Minutes of Plenary Session: September 26, 2008

Dr. H. Scott Hurd, NACMCF Chairperson and USDA Deputy Undersecretary for Food Safety, opened the meeting at 9:00 am on Friday September 26, 2008. Dr. Hurd and Dr. Stephen Sundlof, NACMCF Vice-Chairperson and Director, Food and Drug Administration (FDA)/Center for Food Safety and Applied Nutrition, delivered opening remarks.


Dr. Donald Zink, Chair of the Subcommittee on Parameters for Inoculated Pack/Challenge Study Protocols, summarized the group's progress on the work charge. Dr. Zink mentioned that food service establishments are main users of inoculated pack/challenge study protocols. Food service establishments rely on these studies to gain exemption from time/temperature controls for some products. This project is important to such establishments, but also to federal Agencies evaluating the studies done to support these exemptions. The Subcommittee's report is intended to be a guide. The group has also broadened the project scope to cover challenge studies to prove the adequacy of a process, lethality treatment, and shelf life. Dr. Zink indicated a large part of the Subcommittee's report identifies the appropriate criteria for inoculated pack/challenge study protocols, and that the report is a strong document for doing this. He also pointed out that in the course of the Subcommittee's work that the group determined that the requested decision trees to check decisions for specific products were not feasible. Instead though, the group was able to develop sets of questions that when answered will lead an experienced person to the appropriate study design.

Dr. Zink anticipates that his Subcommittee will be ready to present their document to the full Committee for consideration of adoption at the March 2009 plenary meeting. The group's next step will be to meet through a number of net meetings to finalize the document. The group will provide a draft document to the full Committee for review and comment before it is presented at the March meeting. No action was taken.

Dr. Uday Dessai, Chair of the Subcommittee on the Determination of the Most Appropriate Technologies for the Food Safety and Inspection Service to Adopt in Performing Routine and Baseline Microbiological Analyses, provided an interim report on a draft document. He reviewed the main aspects of the group's charge and summarized the group's approach to their report. Dr. Dessai mentioned that a strong point of the Subcommittee's work is that they have developed a process to assist FSIS in considering new methods and technologies instead of just recommending technologies. The group has also included that an Agency's public health objectives and policies should be tied into decisions on technologies and methods. Dr. Dessai mentioned the enormity of the charge and that the group has had to tease it apart and address the charge in sections. As such, the draft report has formed and answers to the charge questions may fall across sections of the report.

Dr. Dessai indicated that the group will continue their work through web meetings and an in-person meeting in January 2009. This Subcommittee also anticipates being ready to present their document to the full Committee for consideration of adoption at the March 2009 plenary. No action was taken.
