  1. Pork and Pork Products - Pork and pork products exported to Peru must have either undergone a Trichinae mitigation processes in accordance with the FSIS Compliance Guideline for the Prevention and Control of Trichinella and Other Parasitic Hazards in Pork and Products Containing Pork, or other process that guarantees the destruction of the parasite Trichinella spiralis, be derived from carcasses that have tested negative for trichinosis, or derived from swine and swine enterprise that are certified participants in the National Pork Board’s Pork Quality Assurance (PQAPlus) program.  Establishments presenting pork or pork products for export certification under a PQAPlus program must produce the product under the AMS PQAPlus Pork EV program. 
    1. AMS PQAPlus Pork EV Program
      1. Information about the AMS PQAPlus Pork EV program for Peru and a list of EV approved establishments can be obtained from AMS' Web site.
      2. The unique product identification system can be accessed by authorized FSIS inspection personnel from SharePoint. Details of the Export Verification program can be accessed from the Export Verification (EV) Programs page on the AMS' Web site.
      3. If FSIS inspection personnel become aware of concerns that an AMS approved EV establishment is not properly executing its EV program, export certification should not be issued for the product in question and AMS should be notified at QAD.AuditService@ams.usda.gov. Inspection personnel should include their immediate supervisor on messages to AMS. The following information should be included in the message:
        1. Establishment name, address, and establishment number
        2. Product type, product code, and quantity of product
        3. Date of production, lot number, and shift
        4. Date and nature of observation
        5. Name of country product is intended for export
        6. Export certificate number (if applicable)
        7. Any other information to verify claim
        8. Name of inspection official
  2. Mixed meat products containing combinations of fresh/frozen beef, pork, or poultry meat.
  3. Processed (multi-ingredient) poultry and poultry products.(see Ineligible Products section below)
  4. Beef and beef products.
    1. Beef and beef products produced on or after March 16, 2016 are eligible. An establishment where non-conforming product is also present is subject to an approved AMS Export Verification (EV) Program to ensure control of the non-conforming product.
    2. Beef and beef products produced prior to March 16,2016 must be produced under an approved AMS Export Verification (EV) program for beef to Peru. Veal is not subject to an approved EV program; however, an EV program is necessary if the facility also handles non-conforming product in which case the EV program is required to ensure control of the non-conforming product. Information about the EV program for Peru and a list of EV approved establishments can be obtained from AMS' Web site.
      1.   1. Packing Date(s):
    1. Peru requires packing dates for pork and pork products and processed poultry products. The requirement applies to shipping container labels. The packing dates must be written in Gregorian system, such as DD/MM/YY or MM/DD/YY or other combinations that provide the day, month, and year of the packing date.
    2. Immediately adjacent to the date must be a phrase explaining that the date is the "packing" date (i.e."Packed On", "Date of Packing", etc.). The use of Julian dates as packing dates may cause shipments to be detained and refused entry.
    3. Packing dates are not required for beef and beef products nor for poultry meat

All FSIS export certificates accompanying the product must be signed by an FSIS veterinarian. The veterinary degree (DVM or equivalent) must be indicated after the signature.

  1. General Information
    1. Certification of Product. Peru requires a separate FSIS Form 9060-5 for each species of product to be exported. The product description indicated on Form 9060-5 must be reflected exactly as it is on the product container. Failure to follow this procedure could result in delayed entry upon arrival.
    2. All certificates must be error free; that is, no erasures, no line-outs, no pen and ink changes, or any other type of amendments.
    3. Exporters should verify that a valid import permit has been issued to the importer prior to shipment.
  2. Pork and Pork Product
    1. Pork and pork products exported to Peru must be derived from carcasses that
      1. tested negative for trichinosis OR
      2. was subject to a freezing process or other process that guarantees the destruction of the parasite Trichinella spiralis. OR
      3. were derived from swine and swine enterprises with certified participation in the National Pork Board’s PQAPlus program as verified by establishment participation in the AMS PQAPlus Pork EV program or APHIS PSVP
    2. Obtain FSIS Form 9060-5 - Export Certificate of Wholesomeness.
      1. The following certification statements must be placed in the "Remarks" section of FSIS Form 9060-5 or on an accompanying FSIS Letterhead Certificate for pork and pork products:
        1. The pork and pork products were derived from animals that were born raised and slaughtered in the United States or were legally imported.
        2. The United State is free of foot-and-mouth disease, classical swine fever, swine vesicular disease, and African swine fever.
        3. The pork and pork products were derived from animals that originated in areas which are not under quarantine or restricted conditions due to a disease control and no epidemic outbreak has occurred at the slaughter plant from any infectious diseases that may affect the species.
        4. The pork and pork products were derived from federally certified slaughter and processing facilities operating under permanent supervision of the Food Safety and Inspection Service (FSIS) with a HACCP system in place or were legally imported from a country with an equivalent food safety system.
        5. The processing (or slaughter) plant is in an area where no epidemic outbreak of quarantined disease that may affect the species has occurred, in the three months prior to slaughter.
        6. The pork and pork products were derived from swine that were officially given an ante-mortem and post-mortem inspection by FSIS inspection officials or were legally imported from a country with an equivalent food safety system.
        7. The pork and pork products were derived from carcasses that tested negative for trichinosis or was subject to a freezing process or other process that guarantees the destruction of the parasite Trichinella spiralis or derives from swine and swine enterprises with certified participation in the National Pork Boards Pork Quality Assurance Plus (PQAPlus) program as verified by establishment participation in the AMS PQAPlus Pork EV program or the APHIS PSVP program that address product wholesomeness and biosecurity, are subject to surveillance conducted in the United States, and have a minimal risk for infection from Trichinella spp..
        8. The product carries the official mark of inspection and information identifying the manufacturer, packer or distributor.
        9. The pork and pork products were hygienically handled and transported while under FSIS control.
        10. Trucks and containers have been properly washed and disinfected in accordance with State and Federal laws and regulations.

          Note: For attestation #7 on the FSIS Letterhead Certificate for pork and pork products, the non-applicable trichinae treatment(s) and PQAPlus program must be struck through and signed with the full name of the FSIS certifying official beside the strike through, in blue ink. Pork and pork products with different mitigation conditions applied must be certified with separate FSIS form 9060-5 and appropriate letterhead certificate with the non-applicable trichinae mitigations struck through. Peruvian authorities require this to distinguish which pork and pork products were produced under which mitigation. 

          Note: The establishment must have an acceptable control program to identify and segregate pork found to be trichinae-free. Laboratories used to conduct the analysis must participate in the Agricultural Marketing Service (AMS) Laboratory Approval Program (LAP) for Exports for Trichinae Analysis. Information about the program can be obtained from AMS' website.
  3. Fresh/Frozen Poultry Meat Products
    1. Obtain FSIS Form 9060-5 - Export Certificate of Wholesomeness.
      1. The following certification statements must be placed in the "Remarks" section of FSIS Form 9060-5 or on an accompanying FSIS letterhead certificate for fresh or frozen poultry products:
        1. The meat was derived from poultry which were born, raised and fed in the United States.
        2. The meat was derived from areas recognized by Peru as free of avian influenza and Newcastle disease, as defined by the World Organization for Animal Health (OIE).
        3. The birds from which the products were derived were bred on farms which are not under official quarantine for the control or eradication of poultry diseases and where no epidemic outbreak caused by infectious illness that affect the species has been encountered at the slaughterhouse.
        4. The meat was derived from federally certified slaughter facilities, operating under permanent supervision of the Food Safety and Inspection Service (FSIS).
        5. The meat was derived from birds that were officially given an ante-mortem and post-mortem inspection by FSIS inspection officials.
        6. The meat is fit for human consumption.
        7. The meat has been handled, cut and stored under proper hygienic conditions.
        8. The meat or meat packages are marked with the establishment number of the producing establishments including the name, address, and date of labeling.
        9. The means of transport, handling and loading conditions meet the hygiene requirements of the United States.
        10. The slaughter or processing plant where the meat was processed has a HACCP system in place.
        11. The meat is transported in containers or thermo refrigerated vehicles that are monitored to assure that they maintain appropriate refrigerated or frozen temperatures.
        12. Trucks and containers have been properly washed and disinfected.
  4. Processed Poultry Meat and Poultry Products:
    1. Obtain FSIS Form 9060-5 - Export Certificate of Wholesomeness.
      1. The following certification statements must be placed in the "Remarks" section of FSIS Form 9060-5 or on an accompanying FSIS Letterhead Certificate for process poultry and poultry products:
        1. The processing facility where the product was produced has implemented the Hazard Analysis and Critical Control Points (HACCP) system, and is formally approved by the governmental authorities in the United States to export to Peru./ La planta de elaboración, donde se fabrico el producto tiene implementado el Sistema de Análisis de Peligros y Puntos Críticos de Control (HACCP); y esta oficialmente autorizado por la Autoridad Oficial Competente de Estados Unidos.
        2. The product was produced with inputs of slaughtered birds under official sanitary inspection, which had a favorable result ante-mortem and post-mortem to discard presence of infectious diseases./ El producto fue elaborado con insumos de aves sacrificadas bajo inspección sanitaria oficial, que tuvieron resultado favorable a una inspección ante-mortem y post-mortem para descartar enfermedades infecciosas.
        3. The poultry meat and poultry meat products for export to Peru were not derived from birds slaughtered in the context of any poultry disease control or eradication program./ La carne de aves y productos de la carne de aves para ser exportadas a Perú, no derivan de aves sacrificadas dentro del contexto de ningún programa de control o erradicación de enfermedades aviares.
        4. The region (county or counties) from which the birds originate is considered free of notifiable Highly Pathogenic Avian Influenza and Newcastle Disease as defined by the Terrestrial Animal Health Code of the World Organization for Animal Health./ La región de la que proceden las aves se declara libre de Influenza Aviar altamente patógena y la enfermedad de Newcastle según la definición del Código Sanitario para Animales Terrestres de la Organización Mundial de Sanidad Animal.
        5. The product is fit for human consumption./ El producto es apto para el consumo humano.
        6. The packages are marked with the establishment number of the producing establishment including the name, address and date of packing./ Los envases están etiquetados con el número, nombre y dirección del establecimiento, productor y fecha de envasado.
        7. Packing and packaging materials for product transportation are of first use and were not exposed to contamination./ Los envases y embalajes para transportar el producto, son de primer uso y no han estado expuestos a cualquier fuente de contaminación.
        8. The product does not contain raw material of bovine and ruminant. (Note: This additional statement is only required for certification of powdered cooked poultry). / La harina de aves, no contiene materias primas de origen bovino y rumiante.
  5. Beef, Beef Products and Beef Offals:
    1. The statement "This product meets the export requirements of Peru" must be in the "Remarks" block of FSIS Form 9060-6, Application for Export Certificate.
    2. Obtain FSIS Form 9060-5 - Export Certificate of Wholesomeness.
      1. The following certification statements must be placed in the "Remarks" section of FSIS Form 9060-5 or on an accompanying FSIS letterhead certificate for beef, beef products, and beef offals:
        1. The beef, beef products or beef offals derive from cattle that were raised in the United States or from animals or products that were legally imported into the United States. Imported meat products originate from countries in compliance with United States animal health regulations and equivalent food safety systems.
        2. The United States is a negligible risk country and has an active BSE surveillance program which meets or exceeds international standards established by the World Organization for Animal Health (OIE) for a negligible risk country.
        3. The United States enforces animal health regulations that ban the feeding of ruminants with meat-and- bone meal and greaves of ruminant origin in accordance with OIE guidelines.
        4. The beef, beef products or beef offals were obtained from cattle that were not subjected to a stunning process, prior to slaughter, with a device injecting compressed air or gas into the cranial cavity, or to a pithing process.
        5. The beef, beef products or beef offals were derived from federally inspected slaughter or processing facilities, operating under the supervision of FSIS or were legally imported into the United States. The animals from which the beef, beef products or beef offals derive did not present disease signs at ante-mortem or post-mortem inspection and were declared fit for human consumption by the official FSIS inspection.
        6. The product or immediate packaging bears the official USDA Mark of Inspection identifying the producing establishment and provides assurance that the product was produced in compliance with all Federal statutes and regulations for sanitation, HACCP, microbiological and residue testing, and transportation.
        7. The beef or beef products were hygienically handled under FSIS inspection.
  6. For fresh/frozen ovine meat of Australian origin:
    1. Obtain FSIS Form 9060-5 - Export Certificate of Wholesomeness.
      1. The following certification statements must be placed in the "Remarks" section of FSIS Form 9060-5 or on an accompanying FSIS letterhead certificate for ovine product of Australian origin:
        1. All of the ovine meat exported to Peru is originally from Australia. Before being imported to the United States, it has met the sanitary requirements demanded in Australia.
        2. The exporting country is free of Aphthous Fever, bovine plague, plague of the small ruminants.
        3. The facility, where the ovine meat has been stored, is located in an area where there have not been epidemic outbreaks caused by infectious and contagious illnesses that may affect this species.
        4. The meat has been vacuum-sealed. The official inspection and the slaughterhouse of Australian origin are identified.
        5. The meat is fit for human consumption.
        6. The meat is packaged in drip-proof containers that indicate the date of packing.
        7. The means of transport, handling and loading conditions meet the hygiene requirements of the United States.
  7. Salted Pork Casings:
    1. Obtain FSIS Form 9060-7 (08/26/2011), Animal Casings Export Certificate for Countries Requiring Ante-mortem, Post-mortem, and Fit for Human Food Statements.
      1. The following certification statements must be placed in the "Remarks" section of FSIS Form 9060-7 or on an accompanying FSIS Letterhead Certificate for salted pork casings:
        1. The casings derive from animals that were born, raised, fattened and slaughtered in the United States or from animals that were legally imported into the United States./ Proceden de animales nacidos, criados, cebados y faenados en los Estados Unidos o de animales que fueron importados legalmente.
        2. The United States is recognized as a country free from foot-and-mouth disease, swine vesicular disease, African swine fever, and classical swine fever./ Estados Unidos es reconocido come un país libre de Fiebre Aftosa, Enfermedad Vesicular del Cerdo, Peste Porcina Africana y Peste Porcina Clásica.

        4.   8. Mixed Meat Products Containing Combinations of Beef, Pork, or Poultry Meat

The mixed meat products were subjected to the FSIS sampling and testing program in accordance with the U.S. National Residue Program, or were legally imported from countries with equivalent food safety systems with product sampling and testing programs, which assures that the products do not contain harmful levels of veterinary drugs, pesticides, or environmental contaminants. / Los productos cárnicos mixtos se sometieron al programa de muestreo y prueba del FSIS de acuerdo con el Programa Nacional de Residuos de EE. UU., o se importaron legalmente de países con sistemas equivalentes de inocuidad de los alimentos con programas de muestreo y prueba del producto, lo que garantiza que los productos no contengan niveles de medicamentos veterinarias, pesticidas o contaminantes ambientales. 

        6. The mixed meat products were produced in, or legally imported from, establishments with a written recall program that complies with U.S. regulations and the products are identified with information that allows for product recall and traceback. / Los productos cárnicos mixtos se produjeron en, o fueron legalmente importados de, establecimientos con un programa de retiro escrito que cumple con las leyes de los Estados Unidos y los productos se encuentran identificados con información que permite recuperar y rastrear el producto.

        7. The mixed meat products were derived from animals that originated in areas which are not under Federal quarantine or restricted conditions for the control or eradication of diseases that affect the species contained in the products. Likewise, at the time of processing, no evidence of an epidemic outbreak was observed at the establishment due to an infectious disease that affects the species contained in the product consistent with WOAH guidelines. / Los productos cárnicos mixtos fueron derivados de animales que se originaron en áreas que no están bajo cuarentena Federal o condiciones restringidas para el control o erradicación de enfermedades que afectan las especies contenidas en los productos. Asimismo, al momento del procesamiento, no se observaron evidencia de un brote epidémico en el establecimiento debido a alguna enfermedad infecciosa que afecte a las especies contenidas en el producto de manera consistente con las directrices de la Organización Mundial de Sanidad Animal (OMSA).

        8. The packaging materials must be safe for the intended use for edible products and may not be composed in whole or in part of any poisonous or deleterious substances which may render the contents adulterated or injurious to health and is in compliance with U.S. regulatory requirements. / Los materiales de empaque deben ser seguros para el uso previsto en productos comestibles y no deben integrar en su composición total o parcialmente sustancias tóxicas o nocivas que puedan producir contenidos adulterados o perjudiciales para la salud, y que cumplen con los requisitos reglamentarios de los Estados Unidos.

        9. Any means of conveyance found to create an insanitary condition or product adulteration at the FSIS inspected establishment shall not be used in accordance with U.S. regulatory requirements. The means of conveyance does not create an insanitary condition that would cause the mixed meat product to become adulterated under U.S. laws and regulations. / Cualquier medio de transporte identificado de ser responsable de crear una condición insalubre o de adulteración de producto en establecimientos inspeccionados por el FSIS, no deberá ser utilizado

        10. The mixed meat products are fit for human consumption. / Los productos cárnicos mixtos son adecuados para el consumo humano.

        11. The product was produced in a zone (county or counties) free of foot-and-mouth disease without vaccination, classical swine fever, swine vesicular disease, and African swine fever as defined by the World Organisaton for Animal Health (WOAH) or it was subject to a mitigation treatment sufficient to inactivate the viruses of concern consistent with WOAH guidelines. / El producto se elaboró en un condado o condados libres de fiebre aftosa sin vacunación, peste porcina clásica, enfermedad vesicular porcina, y peste porcina africana según la definición de la por la Organización Mundial de Sanidad Animal (OMSA), o estuvo sujeto a un tratamiento de mitigación suficiente para inactivar los virus en cuestión de manera consistente con las directrices de la OMSA.

        12. The mixed meat products containing pork were derived from: / Los productos cárnicos mixtos que contienen carne o productos de cerdo derivaron de: 

          1. Swine carcasses that tested negative for Trichinella spp. by a digestion method assay or other supported method; or / Las canales porcinas que dieron negativo para Trichinella spp. mediante un por ensayo de método de digestión u otro método compatibal; o 

          2. Raw pork that was subjected to a freezing process verified by FSIS that guarantees the destruction of the parasite Trichinella spp.; or / Carne de cerdo cruda que fue sometida a un proceso de congelamiento verificado por FSIS que garantizará la destrucción del parasito Trichinella spp.; o

          3. Pork that was subjected to a cooking, curing, drying, or fermenting process verified by FSIS that guarantees the destruction of the parasite Trichinella spp.; or / Carne de cerdo que fue sometida a un proceso de cocción, curado, secado, o fermentación verificado por el FSIS que garantiza la destrucción del parásito Trichinella spp.; o

          4. Swine and swine enterprises with certified participation in the National Pork Board’s Pork Quality Assurance Plus® (PQAPlus®) program, as verified by the FSIS inspected establishment’s participation in the Agricultural Marketing Service (AMS) PQAPlus Pork Export Verification program, that addresses product wholesomeness and biosecurity before slaughter, that are subject to surveillance conducted in the United States, and have a minimal risk of infection from Trichinella spp. infection. / Los cerdos y empresas porcinas con participación certificada en el programa Pork Quality Assurance Plus® (PQAPlus®) de la National Pork Board, según lo verificado por la participación del establecimiento inspeccionado por el FSIS en el programa de Verificación de Exportación de Cane de Cerdo PQAPlus de Servicio de Mercadeo Agricola (AMS), que aborda la salubridad y la bioseguridad del producto antes del sacrificio, que están sujetos a la vigilancia realizada en los Estados Unidos, y que tienen un riesgo mínimo de infección por Trichinella spp.

        13. The United States is a negligible risk country and has an active BSE surveillance program which meets or exceeds international standards established by the World Organization for Animal Health (WOAH) for a negligible risk country. / Los Estados Unidos es un país con riesgo insignificante y tiene un programa activo de vigilancia para la Encefalopatía Espongiforme Bovina (BSE) que cumple o sobrepasa los estándares establecidos Organización Mundial de Sanidad Animal (OMSA) para ser considerado un país de riesgo insignificante.

        14. The United States has in place a ban on feeding of ruminants with ruminant origin meat-and-bone meal and greaves, and this ban has been effectively enforced. / Los Estados Unidos han establecido una prohibición de alimentar animales rumiantes con harinas y grasas hechos de carne y/o hueso de rumiantes. Esta prohibición ha sido ejecutada de manera efectiva.

        15. The beef, beef products, or beef offals were obtained from cattle that were not subjected to a stunning process, prior to slaughter, with a device injecting compressed air or gas into the cranial cavity, or to a pithing process. / La carne de res, productos de carne de res o vísceras de res se obtuvieron de ganado que no fue sometido al proceso de aturdimiento, antes de ser sacrificados, con un dispositivo de inyección de aire o gas comprimido en la cavidad craneal, ni al corte de médula. 

        16. The product was produced in a zone (county or counties) free of foot-and-mouth disease as defined by the World Organisation for Animal Health (WOAH) without vaccination, or it was subject to a mitigation treatment sufficient to inactivate the virus of concern consistent with WOAH guidelines. / El producto se produjo en un condado o condados libres de fiebre aftosa según la definición de la Organización Mundial de Sanidad Animal por la Organización Mundial de Sanidad Animal (OMSA) sin vacunación, o estuvo sujeto a un tratamiento de mitigación suficiente para inactivar el virus en cuestión de manera consistente con las directrices de la OMSA.

          Mixed Meat Products Containing Poultry Meat [Strike through if it is not applicable] / Para Productos Cárnicos Mixtos que contienen carne de aves [Tachar si no corresponde] 

        17. The poultry products were produced in a zone (county or counties) which is considered free of highly pathogenic avian influenza and virulent Newcastle disease in commercial poultry, as these diseases are defined by the World Organisation for Animal Health (WOAH) or were subject to a mitigation treatment sufficient to inactivate the viruses of concern consistent with WOAH guidelines. / Los productos avícolas se produjeron en un condado o condados que se consideran libres de influenza aviar altamente patógena y de la enfermedad virulenta de Newcastle en aves comerciales, según la definición de estas enfermedades de la por la Organización Mundial de Sanidad Animal (OMSA), o estaban sujetos a un tratamiento de mitigación suficiente para inactivar los virus en cuestión de manera consistente con las directrices de la OMSA.

All federally inspected establishments are eligible for export.

For beef and beef products produced on or after March 16, 2016, all Federally inspected establishments are eligible to export to Peru. Beef and beef products produced prior to March 16, 2016 must originate from AMS EV approved establishments.
