FSIS to Conduct On-Site Reviews of Four State Inspection Systems
In July, FSIS will begin on-site reviews of state inspection systems in Arizona, Montana, Texas and Virginia.

FSIS began comprehensive reviews of the 28 state meat and poultry inspection programs in 2003.

The reviews were initiated due to an increased agency emphasis on review of all FSIS programs and activities and because report language for the 2002 Farm Bill called for USDA to provide Congress with a report on a full review of state inspection programs.

As part of this effort, FSIS created a review manual that contains a two-part methodology for the state reviews: annual self assessments by the states and FSIS on-site reviews.

The self assessments are completed each year. To date, FSIS has conducted on-site reviews in 24 randomly selected
states.

FSIS expects to complete its review of all 28 state programs by early 2007.

National Advisory Committee on Meat and Poultry Inspection to Hold Public Meeting
The National Advisory Committee on Meat and Poultry Inspection will hold a public meeting on May 23-24. The committee will discuss issues related to building a more robust risk-based inspection system.

Subcommittees will hold open meetings on May 23, from 3 p.m. to 6 p.m. The full committee will hold a public meeting on both days from 8:30 a.m. to 2 p.m.

All committee meetings will be held in the conference room at the south end of the cafeteria located in the USDA South Building, 1400 Independence Avenue, SW, Washington, DC.

The agency is accepting comments through the Federal eRulemaking Portal at http://www.regulations.gov and by electronic mail at FSIS.RegulationsComments@usda.gov.

IKE Scenario 05-06 Available Online
The Technical Service Center (TSC) has issued an Interactive Knowledge Exchange (IKE) Scenario 05-06, Condensation Over a Kettle Cook Process.

FSIS Extends Comment Period
FSIS has extended the comment period on the proposed rule on the availability of lists of retail consignees during meat or poultry product recalls until June 11. The comment period originally closed on May 8.

The Library of Export Requirements has been updated to reflect changes in export requirements for the following:

Export Tip of the Week
Sometimes product arrives at its international destination without the appropriate export document(s), such as FSIS Form 9060-5, Meat and Poultry Export Certificate of Wholesomeness. In many of these cases, an application for export was not completed and the product was not reinspected or certified for export.

If this scenario occurs and the exporter requests that the product be certified after the product has departed the United States or arrived at its international destination, FSIS inspection officials should not issue the export document(s) or letters of explanation.

Such cases should be reported to FSIS' Office of International Affairs (OIA) for additional assistance. OIA officials can be reached at (202) 720-3473.
