
Ms. Melissa Moore

Melissa Moore was named deputy assistant administrator for the U.S. Department of Agriculture’s Food Safety and Inspection Service’s (FSIS) Office of Field Operations (OFO) in September 2024. In collaboration with the assistant administrator, she oversees OFO district offices that are responsible for providing FSIS’ meat, poultry and processed egg inspection services to more than 7,100 plants nationwide.

Moore utilizes a deep experience of field operations and regulatory enforcement. She demonstrates a commitment to the successful implementation of FSIS’ Strategic Goals — Goal 1: Prevent Foodborne Illness and Protect Public Health; Goal 2: Transform Inspection Strategies, Policies and Scientific Approaches to Improve Public Health; and Goal 3: Achieve Operational Excellence.
Moore recently served as acting assistant administrator for OFO from December 2024 to April 2025. Her other prior roles include deputy assistant administrator for OFO, an executive associate and a program analyst for OFO Regulatory Operations and a senior compliance specialist within FSIS’ Office of Investigation, Enforcement and Audit. Additionally, she has held various field positions during her career with FSIS including consumer safety inspector; enforcement, investigation and analysis officer; and frontline supervisor.
Moore holds a Bachelor of Science in food science from the University of Massachusetts. She completed her degree while participating in an FSIS externship program that inspired her to pursue a career in public health.
