Self-Certification Return to Work Plan

Throughout the COVID-19 pandemic, FSIS has prioritized the health and safety of our employees while you provide an essential service to the American public by ensuring the safety of meat, poultry, and egg products.

FSIS has allowed employees who are in CDC-defined higher-risk categories to self-certify with their supervisor and utilize Code 66, Weather and Safety Leave. We have come a long way since the start of the pandemic and FSIS employees now have access to protective equipment, including face coverings, face shields, and hand sanitizer. FSIS-regulated establishments have been directed to utilize CDC and OSHA’s Guidance for Meat and Poultry Processing Workers and Employers, which describes engineering and administrative controls that help mitigate the risk of COVID-19 to employees. Taken together, these factors help to reduce the risk of FSIS employees being exposed to COVID-19 in the workplace.

The attached guidance document, Return-to-work Plan for FSIS Field Employees who have Self-Certified, will help supervisors identify which field employees who have self-certified as being at higher-risk can return to work. Employees with questions about the guidelines should speak with their supervisor. Supervisors are expected to have a discussion with each employee who is currently self-certified to discuss returning to work.  The health and well-being of our employees is our top priority and we will continue to work with higher-risk employees to bring them back to work as safely as possible.
