contenedores han sido lavados y desinfectados de acuerdo a las leyes y reglamentos Estatales y Federales.
       
  3. Fresh and frozen poultry meat and non heat treated poultry meat products
    1. FSIS Form 9060-5: Meat and Poultry Export Certificate of Wholesomeness is required and will be generated through PHIS for the export of   fresh and frozen poultry meat and poultry products from the United States to Ecuador. 

      NOTE: For exports certified on or after March 6, 2023, the statements below must be added to the export certificate via the statements module when completing the export application in PHIS. The selected statements will be added by PHIS in the remarks continuation page, FSIS Form 9060-5B.
      1. The slaughter and processing establishments where the poultry meat and poultry products were produced have an established Hazard Analysis and Critical Control Points (HACCP) system. / Los establecimientos de sacrificio y procesamiento en los que se produjeron carne de aves y productos avícolas tienen un sistema establecido de Análisis de Peligros y Puntos Críticos de Control (HACCP).

      2. The poultry meat and poultry products bear the official USDA Mark of Inspection which identifies the producing establishment number and provides the assurance that the product was produced under FSIS inspection in compliance with all Federal statutes and regulations for sanitation, showed no signs of systemic disease or infection and passed FSIS ante-mortem and post-mortem inspection, is fit for human consumption, and is freely sold in the United States. / La carne de aves y los productos avícolas llevan la marca oficial de inspección de USDA que identifica el número de establecimiento productor y proporciona la garantía de que el producto fue producido bajo la inspección del FSIS de conformidad con todos los estatutos y reglamentos federales de saneamiento, sin mostrar signos de enfermedad o infección sistémica y que ha aprobado la inspección ante mortem y post mortem del FSIS, es apto para el consumo humano y se vende libremente en los Estados Unidos.

      3. The poultry meat and poultry products were derived from poultry which were not slaughtered as a result of eradication program for avian diseases transmissible. / La carne de aves y los productos avícolas procedían de aves que no fueron sacrificadas como resultado del un programa de erradicación de enfermedades aviares transmisibles.

      4. The poultry meat and poultry products were not derived from poultry from an area or zone under Federal quarantine or movement restrictions due to a World Organization for Animal Health (OIE) listed avian disease transmissible through the product. The poultry meat and poultry products were derived from poultry slaughtered and processed in establishments which were not, at the time of slaughter and processing, under Federal restrictions resulting from an infectious poultry disease outbreak. / La carne de aves y los productos avícolas al no se derivaron de aves provenientes de una area o zona bajo la cuarentena federal o con restricciones de movimiento debido a una enfermedad aviar transmisible a través del producto, listadas por la Organización Mundial de Sanidad Animal (OIE). La carne de aves y los productos avícolas proceden de aves sacrificadas y procesadas en establecimientos que, en el momento del sacrificio y el procesamiento, no fueron sometidas a las restricciones federales derivadas de un brote infeccioso de aves.

      5. The products from poultry meat were hygienically handled while under FSIS inspection. / Los productos de carne de aves fueron manipulados higiénicamente bajo inspección del FSIS.

      6. The material used in the packaging complies with Title 9 CFR §317.24 and is enforced by the Competent Authority of the United States. / El material utilizado en el empaque cumple con el Título 9 CFR §317.24 y es ejecutado por la Autoridad Competente de los Estados Unidos.

      7. The poultry meat and poultry products were derived from poultry from areas or zones free of highly pathogenic avian influenza (HPAI) and Newcastle disease (ND) as defined by the World Organization for Animal Health (OIE) since hatched or for at least 21 days prior to shipment, or have been processed at temperatures to destroy HPAI and ND in accordance with OIE established procedures for the inactivation these virus’s in the poultry meat. / La carne de aves y los productos avícolas proceden de aves de corral de areas o zonas libres de influenza aviar altamente patógena (IAAP) y enfermedad de Newcastle (ND) definidas por la Organización Mundial de Sanidad Animal (OIE) desde el nacimiento o al menos 21 dias antes del embarque, o han sido procesados a temperaturas para destruir la IAAP y la ND de conformidad con los procedimientos establecidos por la OIE para la inactivación de estos virus en la carne de aves.
         

  4. Thermally Processed - Commercially Sterile (heat treated) poultry meat and poultry meat products

  5. Beef and beef products

    1. For beef and beef products - FSIS Form 9060-5: Meat and Poultry Export Certificate of Wholesomeness is required and will be generated through PHIS. 

      NOTE: For exports certified on or after March 6, 2023, the statements below must be added to the export certificate via the statements module when completing the export application in PHIS. The selected statements will be added by PHIS in the remarks continuation page, FSIS Form 9060-5B. 

      The official competent authority must certify the compliance of the following requirements: / La Autoridad Oficial Competente deberá certificar el cumplimiento de los siguientes requisitos:
      1. The United States has been free of FMD for at least 12 months without vaccination, and have been free from rinderpest and CBPP for at least 24 months without vaccination. The United States is free of Rift Valley fever for 24 months. / Los Estados Unidos han estado libres de fiebre aftosa por lo menos 12 meses sin vacunación, y han estado libres de peste bovina y de perineumonía contagiosa bovina por lo menos durante 24 meses sin vacunación. Los Estados Unidos está libre de la Fiebre del Valle del Rift durante 24 meses.

      2. The United States have an active BSE surveillance that meets or exceeds international standards set by the World Organisation for Animal Health-OIE. / Que los Estados Unidos de América tienen un programa activo de vigilancia de EEB que cumple o excede los estándares internacionales establecidos por la Organización Mundial de Sanidad Animal-OIE.

      3. The meat comes from animals that were born and raised in the United States or raised in the United States for at least 60 days prior to slaughter and that the feeding of ruminants with ruminant origin meat-and-bone meal and greaves is prohibited in the United States, and this prohibition has been effectively enforced. / Que la carne, proviene de animales que han nacido y criados en los Estados Unidos, o se crió en los Estados Unidos por lo menos 60 días antes de su sacrificio y que la alimentación de rumiantes con harinas de carne y hueso y chicharrones de origen rumiante está prohibido en los Estados Unidos y esta prohibición ha sido implementada efectivamente.

      4. The meat or meat products were derived from animals that passed ante mortem and post mortem inspection by Food Safety and Inspection Service (FSIS) official. / Que la carne y sus productos fueron derivados de animales que fueron inspeccionados ante mortem y post mortem por un inspector oficial del Servicio de Inspección e Inocuidad Alimentaria (FSIS).

      5. The beef and beef products were not contaminated with the following specified risk materials: the brain, skull, eyes, trigeminal ganglia, spinal cord, vertebral column (excluding the vertebrae of the tail, the transverse processes of the thoracic and lumbar vertebrae,and the wings of the sacrum) and dorsal root ganglia of cattle 30 months of age and older, and the tonsils and distal ileum of the small intestine from all cattle. / Que la carne y sus productos fueron producidos y manipulados de manera tal que asegura que dichos productos no contienen y no han sido contaminados con los siguientes materiales específicos de riesgo: para bovinos de 30 meses de edad y mayores: encéfalo, cráneo, ojos, ganglio trigémino, médula espinal, columna vertebral (excepto las apófisis transversas, alas del sacro y las vértebras de la cola) y ganglios de la raíz dorsal; y para bovinos de cualquier edad, las amígdalas y el íleon distal del intestino pequeño.

      6. The meat or meat products were produced and handled in a manner that ensures that such products do not contain and are not contaminated with mechanically separated meat from the skull and vertebral column from cattle over 30 months old. / Que la carne y sus productos fueron producidos y manipulados de manera tal que asegura que dichos productos no contiene y no han sido contaminados con carne mecánicamente separada del cráneo y de la columna vertebral de bovinos mayores de 30 meses de edad.

      7. The competent authority of the country of origin, certifying that the meat or edible parts of cattle being exported, is fit for human consumption and is freely sold in USA. / La Autoridad Nacional Competente del país de origen, certifique que las carnes o partes comestibles del bovino que se exporten, sean aptos para el consumo humano y se comercializa libremente en USA.

      8. The product comes from cattle that have not been stunned prior to slaughter, with a device injecting compressed air or gas into the cranial cavity, or by pithing. / El producto procede de bovinos que no fueron aturdidos antes de ser sacrificados, mediante inyección de aire o gas comprimido en la bóveda craneana, ni mediante corte de la médula.

      9. The meat and meat products come from slaughter or processing establishments operating under the supervision of the FSIS. / Que la carne y sus productos provienen de plantas de sacrificio o de procesamiento certificadas por las Autoridades Federales, que operan bajo la supervisión del FSIS.

      10. The slaughtering and processing plant where the meat was processed has an established Hazard Analysis and Critical Control Points (HACCP) system and is officially approved for export by the competent official authorities of USDA, FSIS. / Que la planta de sacrificio y procesamiento donde se procesó la carne, tiene establecido el Sistema de Análisis de Peligros y Puntos Críticos de Control (HACCP) y está oficialmente autorizado para la exportación por la Autoridad Oficial Competente de USDA.

      11. The meat products were packed in authorized containers which have the mark of inspection that includes the number of the plant and a label that includes the product name, lot number, net weight and the pack date. / Que la carne y sus productos fueron empacados en contenedores autorizados que tienen el sello de inspección que incluye el número de la planta y una etiqueta que incluye el nombre del producto, el número del lote, el peso neto y la fecha de empaque.

      12. The means of transport, handling and loading conditions meet the hygiene requirements of the United States. / Los medios de transporte, manipuleo y condiciones de la carga cumplen con los requerimientos de higiene de los Estados Unidos.

      13. The meat and its products are transported in containers or thermo refrigerated vehicles and are monitored to ensure that they maintain proper temperatures cooling or freezing. / Que la carne y sus productos son transportados en contenedores o vehículos termos refrigerados que son monitoreados para asegurar que mantienen temperaturas apropiadas de refrigeración o congelación.

      14. The feeding of ruminants with meat and bone meal and greaves of ruminant origin has been banned in the United States and the ban has been effectively enforced. / Que la alimentación de los rumiantes con harinas de carne y hueso y chicharrones de origen rumiante está prohibida en los Estados Unidos y esta prohibición ha sido efectivamente implementada.

      15. The meat and meat products were not derived from animals imported from Canada for immediate slaughter. / Que la carne y sus productos no son derivados de animales importados de Canadá para sacrificio inmediato.
         

    2. For beef offals - FSIS Form 9060-5: Meat and Poultry Export Certificate of Wholesomeness is required and will be generated through PHIS  for the export of fresh, chilled or frozen bovine by-products or offals to Ecuador. 

      The following beef by-products are considered eligible: / Las siguientes viceras y despojos son considerados elegibles: heart/corazón, liver/hígado, stomachs/estómagos, rumen/rumen, honeycomb tripe/panal o retículo, bible tripe/omaso, abomasum/abomaso, brains/sesos, head/cabeza, head meat/carne de cabeza, cheek meat/carne de cachetes, lips/labios, spleen/bazo, aorta/ aorta, salivary glands/glándulas salivales, tongue/lengua, weasand/tráquea, sweetbreads/mollejas, kidneys/riñones, pancreatic glands/glándulas del páncreas, small and large intestines/intestinos grueso y delgado, testicles/testículos o creadillas, pizzle/penes o vergajo o viril, oxtail/cola o rabo, Achilles tendon/tendón de Aquiles, back strap/banda posterior, tunic tissue/tejido de túnica, skirt sinew/nervio de la falda, flexor tendon/tendón flexor, marrow bones/huesos de medula and/y beef feet/pies.

      1.  The United States has been free of (Foot and Mouth Disease) FMD for at least 12 months without vaccination and have been free from rinderpest and (Chronic Bovine Pleuropneumonia) CBPP for at least 24 months without vaccination.       3.       8. The competent authority of the country of origin certifies that the meat or edible parts of cattle being exported are fit for human consumption and are freely sold in USA. / La Autoridad Nacional Competente del país de origen, certifique que las carnes o partes comestibles del bovino que se exporten, sean aptos para el consumo humano y se comercializa libremente en USA.

It is the responsibility of the exporter to seal containers (transportation containers, cartons, boxes, or barrels) in such a manner as to be tamper-proof prior to removal by the animal health authority in Ecuador. Also, containers must be washed and disinfected and maintained at the appropriate temperature to transport the product.
 

All U.S. federally inspected establishments are eligible to export to Ecuador. However, beef and beef products must originate from an AMS EV approved establishment. See Official Listing of Eligible Suppliers to the USDA Bovine EV Programs for registered establishments.
