
Ms. Janet B. Stevens

Janet B. Stevens, PMP, TKP, was named the Chief Talent Management Officer for the Office of Management in the U.S. Department of Agriculture’s (USDA) Food Safety and Inspection Service (FSIS) in January 2023. In her role, Stevens leads and drives the Agency’s talent management program to make FSIS an employer of choice for frontline positions in over 7,000 locations. Her innovative, strategic and effective leadership created an award-winning USDA Model Talent Management program, ensuring successful implementation of FSIS’ Strategic Goals — Goal 1: Prevent Foodborne Illness and Protect Public Health; and Goal 3: Achieve Operational Excellence.
Stevens previously served as the assistant administrator for the Office of Planning Analysis Risk Management (OPARM) from 2019 to 2023. Prior to that role, she served as deputy administrator of OPARM in 2018. In this capacity, she was responsible for supporting food safety and protecting public health through strategic planning, evaluation, data science, enterprise risk management and internal controls Agency-wide.
Stevens first joined FSIS in 2004 as the director of Web Services Staff in the currently named Office of Public Affairs and Consumer Education. In 2006, she became director of the Management Controls Technology Staff in what is now the Office of Investigation, Enforcement and Audit. In April 2007, Stevens became the chief information officer and was responsible for the development, implementation and protection of data, infrastructure and information systems. She oversaw innovative work for cybersecurity, web and information technology (IT) leadership and co-led USDA IT Modernization and Center of Excellence initiatives. Stevens was elected as director and vice chair for USDA’s OCIO Chief Information Officer’s Council and spearheaded several initiatives, including the development of federal recommendations for public websites.
Stevens began her federal career in 1991 as a writer/editor for what is now USDA’s Economic Research Service. She became the web manager for the Risk Management Agency in 1998 and its acting public affairs director in 2004.
Stevens earned a Bachelor of Arts degree in English with a concentration in communications from George Mason University in Fairfax, Virginia.
