RECENT COMMITTEE MEETINGS
Committee on Residues of Veterinary Drugs in Foods (CCRVDF) held its 21st session in Minneapolis, Minnesota, from 26 – 30 August 2013. The Committee, which was attended by 200 delegates from 61 member countries, one member organization, and 11 international organizations, was preceded by 2 days of physical working groups. Some of the highlights from the recent session include:
- Monepantel – The Committee agreed to hold the draft MRLs for Monepantel at Step 7 pending review by the 78th JECFA that is scheduled to take place November 2013;
- Apramycin – The Committee agreed to remove Apramycin from the priority list and to recommend to the 37th session of the Codex Alimentarius Commission (CAC) that work be discontinued on the MRL, as the sponsor of the compound was unable to commit the necessary resources to carry out additional studies;
- Derquantal – The Committee agreed to hold Derquantal at Step 4 pending the review by the 78th JECFA in November;
- Risk Management Recommendations for Veterinary Drugs for Which No ADI / MRL has been Recommended by JECFA Due to Specific Human Health Concerns – The Committee agreed to forward the proposed Risk Management Recommendations (RMR) for chloramphenicol, malachite green, carbadox, furazolidone, nitrofural, chlorpromazine, stilbenes and olaquindox to the 37th session of the CAC for adoption at Step 5/8, with the RMR being published in the online Codex Veterinary Drug database. The Committee held dimitridazole, ipronidazole, metronidazole and ronidazole at Step 4 pending a further review by JECFA , due to the quality and quantity of data which were previously evaluated. The United States filed a reservation on all those compounds forwarded to Step 5/8 due to serious concerns that the RMR intrude on the risk management role of competent authorities, fail to recognize the impact of data gaps on risk management, and poorly communicate risk management advice to authorities. Brazil filed a reservation on the RMR’s for nitrofural, chlorpromazine and olaquindox and stressed that Codex recommendations should be based on scientific evidence and updated JECFA evaluations rather than a lack of information or on assumptions;
- Proposed Draft Guidelines on Performance Characteristics for Multi-Residue Methods – The Committee agreed to forward the Proposed Draft Guidelines for adoption at Step 5/8 by the 37th session of the CAC;
- Proposed Concern Form – The Committee agreed to submit the new provisions on the use of the concern form for inclusion in the Procedural Manual in the Risk Analysis Principles Applied by CCRVDF to the 37th session of the CAC through the Committee on General Principles (CCGP); and
- Proposed Draft Amendments to the Terms of Reference of CCRVDF – The Committee agreed to discontinue work as there was no consensus on the need to change the current terms of reference.
NEW ELECTRONIC WORKING GROUPS (eWG)
Coordinating Committee for Latin America and the Caribbean (CCLAC) invites Codex members and observers, working in English and Spanish and chaired by Argentina, to participate in an eWG to develop the proposed draft regional standard for yacon, for comments and consideration by the next session of the Committee. Countries and organizations interested in participating should provide the name, official title, and e-mail address of their representatives by September 15, 2013, to the Coordinator of the eWG: Mr Miguel Lopez of SENASA – ARGENTINA (firstname.lastname@example.org) and to the Codex Contact Point of Argentina (email@example.com). Parties in the U.S. interested in contributing to U.S. participation in this eWG should contact U.S. Codex Contact Point at USCodex@fsis.usda.gov.
Committee on Processed Fruits and Vegetables(CCPFV) invites Codex members and observers to join an eWG, working in English only and chaired by the United States of America, on the Methods of Analysis and Sampling for the draft Codex Standards for Certain Canned Fruits (REP13/PFV Para. 51 ) and for draft Codex Standards for Certain Frozen Vegetables (REP13/PFV Para 85). Countries and organizations interested in participating should provide the name, official title, and e-mail address of their representatives by September 30, 2013, to Dorian LaFond, U.S. Delegate to CCPFV (Dorian.Lafond@usda.gov) and to the U.S. Codex Office (USCodex@fsis.usda.gov)
REQUEST FOR COMMENTS
Committee on Contaminants in Foods (CCCF) invites Codex countries and observers to submit data on lead levels in fruit juices and nectars, ready-to-drink; canned fruits and canned vegetables to GEMS/Food database preferably for the past 10 years. Information on the how to submit data can be found on the WHO website at http://www.who.int/foodsafety/chem/gems/en/index.html. Please read the “GEMS/Food Database Manual” before attempting to submit data to GEMS. For technical questions about submitting data to GEMS, please email Philippe Verger at WHO (firstname.lastname@example.org) with a copy to Lauren Robin (email@example.com). Please submit any relevant data by July 31, 2014. Data that were already submitted do not need to be resubmitted. Data that were submitted to JECFA for the 2010 lead risk assessment also do not need to be resubmitted.
When submitting data to the GEMS/Food database for this work, please:
- Provide complete information on the LOQ and LOD of analytical methods.
- Provide information in the “Local Food Identifier” or “Notes” fields of the database to allow more specific identification of samples, e.g., Is a food canned or jarred? Is it a finished product or a raw grain?
- Provide information on “State of Food Analyzed,” e.g., cooked or raw.
Codex members and observers are also invited to actively participate in the eWG on lead, chaired by the
United States of America, that is currently working on the review of the MLs for fruits and vegetables in the GSCTFF as this may impact on the final revision of the MLs for the derived products e.g. fruit juices, canned fruits, canned vegetables, etc. by contacting the Chair of the EWG, Lauren Robin (see e-mail address above).
E-Learning Course: The FAO/INFOODS e-Learning Course on Food Composition Data is available on line at http://www.fao.org/infoods/infoods/training/en/ Users will need to register and then the use is free-of-charge. The course is primarily designed for universities but it is as useful for self-learners and in combinations with food composition training courses.
Call for Experts: The FAO has issued a Call for Experts to participate in the FAO Technical Workshop on Protein Quality Evaluation. As a follow up to the 2011 review of dietary protein quality evaluation in human nutrition, FAO is in the process of identifying experts to participate in a working group to further consider a crucial issue from the 2011 review and to provide recommendations regarding the best practice for a pig-based assay for true ileal amino acid digestibility determination and to extend the current limited data set of human, pig, rat true ileal amino acid digestibility. Experts would be expected to participate in a two day meeting in the fall of 2013 (date and venue to be determined).
