Food Safety Fellows

What is the Food Safety Fellows Program?
FSIS established the Food Safety Fellows Program to provide the Agency with the ability to attract and develop a diverse cadre of superb post-doctoral scientists who have valuable expertise and knowledge in cutting-edge scientific and technical areas. 

This program allows FSIS to tap into this knowledge of newly developing fields by focusing on hiring individuals who have recently completed post-doctoral work and research in a particular field rather than concentrating on specialized work experience typically required with other hiring methods. Moreover, the program will ensure a continual infusion of leading-edge scientific expertise in the Agency, and enhance future recruitment efforts to attract highly qualified competitive applicants to permanent positions in FSIS. Finally, it will be an attractive career move for new scientists by providing them with post-doctoral experience needed to supplement their education. 

Fellowships Available
FSIS recruits scientists who have valuable expertise and knowledge in cutting-edge scientific and technical areas and can apply state of the art methodologies to studies associated with food safety and public health. Opportunities include:

Successful candidates will be employed under an excepted service appointment that will initially be for two years, but may be extended for one year increments thereafter. Fellowship not to exceed a total of four years in duration. 

Salary & Benefits
Fellows will be hired at the AP-03 grade level, which has a salary range of $41,563 to $65,371. This range reflects base salary without the locality pay. For the Microbiologist and Epidemiologist positions, the Fellow may also choose to work in Atlanta, GA (as well as Washington, DC).

Under this appointment, Fellows are eligible for the following benefits:

  • Federal Employees' Group Life Insurance (FEGLI) Program
  • Federal Employees' Health Benefits (FEHB) Program
  • Federal Employee Retirement System (FERS)
  • Annual leave and sick leave


How to Apply
So we can evaluate your qualifications and determine if you meet legal requirements for Federal employment, you must submit the following information to the contact listed on the announcement. A separate application is needed for each position:

  • Announcement number and title of the Fellows position
  • Curriculum Vitae, including bibliography. C.V. should also include full name, social security #, mailing and Email address, and day and evening telephone numbers
  • Statement of research interests and career goals
  • Three Letters of Recommendation
  • Transcript of coursework leading to doctoral degree. Candidates should specify exact date (month/year) of completion of all degree requirements. Graduates of foreign universities must include proof of foreign education equivalency approval from an accredited U.S. College or university.
  • Country of citizenship (required). Non-citizens must provide appropriate visas/employment status documentation (e.g. H-1B, TN) before they can be employed. Certain hiring restrictions apply.
  • Veteran's preference, if applicable (DD-214 required)


Citizenship Requirements for Applicants
Food Safety Fellow positions may be filled either by:

  1. A citizen or national of the United States;
  2. A citizen of a country the U.S. Congress has exempted from restricting legislation; or
  3. A national of a country currently allied with the United States in the current defense effort (See additional information below).


Countries from which Non-Citizens can be Employed
The U.S. Congress has specifically exempted the following from the appropriations act restrictions:

  • Persons who owe permanent allegiance to the United States (for example, natives of American Samoa and Swains Island);
  • Aliens from Cuba, Poland, South Vietnam, or countries of the former Soviet Union (Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan, Turkmenistan, Ukraine, Uzbekistan) lawfully admitted to the U.S. for permanent residence (have a "green card");
  • South Vietnamese, Cambodian, and Laotian refugees paroled into the U.S. after January 1, 1975;
  • Nationals of the People's Republic of China (PRC) who qualify under the Chinese Student Protection Act of 1992 (as reflected by Code EC6 as the first three characters on the reverse of their Permanent Resident Card);
  • Citizens of Ireland, Israel, or the Republic of the Philippines.


Also exempt from the appropriations act ban are nationals of countries currently allied with the United States in a defense effort, (as determined by the Office of the Assistant Legal Adviser for Treaty Affairs, Department of State, (202) 647-1345). Listing of countries as of August 2005:

Note: During 2004, Bulgaria, Estonia, Latvia, Lithuania, Romania, Slovak Republic, and Slovenia were added to the list and Mexico was removed. 

Additional Note: Immigration law bans employment of non-citizens unless lawfully admitted for permanent residence or otherwise authorized to be employed.
