Assistant Administrator, Office of Employee Experience and Development (OEED)

Dr. Soumaya Tohamy was named the Assistant Administrator for the Office of Employee Experience and Development (OEED) in the U.S. Department of Agriculture’s Food Safety and Inspection Service (FSIS) in May 2018. Dr. Tohamy’s duties are aligned with FSIS’ Strategic Goal 3: Achieve Operational Excellence, as she is responsible for ensuring that employees have the critical skills and training they need to support the Agency’s mission of protecting public health by preventing foodborne illnesses. Dr. Tohamy also leads the Agency’s training modernization initiative including interactive technology.   

Most recently, Dr. Tohamy served as the Deputy Assistant Administrator for the Office of Data Integration and Food Protection (ODIFP). As part of ODIFP, she coordinated data analysis and integration activities, which supported Strategic Goals 1 and 2: Prevent Foodborne Illness and Protect Public Health and Modernize Inspection Systems, Policies, and the Use of Scientific Approaches. Prior to that, Dr. Tohamy spent five years in FSIS’ Office of Policy and Program Development as the Policy Analysis Staff Director and the Deputy Assistant Administrator.

At FSIS, Dr. Tohamy has led the regulatory impact analyses for many of the Agency’s proposed and final rules, including the New Poultry Inspection System and Nutrition Labeling. Both rules directly contribute to the FSIS mission of preventing foodborne illnesses and protecting public health by ensuring that meat, poultry and processed egg products are safe, wholesome, and correctly labeled and packaged. Before Dr. Tohamy joined the Agency, she developed consumer product regulations and led strategic planning and performance evaluation initiatives at the Consumer Product Safety Commission.

Dr. Tohamy holds a Bachelor of Arts Degree in Economics from the American University in Cairo and a Ph.D. in Economics from Emory University.
