Assistant Administrator, Office of Management (OM)

Frank Mays was appointed Assistant Administrator for the Office of Management (OM) in the U.S. Department of Agriculture’s (USDA) Food Safety and Inspection Service (FSIS) in June 2018. In this position, he leads the program area that is responsible for Human Resource, Administrative Services, and Employee Safety, Health and Wellness. May’s role supports FSIS Strategic Goal 3: Achieve Operational Excellence.

Mays joined FSIS in March 2017 as the Deputy Assistant Administrator for OM after 34 years in the United States military — 8 years in the United States Air Force and 26 years in the United States Navy. During his final tour of duty, Mays served as the Commanding Officer (CO) of Joint Base Anacostia-Bolling (JBAB) in Washington, D.C. In that capacity, he led a 1,200-member workforce. Under his tutelage, JBAB was awarded the Installation Excellence Award in 2016.

Before then, Mays served as the Deputy Division Chief for the Navy’s Congressional Affairs Office where he oversaw the preparation of all Congressional hearings, briefings, requests for information and reports to Congress. He also served tours in seven different Naval Aviation squadrons to include serving as the CO of a squadron deployed to Afghanistan and Iraq, where his squadron garnered the Navy retention excellence, organization efficiency, maintenance proficiency and safety awards.

Mays graduated from City University of Seattle, Washington, with a Master of Business Administration in Finance and received a Master of Science Degree in National Security Strategy from the National Defense University at Fort McNair in Washington, D.C. He also holds a Bachelor of Science Degree in Business Administration from Wayland Baptist University in Plainview, Texas.
