
Mrs. Carla White

Mrs. Carla White was named Principal Deputy Chief Information Officer for the Office of the Chief Information Officer (OCIO) of the U.S. Department of Agriculture (USDA) Food Safety and Inspection Service (FSIS) in April 2025. In this role, Mrs. White is responsible for assisting the CIO in leading the Information Technology (IT) modernization efforts for OCIO and ensuring the Agency’s IT needs are met. As part of OCIO, Carla’s efforts support FSIS’ Strategic Goal 3: Achieve Operational Excellence.
Mrs. White has more than 20 years of experience leading complex results-oriented teams across the federal government and in the corporate industry. From July 2023 to June 2024, Mrs. White held acting roles in FSIS OCIO as Assistant CIO Portfolio Governance Center and Chief Technology Officer. Her most recent tenure with FSIS is serving as the Assistant Chief Information Officer (ACIO) for Digital Transformation. Carla instrumentally partners with stakeholders at various levels of the organization to strategically lead teams to achieve objectives and reach optimal results.
Prior to joining FSIS, Mrs. White served with the Department of Veteran Affairs where she led the Department’s efforts to improve information technology access to its disabled community. While working at the Federal Bureau of Investigations, Defense Intelligence Agency, and Department of Navy, she developed cutting-edge systems to achieve organization’s mission. She holds various certifications such as the Project Management Professional, Agile Product Owner and Scrum Master and is an Associated Certified Professional Coach with the International Coaching Federation.
Mrs. White has a Bachelor of Science in Computer Science from Saint Paul’s College in Lawrenceville, VA, a Masters in Engineering Management from the Old Dominion University in Norfolk, Virginia and a PH. D in Pastoral Ministries degree with Newburgh Theological Seminary in Newburgh, Indiana.
