The Office of the Chief Human Resources Officer (OCHRO) provides staff leadership for human capital planning for the Agency. The OCHRO leads the development of programs, policies and systems that align the Agency's human resources with its mission, strategic plan, performance plans, training plan, civil rights strategy, recruitment and budget.

The OCHRO leads the development of programs, policies and systems that align the Agency's human resources with its mission, strategic plan, performance plans, training plan, civil rights strategy and budget. The OCHRO provides leadership, strategies and tools to recruit, hire, develop and retain a highly skilled and high performing workforce to support the Agency's mission accomplishment. OCHRO ensures that the right people, are in the right job, at the right time!
What We Do
OCHRO is comprised of the following program areas:
- Human Resources Demonstration Project Staff (HRDPS). Coordinates the design, workforce training, communication, implementation and evaluation of the Public Health Human Resources System (PHHRS). PHHRS was a five-year demonstration project to test pay banding, flexible pay setting, and pay-for-performance within the FSIS public health environment.
- Human Resources Operations (HRO). Provides operational human resources services and advice to the Agency's managers, supervisors and employees in the areas of classification, recruitment, staffing and employment, payroll and personnel processing, performance management, benefits, and employee recognition and awards.
- Human Resources Policy (HRP). Develops, implements, and evaluates comprehensive human resources policies and programs for the Agency in the areas of compensation, classification, performance management, executive resources, and human capital planning and assessments.
- Labor and Employee Relations Division (LERD). Develops, administers, and evaluates comprehensive labor relations, employee relations, and third-party hearing and appeals programs for FSIS.
- Mediation and Work/Life Services Division (MWSD). Publishes the OM Beacon. Provides conflict prevention, mediation, and related services. Manages FSIS Workplace Violence Prevention and Response Program. Coordinates work/life services for employees, including Employee Assistance Program, telework and transit subsidy.
- Workers' Safety and Health Division (WHSD). Provides guidance to the Agency's workforce on environmental, health, safety and workers' compensation issues, leading to the prevention of on-the-job injuries, illnesses and impacts to the environment.
