EXPORT CERTIFICATION

  1. PURPOSE

FSIS is issuing this notice to respond to concerns that have been raised regarding the export certification process. Therefore, this notice reiterates Agency policy regarding the responsibilities of inspection program personnel and Veterinary Medical Officers (VMOs) in the export certification process for meat, poultry, and egg products. This notice is based on positions that FSIS has previously articulated in FSIS Directive 9000.1, Export Certification, and that are reflected in the Library of Export Requirements on the FSIS website at www.fsis.usda.gov.

  1. POLICY

As set out in FSIS Directive 9000.1, inspection program personnel verify that the information on the application for export certification, which has been signed by the applicant, is accurate and complete. Inspection program personnel verify that the product identified is eligible to be exported to the country of destination, and that the producing establishment identified is eligible to export.

If inspection program personnel do not have direct knowledge of the production of the product and its eligibility for export to the destination country, or if the product was not previously certified by FSIS for export to the specified country, FSIS inspection program personnel may request further supporting documentation from the applicant, as needed.

Examples of documentation that may be appropriate for inspection program personnel to request include the following:
