- Meat and poultry products must be packaged according to U.S. requirements.
- Shipping containers must be sealed; commercial seals are acceptable.
Ship Stores
Products for touristic ship stores or passengers in transit, which will not be nationalized or marketed in Colombia, do not have to meet Colombia’s labeling requirements and do not have to be registered with Colombia. FSIS Form 9060-5, Meat and Poultry Export Certificate of Wholesomeness is required and will be generated through PHIS. The statement “product exclusively for touristic ship stores or passengers in transit” must be added to the export certificate via the PHIS statements module when completing the export application in PHIS. The selected statements will be added by PHIS to the remarks continuation page, FSIS Form 9060-5B.
Note to Industry: Products shipped without a valid import permit may be denied entry into Colombia.
All FSIS export certificates accompanying the product must be signed electronically by an FSIS veterinarian in PHIS. PHIS will add DVM after the digital signature.
All export applications for meat and poultry exports must be entered and processed through PHIS beginning Monday, March 6, 2023.
Note: Statements required on industry letterhead or stationery noted in the export library are to accompany the FSIS export certification documentation but are not uploaded into the PHIS export module for exports to Colombia.
Effective for all meat and poultry export certificates approved, signed, and issued on or after March 6, 2023, FSIS Letterhead Certificates will no longer be signed and issued by FSIS IPP. Instead, the export applicant will select the equivalent statements via the PHIS statements module when completing the export application in PHIS. - If the certificate contains further processed pork products, these have been subjected to one of the following processes to achieve food safety: a) cooking/heat process; b) curing, drying, or fermenting. / Con el propósito de alcanzar la inocuidad los productos de cerdo procesados incluidos en el certificado han sido sometidos a uno de los siguientes procesos: a) tratamiento de cocción/térmico; b) curado, secado o fermentación.
Note: Regarding the underlying basis that enables FSIS to certify Statement 11: Information about the surveillance conducted in the United States for the animal diseases listed by the World Animal Health Organization is provided to Colombia on a recurring basis by USDA APHIS Veterinary Services. The information provided includes reports regarding swine health and trichinae surveillance, from the National Animal Health Monitoring System (NAHMS).
Note: Each FSIS Form 9060-5 and 9060-5B that is issued should represent product that has the same status regarding Trichinae spiralis mitigation, including or excluding Statement 13 as applicable to the product. Product in a shipment that has been subjected to different Trichinae spiralis mitigations must be represented by a separate 9060-5 and 9060-5B certificate. Failure to follow these instructions may cause shipments to be detained and refused entry.
- For Pork and Pork Products that have been subjected to Freezing for Trichinae spiralis mitigation:

- The beef and beef products derive from cattle that were raised in the United States, or derive from animals or products that were legally imported into the United States. / La carne de bovino y los productos de carne de bovino se originan de animales que fueron criados en los Estados Unidos, o se deriva de animales o productos que fueron legalmente importados a los Estados Unidos.
- The beef and beef products were derived from cattle that were not subjected to a stunning process, prior to slaughter, with a device injecting compressed air or gas into the cranial cavity, or to a pithing process. / La carne de bovino y los productos de carne de bovino se deriva de animales que no fueron aturdidos previo al sacrificio mediante inyección con aire o gas comprimido al interior de la cavidad craneal ni mediante corte de la medula.
- The slaughter or processing plant where the meat was processed has a Hazard Analysis and Critical Control Point (HACCP) system in place. / La planta de sacrificio o de procesamiento donde se procesó la carne tiene establecido un Sistema de Análisis de Peligros y Puntos Críticos de Control (APPCC).
- The beef and beef products were maintained under refrigeration or freezing or at ambient temperature based on the individual storage requirements for each product, to ensure wholesomeness and prevent unsanitary conditions while under FSIS control. / La carne de bovino y los productos de carne de bovino fueron mantenidos bajo refrigeración, o congelamiento, o a temperatura ambiente, basados en los requerimientos individuales de almacenado de cada producto para garantizar su integridad y prevenir condiciones nosanitarias mientras estuvieron bajo el control de FSIS.

Note: Statements required on industry letterhead or stationery noted in the export library are to accompany the FSIS export certification documentation but are not uploaded into the PHIS export module for exports to Colombia.
Note to the Exporter: An import license may be required, depending on the product and the point of entry. The Colombian Authority may require that the import license be obtained prior to the FSIS certifying official signing the export certificate and associated documentation. Not obtaining the import license prior to the signature of the FSIS certifying official may result in a rejected shipment by Colombian authorities. Exporters are advised to check with their importing agent regarding this issue.
- The following statement must be provided by the exporter or agent on company letterhead: "The containers or transportation vehicles have been washed and disinfected."
All Federally inspected egg processing plants are eligible to export to Colombia.
At this time, all Federally inspected establishments are eligible to export to Colombia. However, beef and beef products produced prior to December 7, 2015 must originate from AMS EV approved establishments. Colombia will only recognize those establishments that are listed in the on-line USDA FSIS Meat, Poultry and Egg Product Inspection Directory. In addition to being listed in the FSIS Meat, Poultry and Egg Product Inspection Directory, the establishment number on the product label must be registered with the National Institute for the Surveillance of Food and Medicines in Colombia.
