Food Defense Plan Survey Results

FSIS began measuring the status of industry’s voluntary adoption of food defense plans via annual surveys of FSIS Inspection Program Personnel (IPP) in 2006. The survey questions determine whether each FSIS-inspected establishment has a functional food defense plan (i.e., the plan is documented; measures are in place to address outside security, inside security, personnel security, and incident response; the plan was tested in the last year, and the establishment reviewed their plan in the past year).

In 2010, the voluntary adoption of food defense plans was included as a performance measure in the FY2010-FY2015 USDA Strategic Plan. The target is for 90 percent of establishments to have a functional food defense plan by 2015. FSIS also includes the voluntary adoption of food defense plans as a performance measure in its FY2011-FY2016 Strategic Plan. The tenth annual food defense plan survey was completed in June and July 2015. The survey included IPP at meat and poultry slaughter and processing establishments, processed egg products plants, and official import inspection establishments. Overall, 85 percent of all establishments surveyed have a functional food defense plan (up from 84 percent in 2014). In addition, there was a 98% response rate for the survey—the highest rate since the survey was initiated in 2006.
