Office of Program Evaluation, Enforcement & Review
OPEER reviews, assesses, and evaluates FSIS programs. OPEER plays a key role in decision making by providing the investigation, enforcement, and audit capacity needed to ensure FSIS' efficiency and effectiveness.

The purpose of this report is to summarize the review results from the Food Safety and Inspection Service comprehensive reviews of the 27 States that currently operate State meat and poultry inspection programs.
Structure of OPEER
OPEER includes the Compliance and Investigations Division, Evaluation and Enforcement Division, Internal Control and Audit Division, Office of the Chief Information Officer, and Program Evaluation and Improvement Staff.

Compliance and Investigation Division
The CID manages and directs investigations, case development, and documentation of violations of inspection laws and regulations. CID consists of a Washington staff and five regions.

Evaluation and Enforcement Division
EED takes the lead for FSIS in initiating criminal, civil, and administrative sanctions for violations of FSIS laws and regulations. Quarterly Enforcement Reports summarize the enforcement actions FSIS has taken to ensure that products that reach consumers are safe, wholesome, and properly labeled.

Internal Control and Audit Division (ICAD)
Internal controls protect the organization's resources and assets from fraud, waste, and mismanagement. Learn more about the operations of ICAD.

Office of the Chief Information Officer
The Office of the Chief Information Officer is responsible for supporting food safety, public health, and food security requirements through development and implementation of information systems.

Program Evaluation & Improvement Staff
PEIS provides leadership and technical expertise in the area of program evaluation. View examples of final evaluation reports that PEIS has written or contracted for FSIS clients.
