
Mr. Frank Mays

Frank Mays was named assistant administrator for the Office of Management (OM) in the U.S. Department of Agriculture’s Food Safety and Inspection Service (FSIS) in June 2018. In this position, he is responsible for Human Resources, Administrative Services, and Emergency Management. Mays’ role supports FSIS Strategic Goals — Goal 1: Prevent Foodborne Illness and Protect Public Health; Goal 2: Transform Inspection Strategies, Policies and Scientific Approaches to Improve Public Health; and Goal 3: Achieve Operational Excellence..
Mays joined FSIS in March 2017 as the deputy assistant administrator for OM after 35 years in the U.S. military — 9 years in the U.S. Air Force and 26 years in the U.S. Navy. During his final tour of duty, Mays served as the commanding officer (CO) of Joint Base Anacostia-Bolling (JBAB) in Washington, D.C. In that capacity, he led a 1,200-member workforce. Under his tutelage, JBAB was awarded the Installation Excellence Award in 2016.
Previously, Mays served as the deputy division chief for the Navy’s Congressional Affairs Office where he oversaw the preparation of all Congressional hearings, briefings, requests for information and reports to Congress. He also served tours in seven different naval aviation squadrons, including serving as the CO of a squadron deployed to Afghanistan and Iraq. As CO, his squadron garnered the Navy retention excellence, organization efficiency, maintenance proficiency and safety awards.
Mays graduated from City University of Seattle in Seattle, Washington, with a Master of Business Administration in finance and received a Master of Science in national security strategy from the National Defense University at Fort Leslie J. McNair in Washington, D.C. He also holds a Bachelor of Science in business administration from Wayland Baptist University in Plainview, Texas.
