FSIS Form 9060-5, Meat and Poultry Export Certificate of Wholesomeness, should not be issued for product destined for U.S. Territories. Those territories are: American Samoa; Baker Island; Guam; Howland Island; Jarvis Island; Johnston Atoll; Kingman Reef; Midway Islands; Navassa; Commonwealth of the Northern Mariana Islands; Palmyra Atoll; Puerto Rico; U.S. Virgin Islands and Wake Island.
