Directive 5420.1 Revision 1
- Effective Date: January 26, 2005
- Canceled: FSIS Directive 5420.1
- Establishments affected by this Directive:
- Meat & poultry facilities
- Egg product facilities
- Provides instruction for FSIS IPP when threat condition Elevated
(Yellow), High (Orange) or Severe (Red) is declared.
Meat & Poultry Documentation
- If IPP note a breach/concern during the 08S procedure (and no
evidence of product adulteration), they must prepare a MOI & meet
w/ establishment management.
- Establishment is NOT obligated to respond to breaches in MOI
- IPP should continue random ISP procedures
- IPP should NOT intentionally perform same ISP procedure
- If IPP note a security breach during the 08S procedure (and
find evidence of product adulteration), they must:
- Discuss findings w/ management
- Perform a 02 HACCP procedure
- Document findings on NR
- If IPP note product adulteration that is NOT considered a food
safety hazard, they must:
- Verify establishment takes corrective action
Egg Product Documentation
- IPP will record in remarks section of "Daily Report of Plant
Operations"
- IPP will draft a MOI
- Copies provided to:
- Plant management
- District Analyst
- Establishment file

- Provides instruction for Import Inspection Division (IID) field
personnel when threat condition Elevated, High or Severe is declared.
- Import Documentation
- When IID perform a 08S procedure and find a breach or food
security concern (and no evidence of product adulteration),
they will:
- Discuss findings with management
- Prepare a MOI
- When IID perform a 08S procedure and find a breach/food
security concern (w/ evidence of food adulteration), they
will:
- Discuss findings with facility management
- Complete a NR
- Verify control of product
