Export Requirements for Japan (Egg Products)

    New York:  Eggs laid on or after May 31, 2016 which originated from or passed through or are processed within the zone shown on the attached maps are ineligible. Within the State, eggs laid outside the zones on or after October 9, 2013, or inside the zones on or after October 9, 2013 but prior to May 31, 2016 are eligible.

    Pennsylvania: Eggs laid on or after February 24, 2014 but prior to August 25, 2015 are eligible. Eggs laid on or after August 25, 2015 but prior to January 14, 2016 which originate from or pass through or are processed within the zone shown on the attached map are ineligible. Eggs laid on or after January 14, 2016 which originated from or passed through or are processed within the zone shown on the attached map are eligible. Eggs laid on or after June 7, 2016 which originated from or passed through or are processed within the zone shown on the attached map are ineligible. Within the zone, eggs laid before June 7, 2016 are eligible. Eggs laid on or after May 31, 2016 which originated from or passed through or are processed within the zone shown on the attached map are ineligible.     Arkansas - Eggs laid on or after May 16, 2013 and before October 22, 2013 are ineligible. Eggs laid on or after October 22, 2013 but prior to February 10, 2015 are eligible. Eggs laid on or after February 10, 2015  but prior to August 28, 2015, which originated from or passed through or are processed or stored in the State of Arkansas are ineligible. Within the State, eggs laid on or after August 28, 2015 are eligible.

    Wisconsin - Eggs laid on or after March 16, 2015 but prior to December 11, 2015, which originated from or passed through or are processed or stored in the State of Wisconsin are ineligible. Within the State, eggs laid on or after December 11, 2015 are eligible.

    New Jersey: Eggs laid on or after January 21, 2014 and before May 19, 2014 are ineligible. Eggs laid on or after May 19, 2014 are eligible. Eggs laid on or after July 29, 2014 and before December 9, 2014, which originate from or pass through or are processed within the zone shown on the attached map are ineligible. Eggs laid on or after December 9, 2014 from that zone are eligible. Eggs laid on or after December 30, 2014 and before September 14, 2015 which originate from or pass through or are processed within the zone shown in the attached map are ineligible. Within the zone, eggs laid on or after September 14, 2015 are eligible. Eggs laid on or after May 31, 2016 which originated from or passed through or are processed within the zones shown on the attached maps are ineligible. Within the zones, eggs laid before May 31, 2016 are eligible.

    Delaware - Eggs laid on or after March 12, 2014 and before July 7, 2014 are ineligible.  Eggs laid on or after July 7, 2014 are eligible. Eggs laid on or after July 29, 2014 and before December 9, 2014, which originates from or passes through or is processed within the zone shown on the attached map are ineligible.  Eggs laid on or after December 9, 2014 are eligible.

    Maryland - Eggs laid on or after March 10, 2014 and before August 7, 2014 are ineligible. Eggs laid on or after August 7, 2014 are eligible.

    California - Eggs laid on or after August 7, 2014 and before August 22, 2014 which originated from or passed through or were processed within the entire state are ineligible. The eggs laid on or after August 22, 2014 and before September 16, 2014 which originated from or passed through or were processed within the zone shown in the
    attached map are ineligible. Within the zone, eggs laid on or after September 16, 2014, but prior to December 31, 2014, are eligible. Eggs laid on or after December 31, 2014 but prior to August 28, 2015 are ineligible for the entire state. Within the state, eggs laid on or after September 16, 2014 but prior to December 31, 2014, or on or after August 28, 2015 are eligible.

    Michigan - Eggs laid on or after November 8, 2014 but prior to August 28, 2015 which originated from or passed through or are processed within the zone shown in the
    attached map are ineligible. Within the zone, eggs laid before November 8, 2014 or on or after August 28, 2015 are eligible. Eggs laid on or after September 10, 2015 but prior to January 14, 2016 which originated from or passed through or are processed within the zone shown on the attached map are ineligible. Eggs laid on or after January 14, 2016 which originated from or passed through or are processed within the zone shown on the attached map are eligible.

    Oregon - Eggs laid on or after November 24, 2014 but prior to August 28, 2015 which originated from or passed through or are processed within the state of Oregon are ineligible. Within the state, eggs laid before November 24, 2014 or on or after August 28, 2015 are eligible.

    Washington - Eggs laid on or after December 3, 2014 but prior to August 28, 2015, which originated from or passed through or are processed or stored in the State of Washington are ineligible.  Within the State, eggs laid before December 3, 2014 or on or after August 28, 2015 are eligible.

    Idaho- Eggs laid on or after December 17, 2014 but prior to August 28, 2015, which originated from or passed through or are processed or stored in the State of Idaho are ineligible. Within the State, eggs laid before December 17, 2014 or on or after August 28, 2015 are eligible.


    Minnesota – Eggs laid on or after February 5, 2015 but prior to December 11, 2015, which originated from or passed through or are processed or stored in the State of Minnesota are ineligible.  Within the State, eggs laid on or after December 11, 2015 are eligible.

    Missouri – Eggs laid on or after February 12, 2015, but prior to December 11, 2015, which originated from, passed through, or are processed or stored in the State of Missouri, are ineligible. Eggs laid on or after April 5, 2016, but prior to August 16, 2016, which originated from, passed through, or are processed or stored within the zone shown on the attached map, are ineligible. Eggs laid within the State, either inside or outside the zone, on or after December 11, 2015, but prior to April 5, 2016, or on or after August 16, 2016, are eligible.*

    Kansas – Eggs laid on or after February 12, 2015 but prior to August 28, 2015, which originated from or passed through or are processed or stored in the State of Kansas are ineligible. Within the State, eggs laid prior to February 12, 2015 or on or after August 28, 2015 are eligible.

    South Dakota – Eggs laid on or after March 8, 2015 but prior to December 21, 2015, which originated from or passed through or are processed or stored in the State of South Dakota are ineligible.  Within the State of South Dakota, eggs laid on or after December 21, 2015 are eligible.

    Montana – Eggs laid on or after March 1, 2015 but prior to August 28, 2015, which originated from or passed through or are processed or stored in the State of Montana are ineligible. Within the State, eggs laid prior to March 1, 2015 or on or after August 28, 2015 are eligible.

    North Dakota – Eggs laid on or after March 18, 2015 but prior to December 11, 2015, which originated from or passed through or are processed or stored in the State of North Dakota are ineligible.  Within the State, eggs laid on or after December 11, 2015 are eligible.

    Iowa  - Eggs laid on or after March 22, 2015 but prior to December 21, 2015 which originated from or passed through or are processed or stored in the State of Iowa are ineligible. Within the State of Iowa, eggs laid on or after December 21, 2015 are eligible.

    Indiana -Eggs laid on or after April 17, 2015 and before August 28, 2015 which originated from or passed through or processed within the State of Indiana are ineligible. Within the State, eggs laid before April 17, 2015, or on or after August 28, 2015 but prior to December 24, 2015 are eligible.  Eggs laid on or after December 24, 2015 but prior to May 2, 2016 which originated from or passed through or are processed within the State of Indiana are ineligible. Within the State, eggs laid on or after May 2, 2016 are eligible.

    Nebraska – Eggs laid on or after April 19, 2015 but prior to December 11, 2015, which originated from or passed through or are processed or stored in the State of Nebraska are ineligible.  Within the State, eggs laid on or after December 11, 2015 are eligible.

    Note: These restrictions may not apply to dried egg products. Exporters are advised to work closely with importers to determine if product is eligible based on the type of processing applied to the product.

    These restrictions do not apply to liquid egg products produced at the establishments listed in the Documentation section, part C.


Documentation Requirements

  1. The FSIS Form FSIS Form 9060-5EP with no additional declarations.
  2. Shell eggs may be restricted from originating or passing through certain states, or, effective August 22, 2014, certain zones in which low path avian influenza has been reported. Additional certification for State transit restrictions has been removed and official seals are no longer required for egg products transiting restricted States. Applicants for export certification must determine which certification statement or statements apply to the product to be exported. The statement(s) must be typed on FSIS Form 9060-5EP or provided on a FSIS Letterhead Certificate(s). These restrictions and certification requirements do not apply to products produced at the establishments listed in C:
    1. Egg products derived from eggs laid and certified on or after January 13, 2015 and before May 28, 2015 FSIS Letterhead Certificate:
      1. "There have been no outbreaks of highly pathogenic notifiable avian influenza (HPNAI) in the United States for at least 90 days before shipment of the exported egg products; or when the United States has an outbreak of HPNAI, there have been no outbreaks of HPNAI in the State where the shell eggs used for production of the exported egg products were produced for at least 90 days before shipment of the exported egg products."
      2. "The shell eggs used for the production of the exported egg products did not originate from nor pass through any LPAI-banned area before being carried into processing plants. An LPAI-banned area is any zone within 10 km of any premises where an infection of NAI virus that is not HPNAI as defined in the OlE Terrestrial Animal Health Code (OIE Code) has been confirmed and restricted from export by Japanese Animal Health Authorities."
      3. "To the best of FSIS' knowledge, the processed egg products are stored in clean and sanitary wrapping and containers are handled in a way to prevent being exposed to any pathogens or any animal infectious diseases prior to shipment."
    2. Egg products derived from eggs certified on or after May 28, 2015 FSIS Letterhead Certificate:
      1. "There have been no outbreaks of highly pathogenic notifiable avian influenza (HPNAI) in the United States for at least 90 days before shipment of the exported egg products; or when the United States has an outbreak of HPNAI, there have been no outbreaks of HPNAI in the State where the shell eggs used for production of the exported egg products were produced for at least 90 days before shipment of the exported egg products; or when the State where the exported egg products are produced has an outbreak of HPNAI, there have been no outbreaks of HPNAI in the State for at least 90 days before the estimated earliest date of exposure for the detection of HPNAI in the State"
      2. "The shell eggs used for the production of the exported egg products did not originate from nor pass through any LPAI-banned area before being carried into processing plants. An LPAI-banned area is any zone within 10 km of any premises where an infection of NAI virus that is not HPNAI as defined in the OlE Terrestrial Animal Health Code (OIE Code) has been confirmed and restricted from export by Japanese Animal Health Authorities."
      3. "To the best of FSIS' knowledge, the processed egg products are stored in clean and sanitary wrapping and containers are handled in a way to prevent being exposed to any pathogens or any animal infectious diseases prior to shipment."
    3. LPAI zone restrictions are listed in B. Ineligible Products.  Effective August 22, 2014, specific states are no longer identified in the certificate but the zone restrictions are in effect.  Egg products produced from shell eggs from restricted zones during the effective period dates are not eligible for export.

      Note: Additional certification for State transit restrictions has been removed and official seals are no longer required for egg products transiting restricted States. These restrictions and certification requirements do not apply products produced at the establishments listed in C.
  3. Alternate Certification

    In addition to the certification indicated in A., a FSIS Letterhead Certificate for Heat Treated Egg Products from Designated Establishments must be issued for liquid egg products produced at the establishments listed below. The letterhead certificates indicated in B. should not be issued for product from these establishments.

  4. Any container of processed egg product exported to Japan, regardless of the product's source, that transits through a third country, must be sealed with an official USDA seal at a USDA inspected facility. The following statement must be typed on a FSIS Letterhead Certificate:

    "The container was sealed by FSIS with USDA seal number_______________."

Plants Eligible for Export

All FSIS inspected egg products plants are eligible to export to Japan.
