Export Requirements for Ukraine

Eligible/Ineligible Products  

  1. Eligible Product
    1. Fresh/frozen poultry, including mechanically separated poultry, giblets and poultry products. (Note: Export of poultry giblets is possible only in cases where an import permit has been granted by the Ukrainian Veterinary Service. The responsibility for such a transaction, including the risk of rejection, rests completely with the importing and exporting parties.).(Also see Ineligible Product section below).
    2. Pork Casings
    3. Beef and beef products, including bone-in, boneless, offal, and processed products.
    4. Pork and pork products.
  2. Ineligible Product
    1. Fresh/frozen poultry derived from birds that were treated with antibiotics for the purpose of growth promotion and increased productivity.
    2. Poultry meat and poultry meat products derived from birds originating from the State of Oregon that were slaughtered on or after December 19, 2014 but prior to August 18, 2015 are ineligible. Poultry and poultry meat products derived from birds originating from Oregon and slaughtered on or after August 18, 2015 are eligible.
    3. Poultry meat and poultry meat products derived from birds originating from the State of Washington that were slaughtered on or after December 19, 2014 but prior to September 16, 2015 are ineligible. Poultry and poultry meat products derived from birds originating from the State of Washington and slaughtered on or after September 16, 2015 are eligible.
    4. Poultry and poultry meat products derived from birds originating from the State of California that were slaughtered on or after January 26, 2015 but prior to August 25, 2015 are ineligible. Poultry and poultry meat products derived from birds originating from the State of California and slaughtered on or after August 25, 2015 are eligible.
    5. Poultry and poultry meat products derived from birds originating from the State of Minnesota on or after March 5, 2015 but prior to December 10, 2015 are ineligible. Poultry and poultry meat products derived from birds originating from the State of Minnesota on or after December 10, 2015 are eligible.
    6. Poultry and poultry meat products derived from birds originating from the State of Missouri that were slaughtered on or after March 9, 2015 but prior to December 20, 2015 are ineligible. Poultry and poultry meat products derived from birds originating from the State of Missouri that were slaughtered on or after December 20, 2015 are eligible.
    7. Poultry and poultry meat products derived from birds originating from the State of Arkansas that were slaughtered on or after March 11, 2015 but prior to October 14, 2015 are ineligible. Poultry and poultry meat products derived from birds originating from the State of Arkansas and slaughtered on or after October 14, 2015 are eligible.
    8. Poultry meat and poultry meat products derived from birds originating from the State of Kansas that were slaughtered on or after March 13, 2015 but prior to September 14, 2015 are ineligible. Poultry and poultry meat products derived from birds originating from the State of Kansas and slaughtered on or after September 14, 2015 are eligible.
    9. Poultry and poultry meat products derived from birds originating from the State of South Dakota that were slaughtered on or after April 1, 2015 but prior to March 14, 2016 are ineligible. Poultry and poultry meat products derived from birds originating from the State of South Dakota and slaughtered on or after March 14, 2016 are eligible.
    10. Poultry and poultry meat products derived from birds originating from the State of Montana that were slaughtered on or after April 1, 2015 but prior to October 3, 2015 are ineligible.  Poultry and poultry meat products derived from birds originating from the State of Montana are slaughtered on or after October 3, 2015 are eligible.
    11. Poultry and poultry meat products derived from birds originating from the State of Wisconsin that were slaughtered on or after April 11, 2105 but prior to November 26, 2015 are ineligible. Poultry and poultry meat products derived from birds originating from the State of Wisconsin and slaughtered on or after November 26, 2015 are eligible.
    12. Poultry and poultry meat products derived from birds originating from the State of North Dakota that were slaughtered on or after April 11, 2015, but prior to October 28, 2015, are ineligible.  Poultry and poultry meat products derived from birds originating from the State of North Dakota and slaughtered on or after October 28, 2015 are eligible.
    13. Poultry and poultry meat products derived from birds originating from the State of Iowa that were slaughtered on or after April 13, 2015, but prior to March 21, 2016 are ineligible. Poultry and poultry meat products derived from birds originating from the State of Iowa and slaughtered on or after March 21, 2016 are eligible.
    14. Poultry and poultry meat products derived from birds originating from the State of Indiana that were slaughtered on or after May 10, 2015 but prior to November 9, 2015 are ineligible. Poultry and poultry meat products derived from birds originating from the State of Indiana and slaughtered on or after November 9, 2015 but prior to January 15, 2016 are eligible. Poultry and poultry meat products derived from birds originating from the State of Indiana that were slaughtered on or after January 15, 2016 but prior to July 23, 2016 are ineligible. Poultry and poultry meat products derived from birds originating from the State of Indiana and slaughtered on or after July 23, 2016 are eligible.*
    15. Poultry and poultry meat products derived from birds originating from the State of Nebraska that were slaughtered on or after May 12, 2015 but prior to December 23, 2015 are ineligible. Poultry and poultry meat products derived from birds originating from the State of Nebraska and slaughtered on or after December 23, 2015 are eligible.
    16. Poultry and poultry products derived from birds originating from the State of Idaho that were slaughtered on or after December 19, 2014 but prior to July 19, 2015 are ineligible. Poultry and poultry products derived from birds originating from the State of Idaho and slaughtered on or after July 19, 2015 are eligible.

Documentation Requirements

  1. Fresh/frozen poultry
    1. Obtain FSIS Form 9060-5, Meat and Poultry Export Certificate of Wholesomeness.
    2. Obtain FSIS Form 9460-1 (03/27/03), Veterinary Certificate for Poultry Meat Exported to Ukraine.
  2. Pork Casings
    1. Obtain FSIS Form 9060-7 (08/26/2011), Animal Casings Export Certificate for Countries Requiring Ante-mortem, Post-mortem, and Fit for Human Food Statements.
    2. Obtain FSIS Form 9460-2 (8/3/2005), Veterinary Certificate for Natural Casings for Export of Pork Casing to Ukraine.
  3. Beef and beef products
    1. Obtain FSIS Form 9060-5, Meat and Poultry Export Certificate of Wholesomeness. Include slaughter dates in the "Remarks" section in day/month/year format. Date ranges are acceptable.
    2. For beef and beef products, including EV pipeline product, shipped on or after January 7, 2016, obtain FSIS Form 9460-3 (01/07/2016), Veterinary Certificate for Beef, and Beef Products Exported to Ukraine. Note: FSIS Form 9460-3 (01/18/2012 edition), Veterinary Certificate for Beef, and Beef Products Exported to Ukraine is obsolete.
  4. Pork and pork products
    1. Obtain FSIS Form 9060-5, Meat and Poultry Export Certificate of Wholesomeness. Include slaughter dates in the "Remarks" section in day/month/year format. Date ranges are acceptable.
    2. Obtain FSIS Form 9460-4 (01/18/2012), Veterinary Certificate for Pork, and Pork Products Exported to Ukraine. These certification statements are included on FSIS 9460-4.

Additional Requirements

  1. In order for FSIS to issue FSIS 9460-1 (03/27/03), plant management must provide certification to FSIS issued by an APHIS accredited industry veterinarian that states that the poultry meat was derived from birds that were not treated with antibiotics for the purpose of accelerating growth and increasing productivity.
  2. Poultry must be labeled to indicate a 12 month shelf life.
  3. Poultry flock health certification. As of July 1, 2008 plant management must present, on a weekly basis, a Flock Health Certification document ( example of flock health certificate) from an APHIS Accredited Veterinarian.
     

Plants Eligible to Export

All Federally inspected establishments are eligible to export to Ukraine.
