International Coordination Executive, Office of the Administrator (OA)

Dr. Michelle Catlin was appointed International Coordination Executive for the U.S. Department of Agriculture’s (USDA) Food Safety and Inspection Service (FSIS) in October 2018.

In her role, Dr. Catlin oversees all of FSIS’ international activities related to the Agency’s public health and food safety mission, implementing the Administrator’s international strategic objectives, and formulating international policies and programs. Her office also coordinates the international activities among FSIS’ Office of Field Operations, the Office of Investigation, Enforcement and Audit, and the Office of Policy and Program Development, and represents FSIS in contacts with foreign governments on technical issues pertaining to the import and export of meat, poultry and egg products to promote the safe international trade of these products. Her functions directly support FSIS’ Strategic Goals: Prevent Foodborne Illness and Protect Public Health, Modernize Inspection Systems, Policies, and the Use of Scientific and Achieve Operational Excellence.

Dr. Catlin has held a variety of leadership roles in FSIS. Most recently, she directed the Office of Public Health Science’s (OPHS) Risk Assessment and Analytics Staff, where she was responsible for risk assessments to inform agency decisions. Previously, she has directed FSIS’ Office of Public Affairs and Consumer Education’s Congressional and Public Affairs Staff, OPHS’ Resource and Program Management Staff, the Data Integration and Analysis Staff in what was then known as the Office of Food Defense and Emergency Response (OFDER), and the Scientific and Technical Support Staff overseeing food defense in OFDER.

Dr. Catlin came to FSIS from the National Academy of Sciences, where she was responsible for all aspects of studies guiding U.S. government decisions related to national drinking water regulations, Veteran compensation policies, state and local smoking policies, women’s health research priorities, and the ethical and scientific issues with studying drugs once they are in commerce.

Dr. Catlin holds a Bachelor of Science (Honors) Degree in Life Sciences and a Master of Science Degree in Pharmacology from Queen’s University at Kingston, Ontario, Canada, and a PhD in Toxicology from the Department of Environmental Health of the University of Washington at Seattle.
