Public Health Veterinarian: Incentive Locations

FSIS launched the expanded retention and recruitment incentives and flexibilities identified below to assist with recruiting and retaining Public Health Veterinarians / Veterinary Medical Officers in difficult-to-staff locations.

Multi-Year Recruitment Incentive

  • In difficult-to-staff locations, a multi-year recruitment incentive may be available for newly appointed in-plant Veterinary Medical Officers for up to four years.
    • Year 1: 10% of Base Salary
    • Year 2: 15% of Base Salary
    • Year 3: 20% of Base Salary
    • Year 4: 25% of Base Salary
    • Total: 70% of Base Salary
  • Former employees with at least a 90-day break in service who are placed in a difficult-to-staff area may also be eligible.

Single-Year Recruitment Incentive

  • In difficult-to-staff locations, a one-year recruitment incentive may be available for newly appointed in-plant Veterinary Medical Officers.
  • One-time gross payment of $7,000 before applicable taxes with a signed one-year service agreement.
  • Former employees with at least a 90-day break in service who are placed in a difficult-to-staff area may also be eligible.

Student Loan Repayment Program (SLRP)

  • May be offered to newly appointed employees in difficult-to-staff locations as a recruitment flexibility or may be offered to current employees for retention purposes if employee meets criteria (e.g., likely to leave federal service and departure would affect agency’s ability to carry out mission).
  • $10,000 gross payment per year for three years, totaling $30,000 before applicable taxes, with a signed three-year service agreement.

Multi-Year Relocation Incentive and Relocation Expenses

  • Multiple-year incentive may be offered to current in-plant Veterinary Medical Officers who accept reassignment from a location that is not hard-to-fill to a difficult-to-staff location.
    • Year 1: 10% of Base Salary
    • Year 2: 15% of Base Salary
    • Year 3: 20% of Base Salary
    • Year 4: 25% of Base Salary
    • Total: 70% of Base Salary
  • Moving expenses paid in conjunction with relocation incentives for Veterinary Medical Officers who relocate to a difficult-to-staff location; one-year signed service agreement to remain in federal service contingent with move.

NOTE: Recruitment and retention flexibilities and incentives are offered based on agency staffing needs and budgetary availability. A location’s inclusion on the difficult-to-staff list below doesn’t guarantee that incentives or flexibilities will be available; staffing needs and budgetary availability will determine which, if any, incentives or flexibilities will be used. Service agreements will apply.
