Documentation Requirements

  1. Obtain FSIS Form 9060-5EP. Visit the Export Guidance page and consult the Requirements for Exporting Processed Egg Products in the middle of the page. For each product listed on the 9060-5EP, include the following statement typed in the remarks section of the FSIS Form 9060-5EP:  

    “The (name of the product) has been pasteurized at _______ °C for _______ seconds.”*

Plants Eligible for Export

All FSIS inspected egg products plants are eligible to export.

  1. Poultry and poultry products (except as indicated in the Ineligible Products section below).
    1. Raw and not fully cooked poultry meat and poultry meat products (except as indicated in the Ineligible Products section below for date range and origin); and
    2. Fully Cooked poultry and poultry products when cooked in compliance with WOAH procedures for the inactivation of high pathogenicity avian influenza viruses in meat products from poultry.
  2. Cooked and pre-cooked meat and meat products.
  3. Beef and beef products.
  4. Ruminant meat originating from Australia and New Zealand is eligible for export to El Salvador (see certification requirements below).
  5. Pork and pork products.
  6. Lamb and lamb products.
  7. Veal and veal products.

  1. Fresh/frozen poultry and poultry products derived from birds raised, slaughtered, processed or stored in states where low or high pathogenic Avian Influenza or virulent Newcastle Disease has been reported as indicated below: any region or county listed under Ineligible except as permitted outside of a period of ineligibility

All export applications for meat and poultry exports must be entered and processed through PHIS beginning Monday, May 20, 2024. All FSIS export certificates must be signed by an FSIS veterinarian. *

Effective for all meat and poultry export certificates approved, signed, and issued on or after May 20, 2024, the export applicant will select the applicable statements when completing the export application in PHIS. The selected statements will be added by PHIS in the "Remarks" continuation page, FSIS Form 9060-5B. *

  1. For all poultry and poultry products, FSIS Form 9060-5: Meat and Poultry Export Certificate of Wholesomeness is required and will be generated through PHIS. The following statements must be selected by the export applicant when completing the export application in PHIS, and will appear in the "Remarks" continuation page, FSIS Form 9060-5B: *
    1. The meat derives from birds raised in the United States of America.
    2. The product was derived from birds originating from a zone free of exotic Newcastle disease and highly pathogenic notifiable avian influenza (HPNAI) for at least 21 days prior to slaughter, and from birds subjected to ante-mortem and post-mortem inspections for NAI with favorable results.
    3. The birds, their products and sub products, come from farms and establishments authorized by APHIS and FSIS to export to El Salvador.
    4. The birds are the progeny of farms and flocks participating in the National Poultry Improvement Plan which are routinely monitored and free from Salmonella Pullorum and Salmonella Gallinarum.
    5. The poultry meat derives from farms which have a sanitary and production program under the supervision of the animal health authorities in the United States. The birds from which the products were derived were not under official veterinary quarantine for poultry diseases transmissible through poultry meat.
    6. There have been no clinical outbreaks of serious poultry diseases transmissible through poultry meat on the premises of origin, notifiable in the United States, for at least 90 days prior to shipment.
    7. The slaughter establishment where the birds were processed was under official inspection and is authorized to export poultry meat.
    8. The product was inspected and passed and found fit for human consumption.
    9. The poultry meat was produced under mandatory HACCP regulations that require microbial testing and written procedures to prevent fecal contamination and contamination of carcasses and parts by enteric pathogens throughout the entire slaughter and dressing operation and was found to be in compliance.
    10. The poultry meat was produced in accordance with the U.S. National Residue Program.
  2. For all cooked and pre-cooked meat and poultry products, FSIS Form 9060-5: Meat and Poultry Export Certificate of Wholesomeness is required and will be generated through PHIS. The conditions of the cooking process (internal temperature and length of cooking time) must be entered by the export applicant in the FSIS Form 9060-5B "Remarks" continuation sheet. The conditions of the cooking process are not required for Ready-To-Eat (RTE) meat and poultry products which are (1) Salt-Cured, (2) Dried, or (3) Acidified/Fermented (without cooking). *
  3. For all meat products, FSIS Form 9060-5: Meat and Poultry Export Certificate of Wholesomeness is required and will be generated through PHIS. The following statement must be selected by the export applicant when completing the export application in PHIS, and will appear in the "Remarks" continuation page, FSIS Form 9060-5B: *

    "Based on the U.S. National Residue Program, the meat is free of harmful residues of antibiotics, heavy metals, pesticides, and hormones."
  4. For beef and beef products, FSIS Form 9060-5: Meat and Poultry Export Certificate of Wholesomeness is required and will be generated through PHIS. The following statements must be selected by the export applicant when completing the export application in PHIS, and will appear in the "Remarks" continuation page, FSIS Form 9060-5B: *
    1. The beef and beef products were derived from animals that were born and raised in the United States or were legally imported in accordance with U.S. import regulations.
    2. The beef and beef products were not derived from the following specified risk materials: the brain, skull, eyes, trigeminal ganglia, spinal cord, vertebral column (excluding the vertebrae of the tail, the transverse processes of the thoracic and lumbar vertebrae, and the wings of the sacrum) and dorsal root ganglia of cattle 30 months of age and older, and the tonsils and distal ileum of the small intestine of any cattle regardless of age.
    3. The feeding of ruminants with ruminant origin meat-and-bone meal and greaves is prohibited in the United States.
    4. The cattle from which the beef and beef products were obtained were not subjected to a stunning process with a device injecting compressed air or gas into the cranial cavity, or to a pithing process.
    5. The beef/beef products were produced and handled in a manner which ensures that such products do not contain and are not contaminated with mechanically separated meat from the skull and vertebral column of cattle.
  5. For beef tallow for human consumption, FSIS Form 9060-5: Meat and Poultry Export Certificate of Wholesomeness is required and will be generated through PHIS. The following statement must be selected by the export applicant when completing the export application in PHIS, and will appear in the "Remarks" continuation page, FSIS Form 9060-5B: *

    "That the maximum content of insoluble impurities of the tallow does not exceed 0.15 percent of its weight."
  6. For re-export of ruminant meat originating from Australia and New Zealand to El Salvador, FSIS Form 9060-5: Meat and Poultry Export Certificate of Wholesomeness is required and will be generated through PHIS. The shipment must be accompanied by a copy of the official export certificate of Australia or New Zealand, which will not be uploaded in PHIS. Exporters are responsible for obtaining a copy of the Australian or New Zealand certificate. *
  7. Lamb Products: FSIS Form 9060-5: Meat and Poultry Export Certificate of Wholesomeness is required and will be generated through PHIS. *
  8. Veal Products: FSIS Form 9060-5: Meat and Poultry Export Certificate of Wholesomeness is required and will be generated through PHIS. *

All federally inspected establishments are eligible to export to El Salvador.
