Eligible U.S. Establishments by Country
U.S. establishments that want to export FSIS-regulated products to the following countries will, at minimum, need to complete and submit the FSIS 9080-3 form in PHIS unless otherwise stated. If a country is not listed below, exporters do not need to submit a 9080-3. For countries listed below, please ensure all conditions are met when submitting the 9080-3. FSIS submits any updates or additions to establishment lists at the frequency that the country has negotiated to accept updates. Instructions for completing the 9080-3 can be found here.

Australia Eligible Establishment List
FSIS will review the Form 9080-3 for accuracy along with eligibility for the type of operation, class of products, and species eligibility. Eligible establishments will be added to the Australia Eligible Establishment List in the Export Library.
Establishments listed on the Australia Eligible Establishment List must ensure that all information on the list matches exactly with the information printed on the export certificate. Any discrepancies should be addressed by submitting a 9080-3 to correct the information.

Brazil Eligible Establishment List
FSIS will review FSIS Form 9080-3 for accuracy along with eligibility for the type of operation, class of products, and species eligibility. The eligible establishment list will be sent to Brazil for certification once a month.
When FSIS receives notification from Brazil that the establishments are registered, they will be added to the Brazil Eligible Establishment List in the Export Library. Product cannot be shipped until confirmation of both establishment and label of registration is received from Brazil.
Establishments listed on the Brazil Eligible Establishment List must ensure that all information on the list matches exactly with the information printed on the export certificate. Any discrepancies should be addressed by submitting a 9080-3 to correct the information.

Canada Eligible Establishment List (Canadian Food Inspection Agency (CFIA) Website)
Exporters must make sure that their establishments and their meat or poultry suppliers are listed in the current FSIS Meat and Poultry Inspection Directory and on Canada's eligible establishment list to export meat and poultry products to prevent any delays in getting their certificates approved.
The FSIS Form 9080-3 is reviewed by FSIS for accuracy along with eligibility for the type of operation, class of products, and species eligibility. All FSIS approved and certified establishments will be added to the list of eligible establishments. Approved and certified establishment lists are sent to Canada twice a month.
After submission of the approved and certified establishment lists to Canada, FSIS will receive a notification of establishment approval from Canada for eligibility to export to Canada. Products are only eligible for export to Canada if the products have been produced and shipped after each establishment is listed to the Canada Eligible Establishment List in the Export Library.
Establishments listed on the Canada Eligible Establishment List must ensure that all information on the list matches exactly with the information printed on the export certificate. Any discrepancies should be addressed by submitting a 9080-3 to correct the information.
For Canadian exports, all food animal source materials that are used to produce finished meat and poultry products must come from and be processed in Canada certified and listed establishments.

China Eligible Establishment List
U.S. establishments can only export to China meat and poultry that are slaughtered, further processed, or stored after the establishment has been added to the eligible establishment list.
Interested exporters wanting to be added to the China Eligible Establishment List or update their current information, must submit a FSIS Form 9080-3 for review.
An FSIS eligible establishment list is sent to China for approval once a month.
When FSIS receives notification from China that the establishment has been approved and added to China's approved establishment list, the establishment will be added to FSIS' China Eligible Establishment List in the FSIS Export Library.
Products are only eligible for export to China if the products have been both produced, stored, and shipped after each establishment is listed on the eligible plant list.
Establishments listed on the China Eligible Establishment List must ensure that all information on the list matches exactly with the information printed on the export certificate. Any discrepancies should be addressed by submitting a 9080-3 to correct the information.

European Union Eligible Establishment List (EU website)
In addition to submitting a completed FSIS Form 9080-3, exporters are required to complete and upload FSIS Form 9100-1, the European Union Conformance Verification Checklist for Meat and Poultry Establishments. This must be uploaded into PHIS and submitted together with the 9080-3.
9080-3 and 9100-1 forms are reviewed for accuracy, along with eligibility for the type of operation, class of products, and species eligibility. Then a list of eligible establishments will be sent to the EU monthly.
The European Union will review the submitted FSIS list. Once the European Union approves, the EU will list those approved establishments on the European Union official website- Establishment Lists - TRACES NT (europa.eu)
Establishments listed on the European Union Eligible Establishment List must ensure that all information on the list matches exactly with the information printed on the export certificate. Any discrepancies should be addressed by submitting a 9080-3 to correct the information.

Effective February 14, 2025, only those U.S. establishments that slaughter, process, store or export meat and/or poultry products, that are approved by Hong Kong and added to the Hong Kong Eligible Establishment List can export to Hong Kong.
Prior to the effective date of February 14, 2025, all U.S. federally inspected establishments are eligible to export meat and poultry products to Hong Kong. FSIS IPP are to continue certifying exports to Hong Kong as usual until February 14, 2025, at which time the new Hong Kong Eligible Establishment List becomes effective.
Exporters interested in being added to the Hong Kong Eligible Establishment List should continue submitting 9080-3 export applications for review and approval. FSIS will continue to provide Hong Kong an updated establishment list monthly. FSIS will update the Hong Kong Eligible Establishment List upon notification from Hong Kong of approved establishments.
At this time, Hong Kong has not provided FSIS with its requirements for accepting new U.S. certified establishment lists after February 14, 2025. FSIS will provide updates once it has received this information.

Israel Eligible Establishment List.
FSIS Form 9080-3 forms are reviewed for accuracy, along with eligibility for the type of operation, class of products, and species eligibility. Then an eligible establishment list is sent to Israel once a year.
Product should not be shipped until FSIS has received certification confirmation from Israel. Establishments are then placed on the Israel Eligible Establishment List in the Export Library.
Establishments listed on the Isreal Eligible Establishment List must ensure that all information on the list matches exactly with the information printed on the export certificate. Any discrepancies should be addressed by submitting a 9080-3 to correct the information.

Japan Eligible Establishment List (Casings)
FSIS 9080-3 forms do not need to be submitted for facilities other than the types in the two lists above.
For Cold Storage Facilities: FSIS will review FSIS Form 9080-3 for accuracy, and eligible establishments will be added to the Japan Eligible Establishment List (Cold Storage Facilities) in the Export Library once a month.
For Casings: FSIS will review FSIS Form 9080-3 for accuracy. FSIS will send an eligible establishment list monthly to Japan for certification. Once certified by Japan, eligible establishments will be added to the Japan Eligible Establishment List (Casings)in the FSIS Export Library.
Establishments listed on the Japan Eligible Establishment List must ensure that all information on the list matches exactly with the information printed on the export certificate. Any discrepancies should be addressed by submitting a 9080-3 to correct the information.

Establishments ineligible to export
These establishments are identified in the Korea export requirements for the period of time that they are ineligible.
Mexico Eligible Establishment List
The FSIS Form 9080-3 is reviewed by FSIS for accuracy along with eligibility for the type of operation, class of products, and species eligibility. All FSIS approved and certified establishments will be added to the list of eligible establishments and sent to Mexico twice a month.
After submission of the approved and certified establishment lists to Mexico, FSIS will receive a notification from Mexico of establishment approval for eligibility to export to Mexico. The approved establishments will be added to the Mexico Eligible Establishment List.
Products are only eligible for export to Mexico if the products have been both produced and shipped after each establishment is listed on the Mexico Eligible Establishment List.
Establishments listed on the Mexico Eligible Establishment List must ensure that all information on the list matches exactly with the information printed on the export certificate. Any discrepancies should be addressed by submitting a 9080-3 to correct the information.

South Africa Eligible Establishment List
Submission of FSIS Form 9080-3 is not required for establishments that strictly perform processing activities or cold storage.
However, raw materials for processing and cold storage must originate from meat and poultry slaughter establishments that are approved to export to South Africa.
The FSIS Form 9080-3 is reviewed by FSIS for accuracy along with eligibility for the type of operation, class of products, and species eligibility. All FSIS approved and certified establishments will be added to the list of eligible establishments. Approved and certified establishment lists are sent to South Africa monthly.
After submission of the approved and certified establishment lists to South Africa, FSIS will receive a notification of establishment approval from South Africa for eligibility to export South Africa. Once approved, establishments are added to the current South Africa Eligible Establishment List in the FSIS Export Library.
Establishments listed on the South Africa Eligible Establishment List must ensure that all information on the list matches exactly with the information printed on the export certificate. Any discrepancies should be addressed by submitting a 9080-3 to correct the information.

Establishments ineligible to export
These establishments are identified in the Taiwan export requirements for the period of time that they are ineligible.
United Kingdom Eligible Establishment List (UK website)
In addition to submitting a completed FSIS Form 9080-3 in PHIS, export applicants need to complete and upload FSIS Form 9100-1 the European Union Conformance Verification Checklist for Meat and Poultry Establishments. This must be uploaded into PHIS and submitted together with the 9080-3.
9080-3 and 9100-1 forms are reviewed for accuracy, and a list of eligible establishments will be sent to the United Kingdom monthly.
The United Kingdom will review the submitted FSIS list. Once the United Kingdom approves the list, the United Kingdom will list those approved establishments on their "List of establishments in non-EU countries approved to export animal products to Great Britain (GB)."
The establishment must be on the United Kingdom Eligible Establishment List to be eligible to export to the UK. Establishments on the EU approved plant lists are not automatically eligible to export to the United Kingdom.
