USDA, FOOD SAFETY AND INSPECTION SERVICE
EXPLANATION OF BUDGET ACTIVITIES

The Food Safety and Inspection Service (FSIS) allocates all of its appropriated funding for the following budget activities:

Federal Food Inspection - For direct and Agency support costs of slaughter and processing inspection of meat and poultry products and processing of egg products, for all products that originate within the U.S. and are destined for domestic distribution.

Import/Export Inspection - For direct and Agency support costs of inspection of meat and poultry products originating in foreign countries under systems that are equivalent to the U.S. Federal inspection system; and inspection of meat and poultry products originating in the U.S. that is destined for export to foreign countries.

Laboratory Services - For direct and Agency support costs of the three FSIS laboratories that support the inspection program.

Codex - For direct and Agency support costs of the U.S. Office of the Codex Alimentarius Commission, this new activity was formerly included in the Import/Export Inspection activity.

Field Automation and Information Management (FAIM) Project - No year funds for computer equipment, training, and software applications to improve communication among field inspection personnel.

Grants To States – For up to 50 percent of the cost of Cooperative State Inspection Programs that are at least "equal to" the Federal Inspection program conducted by FSIS.

Special Assistance for State Programs – For support of HACCP implementation in the Cooperative State Inspection Programs through the FAIM Project (no year funds), laboratory improvements, and inspector training.

COVERAGE OF SLAUGHTER POSITIONS

Permanent Full-time (PFT) – Career conditional and career civil service food inspectors who work full-time.

PFT Relief – PFT food inspectors who fill in for other PFT food inspectors who are away at training, or on annual leave or sick leave.

Other-than-permanent (OTP) – A temporary, intermittent appointment limited to 1,280 hours of work per year as a food inspector.

Details – Other PFT slaughter or processing food inspectors who are available to provide coverage when not needed at their assigned duty station, e.g., the plant(s) to which they are assigned is not working.

Off-line Inspectors – PFT slaughter inspectors assigned HACCP responsibilities not including line slaughter activities, but are reassigned to line responsibilities.

Veterinary Medical Officer (VMO) – A VMO is typically the Inspector in Charge (IIC) at a slaughter plant and will provide line inspection coverage when needed.
